Smart City : Mangaluru fails to make it even in second round


New Delhi, May 25 (PTI) : The Union government on Tuesday announced the names of 13 more cities that will be developed under the Centre’s “Smart City Mission.” Lucknow in poll-bound Uttar Pradesh tops the list, followed by Warangal in Telangana and Dharamshala in Himachal Pradesh.

These cities were chosen from the 23 that failed to get representation in the first round of a competition held in January, and participated in the “fast-track competition.” The results were announced by Urban Development Minister M. Venkaiah Naidu on Tuesday.

Other cities on the list are Chandigarh, Raipur (Chhattisgarh), New Town Kolkata, Bhagalpur (Bihar), Panaji (Goa), Port Blair (Andaman and Nicobar Islands), Imphal (Manipur), Ranchi (Jharkhand), Agartala (Tripura) and Faridabad (Haryana). “The 13 cities selected in the competition have proposed a total investment of Rs. 30,229 crore. With this, the investment proposed by 33 cities [20 cities made the cut in January] under the smart city plans is now Rs. 80,789 crore,” Mr. Naidu told the media.

Mangaluru which was expected to make it in the second round, has not named in this round.

Next round

Seven cities — Patna (Bihar), Shimla (Himachal Pradesh), Naya Raipur (Chhattisgarh), Itanagar (Arunachal Pradesh), Amaravati (Andhra Pradesh), Bengaluru (Karnataka) and Thiruvananthapuram (Kerala) — that were not among the 100 shortlisted for the competition will be able to participate in the next round, the Minister added.

Of the 13 cities that qualified for the project, four are from BJP-ruled States (Chhattisgarh, Goa, Jharkhand and Haryana) while two are from Congress-governed States (Himachal Pradesh and Manipur). Lucknow is in Samajwadi Party-ruled Uttar Pradesh, while Bhagalpur is in Bihar, where the JD(U), the RJD and the Congress are ruling coalition partners. Warangal is in Telangana, which is ruled by the Telangana Rashtra Samithi.Apart from these, The Union Territories of Chandigarh and Port Blair in Andaman and Nicobar Islands were also among the winners of this round.

Ten cities that failed to make the cut are: Pasighat (Arunachal Pradesh), Shillong (Meghalaya), Namchi (Sikkim), Diu (Daman & Diu), Oulgaret (Puducherry), Silvassa (Dadra and Nagar Haveli), Kohima (Nagaland), Aizawl (Mizoram), Kavaratti (Lakshadweep) and Dehradun (Uttarakhand). They will be able to participate in the next round with other cities.

Highlights of project

Assured water and power supply, sanitation and solid waste management systems, efficient urban mobility and public transportation, IT connectivity, e-governance and citizen participation are some of the highlights of the smart city project.

It aims to transform 100 cities by 2019-20, with the Union government providing financial support of Rs. 48,000 crore over five years.

Central assistance

Each city will receive Central assistance of Rs. 200 crore in the first year and Rs. 100. crore over the three subsequent financial years. State governments and respective urban local bodies will also match the Centre’s contribution. While 20 cities were selected in 2015-16 as per the Mission’s guidelines, another 40 (including the 13)will be selected this year. The remaining will be chosen in the next financial year.

What are smart cities?

A 'smart city' is an urban region that is highly advanced in terms of overall infrastructure, sustainable real estate, communications and market viability. It is a city where information technology is the principal infrastructure and the basis for providing essential services to residents. There are many technological platforms involved, including but not limited to automated sensor networks and data centres.

According to the documents released on the Smart Cities website, the core infrastructure in a smart city would include:

— Adequate water supply

— Assured electricity supply

— Sanitation, including solid waste management

— Efficient urban mobility and public transport

— Affordable housing, especially for the poor

— Robust IT connectivity and digitalisation

— Good governance, especially e-Governance and citizen participation

— Sustainable environment

— Safety and security of citizens, particularly women, children and the elderly

    Except education, Mangalore has not fulfilled any criteria for a smart city. A city can become smart only if the people in that city are smart, show proactive approach in dealing with basic problems. Here, only the politicians and bureaucracy is smart in fooling the people and swallowing public funds and the general public has been treated as fools, taken for jolly rides. And Mangalore is already bursting at the seams with buildings galore and traffic everywhere. So, where is the smart city going to come up? Will the current infrastructure be broken down to rebuild a smart city? Just take the example of Yettinahole as Mangaloreans, have we united in opposing the project after having faced severe water scarcity for more than a month? Have we shown the government what is people's power so that they do what we want and not what they want to force on us! Any project in Mangalore, for example roads or flyovers take years to build, some never even get completed and those that do, the work done is so shabby. And the very same lazy, corrupt, incompetent and arrogant people will be implementing the Smart city project if it all Mangalore gets it. You can bet on it that the funds sanctioned for the smart city project will be hungrily gobbled by our politicians.
    Consider it as a blessing that we have not made the smart city list. When you cant handle a normal city, don't think of doing anything for a smart city and make a mess. We in Mangalore are facing mess daily in some way or the other( be it roads, or footpaths or water supply or drainage or garbage disposal) and our Corporation and representatives do only patch work or no work. The good old Mangalore as someone on this forum rightly said (1970s till 1990s) is what actually was a smart city with people living in peace, helping each other, cleanliness, greenery, wonderful climate, healthy and tasty food, the list goes on............ Cant appreciate much about todays Mangalore, it has become so repulsive!

    we did not get a smart tag because we are still uru(village) not city.It was mangalore city and it was demoted to mangal(uru).

    Don't we have open flowing sewage gutters polluting the ground water, don,t we have roads pock marked , there is a shortage of potable water , and electricity .

    Take your elected representatives to task instead of running after statues, celebrations and musical fountain in a green area.

    Moving around with girl friend used to be reality and ones freedom of movement. Now youngsters may need some bouncers to protect and safe return back home.

    Our mangalore city could not achieve even in the present round of of smart city, its a very sad news for mngaloreans, why we are kept aside and why our number is not coming is a big question now, the question for which we must find answers are
    1. Are the width of the roads can accommodate the present need for smoother traffic movements.
    2. The water shortage which we faced from last few weeks are very critical, although we live in a place where many small rivers flow, and 06 months of rain fall.This basic problems we are unable to solve completely.
    3.Our man galore is made of hills and slopes and another side we have sea.
    4.when we are unable to fix the fundamental problem.

    probably we may be selected in next round let us hope for that.
    the planing of city can not take place in completely developed areas, may be new areas it can be done.

    To become smart at least one should be quick and disciplined and punctual in their job. But our elected people taking years to complete the basic necessaries of the citizens eg in many areas corporation started to developing drainage facility and path way since a year they are doing same job in the same place eg bendoor main road. Imagine if this is the condition on a prime area , what about the other places. Same way there many many projects are lying half done since long time. Shame on these people who are responsible for this..... Don't they have that much of sense how they can expect calling a smart city and keeping so much dirt on roads creating problems to the common people.

Forest ministers achievement is his big paunch and more concerned about erecting Nehrus statue. DC knows to take his pic at Thumbe dam with his shades on. We had a 'rubber stamp' mayor who did no know what the hell was happening around. All are interested in the moolah. Election promises have gone to the dogs. Law and order is at its lowest, we all know to blame BD & moral policing. Leaders have to be elected based on merit not on 'appeasement' criteria.

    Can you list cities which is smart enough with best infrastructure ? It has been more than 60 years of independence ? Do our cities have good infrastructure / resource / good planning.     Truth prevails amidst the ruling of the Mangalore City by the goons from Moral Policing, BD, PFD, RS and VHP. Unless and until we have peace in our society what is the point in getting the sign of Smart City? First & foremost apart from having the infrastructure in order to be known as smart city, it is the necessity that every citizen should have the right to live as they want within the jurisdiction without disturbing others.     It is good that mangalore did not get elected. First of all city does not have that kind of infrastructure for the smart city nor there is any decent space to build it. The recent water problem faced by the city itself is enough evidence for that . Secondly just with the announcement of the smart city, the real estate prices will shoot up making it difficult for the common man to get decent dwelling. Thirdly the rampant moral policing in the city will chase away the people coming in and will bring in more bad publicity to the city. Further most of the services to the smart city are to be provided by the existing government departments. Given the current level of service provided by these department, much cannot be said of the future services that will be provided by them. Though lots of money will be invested in building the infrastructure for the project, as it will be under government control, the completion and the quality of these project will be questionable. The overhead bridges flyovers built by these departments itself says it. Ultimately the project will benefit only the politicians and the industrials and commoner will be the losers. Mangalore can develop into a smart city in its own way

Of course we are they are minting money in Yettinhole project, installing Nehru's statue and setting up new toll gates on the newly contrcuted roads. Why thy should worry about smart city programme.     Brains are preserved in refrigerators and freezers
    Crabs are trapped in baskets, frogs are confined to ponds
    Roads and public places are flooded with tiny vehicles
    Public still stand and hang to commute
    No clean air to breathe and sufficient water to drink
    Smarter smart phones fail to reach next door
    Smart becomes smarter day by day and fool lives in foolishness
    Active ants don't expect help from elephant to be comfortable.
