Beltangady: Water crisis - Minister Rai orders takeover of private wells, ponds

Daijiworld Media Network - Beltangady (SP)

Beltangady, May 3: "The gravity of water scarcity that has hit Dakshina Kannada district this year is unprecedented," noted Dakshina Kannada district in-charge minister, B Ramanath Rai, He also ordered the concerned to take possession of privately owned borewells, wells, and ponds on behalf of the government to provide drinking water to the people.

He was addressing a meeting convened for the purpose of finding an emergent solution to the water problem on Monday May 2 at the taluk panchayat hall here.

Zilla panchayat chief executive officer. P I Sreevidya, also passed on this instruction to village development officers. She further said that there is provision to buy water from private parties and distribute water to the general public. Noting that there are 159 ponds in the district, she said that wherever necessary, they will be taken over and water would be provided to the needy.

Deputy commissioner, A B Ibrahim, noted that 27 districts of the state have been considered as drought-hit. He said that only three districts, Dakshina Kannada, Udupi, and Kodagu, have not been declared as drought-hit. He said that in the past, instructions had been issued against feeding water to their gardens by using their wells, borewells and ponds wherever such water sources are located near government-owned borewells. He said that this order has been further extended by a week. He told the officials that for drinking water works, officials need not await any orders, and get power connection immediately. In case of shortage of equipment, they can be bought from private persons, and these bills will be footed by the government, he added.

Zilla panchayat deputy secretary, Umesh, explained that a sum of Rs 50 lac had been given to this taluk for drinking water purpose, and 12 borewells had been dug. He said that the situation has not become so worse as to necessitate supply of water through tankers.

MLA, K Vasant Bangera, gave details of water problem faced by various villages. He accused Kuvettu panchayat of not releasing water in spite of having sources. He also accused Mescom of harassing the concerned without providing power connection to water supply schemes. Zilla panchayat members, Koragappa Naik, Mamata Shetty, Dharnendra Kumar, Shekhar Kukkedy etc also explained about the water problems faced by their areas.

Mescom engineer, Umeshchandra, was immediately summoned from Bantwal to the meeting, as there were complaints that Mescom was not providing power connection to drinking water projects immediately. The minister ordered for the suspension of junior engineer of zilla panchayat engineering division, Tippeswamy, after noticing that he had taken leave in spite of knowing that a meeting had been scheduled. He noted that as far as water scarcity is concerned, Mangaluru city is the worst hit, followed by Bantwal, Beltangady, Puttur, and Sullia taluks.

Zilla panchayat president, Meenakshi, vice president, Kasturi Panja, town panchayat president, Muguli Narayan Rao, Puttur assistant commissioner, Prameela Perla, tahsildar, Prasanna Murty, and taluk panchayat executive officer, Sooryanarayan Bhat, were present.

Mr. Rai, thank you for waking up at least now. However, I wish to tell you that you are taking the short cut to solving the problem. You have been the Forest Minister for so long and I would like to know what is your contribution towards increasing the forest cover. If you had taken some efforts to plant trees, probably things would not have been so bad. And one more thing Mr. Rai, how can you forget that you have been elected by the people to look after their interests. It is your duty to stop the Yettinahole project that is against the people of this region. It does not serve any purpose to wash your hands by saying that as you are in the government you cannot talk. If your being in the government prevents you from talking, please resign from your position and take up the cudgels on behalf of the people. Stop pretending that you are for the people. If you are really for the people, put your foot down and tell the C.M. that as the Minister in charge of this district, you cannot allow the Yettinahole project to go ahead as this is against the people of this district. Merely ordering the take over of the private wells is very easy. Anybody can do that.  Use your power to help the people of this district. Stop the Yettinahole project. Give something back to the people who elected you. They will be grateful to you if you do this.

Why the water train only stops in Marathwada of Maharashtra? Is Karnataka is not part of India?

Why BJP is not holding any 'Padyatra' or approach Minister of Water Resources Uma Bharati?

Sharing and distribution of water from private body should be private matter. It should be with once own consent to share resources on humanitarian basis.

Talk over taking over of private wells is an easy job than done! In-charge Minister is talking like a fuedel lord who believes that private properties are inherited from his family. Private owners has spent thousands to de-silt and upkeep their wells in water yielding mode. How the Government can take over it without paying due compensation. The present water crisis is a standing example for misplaced priorities and wrong policies of those in power. Mr. Rai is barking water table has gone below in one breath and is yelling for diversion of Nethravathi river in another. Of course, as a politician he may not have sense and sensitivities towards Nethravathi river. But, Mr. Minister in the arrogance of power has conveniently forgotten that this river has nurtured a civilization for hundreds of years and is a reason for his own existence and presence here. Who he may have grown, thou shall not forget his roots!!!! It is well accepted fact that diversion will further reduce percolation of water and recharge of ground water table. The same government announced decades ago that private wells are not permitted within city limits. Why individuals needs to be penalized for somebody's mistakes. Water of course is a is a common community resource and shall be shared, but within the locals only. It cannot be forcibly taken over to distribute to his place of choice. Wealth is also falls within the category and do Mr. Rai ready to share his amassed wealth with those who deprived of it? Private well owners are sharing the resources with his neighbors even without the intervention of this senseless government. Forced take-over and diversion of this local resources to far away places is akin to what they are doing in the case of Yettinahole project. Local people shall be the sole stakeholders for local resources and role of Government to robe Peter to pay Paul shall be restricted at all cost!!!!?

Mr. Nameless, use common sense, lack of garden & trees one of the main reason for lack of rain & water.

You want to stop watering the plant and create more problem to the district??

    What a common sense.??

Ask the Celebrities & rich people who are enjoying the facility of swimming pool at their premises.

Ask the people to minimise the water to wash their vehicles.

Do they want to grab do give like robin hood style. Now it is high time for citizens of Dakshin Kannada to take all these politicians when they come to ask for vote slap them insult them and tell them what they have done is nothing simply publicity waste of public money world over we get technology to covert sea water to potable water convert sewage water to potable water conserve rain water there now building in Mangalore which does rain water harvesting just to show and eye wash they will do something and say rain water harvesting. All gimmicks nothing less Now we write here but who will read and take action to avoid next year the same thing. I feel there must be some thing like water scam and water tanker scam may come in the near future.

Desalination of sea water is an option but for that we need power (cheap electricity) from where we can induce power to the boilers and such project cannot be erected immediately. The authorities should work on that in the near future.
Alternatively, let them build more dams and reservoirs and control the free flow of river water into Arabian Sea.
We are boasting of running underwater railways @ the cost of Rs.100,000 crore.
Some people say that there is enough water at Gurpur-Adypadi Dam. Then why are these Ministers and authorities panicking the public. Whatsoever, precaution is better than cure. Act wisely now only.
I hope Kerala State is not facing water shortage problems.

Coastal Kerala, Karnataka , Goa and all of western ghats is vital for India's well being. The west coast and western ghats invite south west monsoon into the country which spreads rains all over India as well as Bangladesh. Ours is a very fragile environment and if we destroy it the whole country shall turn into a desert. This simple message is not being understood by these junk politicians. This is why this region is from time immemorial called as Parushurama Srishti and lots of lores sing about the importance of this land. This land is also called land of Nagas and even a spade of soil must not be touched without considering the consequence. People like Mr. Rai whose family have worshipped this land must have given importance and informed to their dull headed bosses against a ruining the place with polluting industries .

    My suggestions.
    1. we have become water deficient, seafood and food grown on earth. MRPL,BASF,MCF and other oil companies near panambur, and others active in Baikampady Industrial estate which profit for themselves but are front runners for harming our district, should be made to use sea water at their cost for their Industries. work and join together and put a desalination plant.

    2. Our local leaders both in rural and urban areas were buzy from ages to have borewells in their areas as there was water shortage even earlier. What has happened to many of these defunct borewells. There are many ways to use these to recharge underground streams through Rain water harvesting.

    3. Nowadays a lot of roads are repaired or newly constructed. to allow free flowing there are ditches or drains to allow water to free flow from the road. somewhere i got to know that every 300 meters in a drought hit place they dug up 10 ft of the ditches filled it up with sand, gravel ..etc. That area is now drought free. (plz dont ask me check online)

    4. We need more trees, shrubs and bushes in areas and surroundings where we have destroyed forests and hills to build constructions. Stop planting trees water guzzlers like Accasia...There are many places where property owners have got land with trees, plants and weeds that suck water from the Earth. no one is there to maintain these places.

    5. use your own knowledge and some info that u get to save WATER from person to person, neighbours, family online and the green persons from whom you depend for your food.save time for nature. Whattsapp, Facebook chatting will not help you in FUTURE.

This was indeed unprecedented situation, a coastal city with no/less water is a grave issue.

certain rules have to betaken care of, Like all new construction houses and buildings should harvest rain water, Provision for extending the dam should be planned, people should be educated about using water, especially those who have Govt. allotted pipes where water is free (yerna ammerna popundu attitude of those people).

Why should our money, the money of we the taxpayers, should be used to install desalination plant for providing drinking water for people while there is adequate drinking water available and majority of it is used for industries for industrial purposes. Since majority of the available water is used by the industries and they are continuing to use, this has created the scarcity of water for people. Ideally it should be the industries who should be installing the desalination plants for generating water for their requirements and the government should make this compulsory for all industries, as they are the one who has financial and technical muscle for installing such plants. Even if desalination plants are installed by the government majority of the water will be used by industries. The cost of desalinated water is as low as 5paise/liter. What is the purpose using tax payers money to benefit industries at the cost of the common people. This will also prevent the delays, bribery, corruption during the construction of the project

Henry Saab….sad but true…. One Desalination Plant per Dist in Coastal area is more than enough to supply at least for drinking purposes but as usual we think & cry when we lose something else who care for water? Let them make compulsory Rain Water Harvesting, Mass Water Store tanks, minimum water storage facility at all houses, etc, etc so that when crises comes people can manage themselves instead of depends on Govt Supply? But it’s same like population control policy. We knew very well that for all problems increasing population is the main reason but can they make a policy of two or three children maximum?
