Mangaluru, May 12: Dakshina Kannada district deputy commissioner, A B Ibrahim, instructed the concerned to suspend licences of hospitals which do not furnish satisfactory explanations towards deaths of women during delivery, and of doctors whose negligence is established. He noted with concern that cases of deaths of women during childbirth is on the increase in different hospitals of the district, speaking at the health mission meeting held at Netravati hall of the zilla apanchayat here on Wednesday May 11.

Ibrahim gathered information about the steps undertaken by the department about cases of deaths of mother or child during delivery from the medical officers.

He noted with regret that the district health officer does nothing other than serving notices on hospitals and doctors concerning deaths of women during delivery. Normally, the hospitals do not respond to these notices, and no one questions them about this reluctance. He felt that these people do not seem to be afraid of legal ramifications of inaction, and hence asked the health officers to register notices under section 307 against the doctors who are prima facie found to be negligent.

The deputy commissioner took to task district health and family welfare officer and child welfare officials, seeking to know why no action was taken even when negligence of doctors was clearly mentioned as the reason during investigation. "Are you hand in glove with the guilty?" he wanted to know.

He said that in all the 22 cases of deaths of mothers during delivery in the district during the year 2015-16, evasive replies were furnished, and the district health officer did not conduct proper investigation, nor was the reason for the deaths pinpointed. Observing that in most of the cases deaths seemed to have occurred on account of failure to get treatment on time, he directed the health department to tackle this issue in all seriousness.

When superintendent of Lady Goschen Hospital, Dr Savita, said that KMC Hopsital has not responded to the request to provide two intensive care unit beds, the deputy commissioner noted that the hospital is obliged to provide these two beds as per agreement, and asked her to write to the hospital, drawing its attention to this violation.

When the resident medical officer of Wenlock Hospital, who reached the meeting about 90 minutes behind schedule, tried to occupy his seat at the dais, Ibrahim asked him to leave the place.

    Mr. DC, Please pay attention to the more pressing problems faced by the common public rather than going after the doctors with a vengeance. No patient is under compulsion to go to a particular doctor or a hospital. It is their choice. No doctor ever tries to harm or kill a patient. All those people including the DC should be in a hospital for atleast minimum 24 hrs and see for yourself as to how the hospital and doctors function then pass these judgements. These irregularities are there in every field. Even if a plumber or electrician is called for 10 minutes of work,they charge nothing less than 100 to 200 rupees. If their work does not yield the required result, do we have any ways of penalising them or getting our money back?
    people do not mind spending thousands of rupees on luxury but cry when it comes to spending on health care. They always appreciate a doctor who gives a free consultation. Before punishing someone please go through the details of the condition.
    we pay water,electricity and income tax but have to stay without water, electricity and motorable roads. Who will take responsibility for these problems? No DC or government agencies try to solve these problems but they are out to destroy health care system by their unreasonable thinking and use of power vested in them.

    Your argument is correct to a certain extent, but the situation at present has gone upto the Level equivivalent of Extortion!

    Quality of medical skills has gone down like anything, with total dependence on evidence based medicine even without trying conservative treatment! Scans /MRIs are ordered at the of a hat, same with angioplasties and other costly procedures mostly unwarranted !

    I personally have had 2 very bad experiences when my father was admitted for angina, knowledge / judgements taken by docs m any a times is totally illogical/ baseless,,

    A patient admitted with a clear cut case of angina was referred to 5different depts including a psychiatrist and orthpedician, I had to literally fight with them based on simple logic as I am from the paramedical feild with years of advanced experience in all specialties! Funniest thing, he was given some strong antibiotic too along with 12 other cocktail of drugs which made him to go into delirium, and was sent to neuro consultation, I openly challenged the neurologist that it is due to drug cocktail and CT was unwarranted and told him it would come normal, h e was ashamed to face me, asked him whether he is checked for hyponitremia for which he had no answer, then a psychiatrist was summoned, I literally insulted him and shooed him away as he was suspecting psych issues , crazy guys!

    Funniest thing is in the final file I saw a shoulder X-ray, this showed what sort of docs were attending on him in a classical case of unstable angina with symptomatology of shoulder pain (no injury/fall..)

    They just messed up everything, kept him for 7 days, milked 75k n discharged! The next morning my pa expired with a massive attack!

    IN HINDSIGHT, HOW I WISH HE WOULD HAVE LEFT EARLIER WITHOUT HAVING TO GO THROUGH SUCH AMOUNT OF MENTAL/PHYSICAL TORTURE AT THESE JOKERS HANDS!

    There is still a lot to the story, tired now!

    I met some of the most foolish pgs who could not answer my simple queries, blushing, so much for them!

    No much Patients replied here... Oh.. They were no more... But Doctors are alive... Let them reply...

    Once early in the morning at 5AM an ant went inside my ear. It was so disturbing that I could not sleep or sit. Even my wife also didn't gave me that much trouble. In fact she helped me this time by pouring some water to allow ant to come out. No.. In vain. What to do ? We went to a doctor staying near our house to see a solution so that problem should not get increased. Doctor was sleeping and with fear we press the ringing bell. After many rangs he came and asked the problem. He brought a torch and saw the ear and told there is nothing. Then he told "Just for this you came here to spoil my sleep...? " I have pain still and feared that ant might have entered my brain... So, because he checked we asked "How much ?" He said Rs. 100/-. Took it and went to sleep.

    There are very few doctors come as Gods to patients and rest all are Graduates from YAMA MEDICAL COLLEGE !!!!

    need proper evaluation & monitoring of health care delivery system of dakshina kannada.

    as per the news report, 22 deaths during pregnancy were reported in dakshina kannada district with a population of so many lakhs ( i dont know the exact number) & after so many deliveries( again i dont have statistics)...

    can we analyse, how many maternal deaths per thousand deliveries in this district ?

    and

    how many maternal deaths for thousand deliveries in united states of america?

    22 deaths is big number, but how many safe deliveries were conducted in the district? that means how many live births took place in dakshina kannda district in the period when 22 mothers died?

    how much facilities are available in our government hospitals? and at what stage of complicated delivery people reach hospital ? what if the pregnant & her relatives do not agree for surgical removal of baby for a risky pregnancy?

    all aspects to be considered. we are happy that we have a good DC for our district.

    Good Move by DC A.B. Ibrahim, hope it will be implemented.At times we hear that Doctors will not be held responsible for a patient's death. Now we hear that Doctors as well as Hospitals will be in trouble. How I wish this rule will seriously be implemented DC Saab.People of DK will ever remember you.
    All Private Hospitals are more of Business Minded Places these days with charges being expensive, so economically weaker section goes to govt Hospitals. Here who cares what happens, is the attitude as we hear and see at times. Facilities are not so good etc. Good Medical Care is not available to weaker section of society.So kindly ensure these things fall in place.Let this move be implemented and not just be recorded in files only. Look at the attitude of these officers, coming late by 90mins to a Meeting convened by DC himself. !

    Suspension of license is not the solution. Business will resume after lapse of some time. hence license shall be cancelled/terminated permanently with heavy penalty.

    Suspicion of licences of erring,negligent doctors,hospitals is a good idea mooted out by our great DC A.B.IBRAHIM.But it should not be in the paper only,it should be made effective. As commented by one of the commentators above with regard to private hospitals,I do agree with him.Because now a days availing treatment in private hospitals for a common man has become a nightmare and pretty expensive.Those with enough money or Mediclaim,they can meet the treatment expense otherwise for a common man,path leading to the graveyard.Because of the exorbitant expenses incurring for the medical treatment in private hospitals for a common man,one has to think twice before taking the patient to private hospitals.Otherwise patient party has to die before the patient dies.Now private hospitals have become business,commercial centers rather than giving proper treatment centers.This is a kind of racket going on here in Mangalore.Once you enter the hospitals and coming under one particular doctor means,you are gone,finished.In case you are admitted in ICU or CCU,bill amount will be double the amount than what we think.Without our knowledge tests are many,medicines are abundance,injections are handful,service charges and other ICU charges are beyond our imagination.But at the end,you will be slapped,landed with hefty bill amount that is in lakhs,crores.Nobody can question either hospital authorities or doctors.They are the final authorities to decide by keeping patient party in dark.In order to escape from any one of their responsibilities,they take our signature,undertaking for performing even small operation or while administering the high dosage of medicines.That means if anything goes wrong while performing operation by default,they cannot be questioned because they took your permission by signing their undertaking.They are scared.

    How Indian Doctors Loot Patients.
    These observations are completely true.
    Corruption has many names, and one of civil society isn't innocent either. Professionals and businessmen of various sorts indulge in unscrupulous practices.
    1) 40-60% kickbacks for lab tests.
    When a doctor (whether family doctor / general physician, consultant or surgeon) prescribes tests - pathology, radiology, X-rays, MRIs etc. - the laboratory conducting those tests gives commissions.
    In South and Central Mumbai 40%.
    In the suburbs north of Bandra a whopping 60 per cent!
    He probably earns a lot more in this way than the consulting fees that you pay.
    2) 30-40% for referring to consultants, specialists & surgeons.
    When your friendly GP refers you to a specialist or surgeon, he gets 30-40%.
    3) 30-40% of total hospital charges.
    If the GP or consultant recommends hospitalization, he will receive kickback from the private nursing home as a percentage of all charges including ICU, bed, nursing care, surgery.
    4) Sink tests. Some tests prescribed by doctors are not needed.
    They are there to inflate bills and commissions.
    The pathology lab understands what is unnecessary.
    These are called "sink tests" blood, urine, stool samples collected will be thrown.

    5) Admitting the patient to " keep him under observation "
    People go to cardiologists feeling unwell and anxious. Most of them aren't really having a heart attack and cardiologists and family doctors are well aware of this. They admit such safe patients, put them on a saline drip with mild sedation and send them home after 3-4 days after charging them a fat amount for ICU, bed charges, visiting doctors fees.
    7) Unnecessary caesarean surgeries and hysterectomies. Many surgical procedures are done to keep the cash register ringing. Caesarean deliveries and hysterectomy (removal of uterus) are high on the list. While the woman with labour -pains is screaming and panicking, the obstetrician who gently suggests that caesarean is best seems like an angel sent by God!
    Menopausal women experience bodily changes that make them nervous and gullible.
    They can be frightened by words like " and "fibroids" that are in almost every normal woman's radiology reports.
    When a gynecologist gently suggests womb removal "as a precaution" most women and their husbands agree without a second's thought.
    8) Cosmetic surgery advertized through newspapers.
    Liposuction and plastic surgery are not minor procedures. Some are life-threateningly major but advertisements make them appear as easy as facials and waxing.
