Bengaluru: Report card on governance leaves CM red-faced


Bengaluru, May 17 (DHNS) : Chief Minister Siddaramaiah’s claims of good governance were contradicted by his officials on Monday, who presented a dismal picture leaving him red-faced.

Non-utilisation of special grants to city corporations (only Rs 72.80 crore of Rs 348 crore spent), tardy progress under Swachh Bharat Abhiyan (only 9,000 toilets constructed against the target of 1.4 lakh), non-utilisation of additional resources, poor show under urban renewal mission are some of the highlights of the presentation made before the chief minister.

The statistics were for 2015-16 prepared by the Department of Planning, Programme Monitoring and Statistics. It was presented to the chief minister in a closed-door meeting at the Vidhana Soudha on Monday. The presentation lasted a couple of hours and all top bureaucrats, including Chief Secretary Aravind Jadhav, were present.

Financial performance of departments such as Housing, Medical Education and Labour was around 70% to 80 %. Only two departments - IT&BT and Tourism - were able to achieve 100% performance in the last financial year. Besides, the government’s plan expenditure has witnessed a decline in the past three years. Apparently upset with the dismal picture, Siddaramaiah directed the officials to pull up their socks and strive to provide effective administration.

“Ensure implementation of budgetary programmes in a time-bound manner. Clear files on the spot, conduct field inspection regularly and take action against erring officials,” he said.

Not just taking bribe, keeping files pending without valid reason is also corruption as such delay affects people the most. The heads of departments should conduct a review and ensure that files are cleared.

Officials cannot give excuses for lapses by blaming other departments. Problems, if any, should immediately be brought to the notice of higher officials and resolved, he said.

Later speaking to reporters, he said he had set June-end deadline for the department heads to obtain approvals for all action plans. Implementation of all budgetary schemes and programmes should record at least 70% progress by November-end, he said.

    First of all he must think about giving equality regardless of their religion,caste,language and then think about the development of the state rather than mud slinging and blame game.Don't stick to the chair and protect it,which is not permanent,do something good to the people of the state and do some good memorable works.Later you can be remembered for your good works or you will be elected as the next chief minister once again.Now all your programmes,schems etc are failure without yielding any result.Rotten administration,one sided to appease the particular community for vote bank.This practice should be ped once for all.No reservation but only only on merit system,No unwanted Jayanthi celebrations,No more Bhagyas to please the particular community,give adequate benefits to poor,widows,farmers,orphans,down trodden.Provide proper medical treatments to the people suffering from various deadly,fatal diseases.No corruption.Clear all the files within no time,without any hassles and without any problem to the people.Don't try to stick to your chair.

    CM Siddaramaiah has no charm like former S.M.Krishna.

    But he is far better than former 3 CM of BJP and 2 Deputy CM of Congress.

    The party is considerably failed in reining communal forces,power sector,urban development.

    Whereas E-Mandi is a hit and health sector is progressing well.

    TB Jayachandra Minister for Law & Parliamentary Affairs and Higher Education,UT Khader Minister for Health and Family Welfare,H K Patil Minister for Rural Development and Panchayat Raj,RV Deshpande Industries Minister performing very well.

    The remaining 2 years for party is crucial.It should connect people and rein in all anti incubency within party.Need total dedication maintaing law and order and communal forces.Need more investment in power sector,agriculture,modernise transport and infrastructure.

    Whereas former CM yeddyurappa is better bet for BJP,but not good for Kannadigas whose politics is run by mine mafia, dictated by Kalladka and run from resort and ministers watching porn.

The only development as CM was Ambareesh medical expenses waiver, lawlessness best example Kaluburgis killers are yet to be traced, Tippu Jayanthi, Watch fiasco & Contract awarding for his son. A totally corrupt person who has amassed huge wealth thru bribes. He will also be a strong contributor to 'Cong Mukth Karnataka' if Cong loses election next time.
