Governor Vala rejects Justice Nayak’s name for Lokayukta post again

Bengaluru, May 27: After the embarrassment of the Siddaramaiah regime’s move for unseating Karnataka Upa Lokayukta Justice Subhash B Adi being stymied by the State High Court and the State Legislative Assembly Speaker Kagodu Thimmappa dropping the move to impeach the former, the Congress government has suffered yet another embarrassment with Governor Vajubhai R Vala rejecting the recommendation of Justice S R Nayak’s name for the post of Lokayukta.

It may be recalled that the Governor had turned down the request of the State Government in favour of Justice Nayak, who is currently serving as the Karnataka Law Commission chairman, on two earlier occasions.

The Governor has rejected Justice Nayak’s name again for the third time on Friday following a complaint against him regarding the allotment of a residential plot in Judicial Layout here.

Vala, who is the appointing authority for the Lokayukta, had sought clarifications from the Stare Government on allotment of the plot.

However, it is learnt that the Governor was reportedly dissatisfied with the clarifications given by the Siddaramaiah government.

Last year, the Governor had turned down the State Government’s recommendation to appoint former High Court judge K L Manjunath for the post of Upalokayukta

On Thursday, the State Government suffered a setback after High Court judge RB Budihal, who conducted an inquiry into allegations of “misuse of office, misconduct and overstepping of jurisdiction by Upa Lokayukta Subhash B. Adi”, gave him a clean chit.

It may be recalled that the Lokayukta post has remained vacant following resignation of Justice Y Bhaskar Rao in December 8, 2015.

Meanwhile, Upa Lokayukta Subhash B. Adi said he is yet to receive a copy of the orders from the Speaker.

However, he said the Speaker’s office had sent the file to his office.

“I will resume office on Monday,” he said.

Karnataka’s Law and Parliamentary Affairs Minister T B Jayachandra said the State Government has recommended the name of BDA Commissioner Shyam Bhat for the post of the chairman of the Karnataka Public Service Commission.

    They want to trouble Congress rule as much as possible.
    They want corruption everywhere as such declining any name suggested for LAyukta, to delay as much as possible.

    It has become near impossible to find a suitable candidate without a black mark in this Country!!!
    Please change rules to appoint one who is well versed in criminal activities. So many central Ministers are with criminal back ground.
    "Set a thief to catch a thief" should be the future slogan!!!

    Gujarat has not had a functioning Lokayukta for years. The position was vacant for eight years till Justice Mehta's appointment was announced in 2011.

    Chief Minister Modi once said that he wants to be the 'chowkidar' (watchman) of the country. Modi government lost a two-year long legal battle in the Supreme Court over the appointment finally passed diluted Lokayukta Bill with the absence of opposition.

    In the whole country, the Right to Information Act (RTI) has been implemented. But the Gujarat Government did not implement it in the state. Even the high court said that the government should appoint RTI commissioners. But still they are not appointed.

    Governor Vala is Modi's hand picked man will create all obstacles as outgoing Governor Bhardwaj to give CM Siddu government negative publicity due to absence of Lokayukta.

    If anyone has RSS background he will sign even in sleep.

    IT IS PITY ON SIDDU WHO CANNOT FIND A PERSON WITHOUT ANY COMPLAINT FOR THE POST OF UPA LOKAYUKTA FOR YEARS MEANS HE HIMSELF IS NOT CLEAN AND THEN WHAT ELSE GOVERNOR VALA CAN DO OR WHAT WE CAN EXPECT FROM OUR CM.

    Dear Vincent Rodrigues, Frazer Town,B'lore.
    I understand your concern, but it is state govts responsibility to suggest corrupt free officer to the post, not governors responsibility.
    And governor dont have right to recommend any one for the post.

    Governor have right to appoint him for the post or return the file to the govt.
