Mangaluru to get German model of policing: Home minister


Bengaluru, Jul 2 (DHNS): Bengaluru, Mangaluru and other cities in Karnataka will get a German model of policing and traffic management, Home Minister G Parameshwara said here on Friday.

The German state of Bavaria uses latest technology for effective management of traffic. The same model will be adopted in Bengaluru, Mysuru, Mangaluru and other major cities where traffic management has become a challenge, he told reporters.

Parameshwara and a team of senior police officers from Karnataka recently toured Germany to study the policing system in Bavaria whose capital is Munich. The minister signed a memorandum of understanding with Bavarian officials for mutual co-operation in traffic management and policing.


Bavarian model

Parameshwara said Munich was one of the safestt cities in the world. A detailed study of the Bavarian system of policing was conducted during the visit. In Bavaria, top priority is given to the safety of women, children and senior citizens. They have successfully implemented a people-friendly policing system. Over 82% of the population in Bavaria is happy with the system. The same model will be implemented in Bengaluru, he said.

As per the MoU, police personnel from Bengaluru will be sent to Bavaria for training. Bavarian officials will also visit Bengaluru for this purpose. Awareness will be raised among schoolchildren on traffic and law and order with the help of Bavarian officials, he said.


Coastal police academy

The Home Minister said a coastal police training academy would be set up on 25 acres of land in Udupi with a financial assistance of Rs 100 crore from the Centre. Automatic identification system, distress roaming system, boat collar coding system, etc will be used for patrolling the entire coastline in the state, he added.

    Make in India Police with German Shepard dogs.
    Install more Cctv Cameras in prime locations and see that all the number plates of the passing vehicles are recorded. Most criminals of the crimes have been caught by Cctv footage. Give chest cameras to police when dealing with major cases.
    Since last 3 years the Bangaluru ATM attacker has not been caught. ....?

    I read this article in the morning and went to Car street to by few things by two wheeler. While driving and negotiating pot holes, half completed Concrete Road edges, confusing signal lights, Honking Auto's, zooming Two Wheeler, Competing City Busses, Spitting Bus drivers (Jarda Paan), made me to think, are we talking about Germany ?? These Ministers fancy visiting some Foreign Countries and justify their visit by announcing that they wants to implement the system they follow. Are baaba we are Indians, we drive on Indian Roads, with Indian Vehicles(few are 1971 model ??), with Indian Mentality . Hence only Indian System will work here. People walk on the Road and Vehicles parked on the Road. Water flows on the Road and garbage piled and clogged the open drains, fountain erupts occasionally from the U/G Drainage covers. That is the situation and our Minister talking about GERMAN SYSTEM.
    P.S: I consider myself as best Driver as I drive four times a day at peak hour through Pumpwell Circle in my Four Wheeler.

    Yes this is Right and true. I Was on holidays near Mangalore. My house was locked since I was away. I Was sitting infront of my house at 11PM. 2 Scooter people asked why I am sitting so late on veranda. I asked "who are you".They Said "We are local police here". Then they went away.
    No Identify,No Dress and no mannerse. Once I left to abroad My House was Robbed and other mechanical items robbed. Who Are these people then? Whats this gane going on with no law and order .Police complaint was given but it went to dustbin with no feedback from police.Local goondas are very friendly with police there

    Law and order in mangakore outskirts has becoming to such a pass and pathetic and miserable . Night Time few people are roaming in Scooters saying they are police. They are in civil dress and do not show identity and carry a stick. Houses are Robbed but no action by police except taking finger prints. If you give complaint to police you may see local goonda chitchatting with Them there. Very very poor Show by law protectors

    The "german model" should also include safe and clean footpaths, traffic lights at every cross road, pedestrian crossings every 100 meters (where pedestrians have absolute priority and not hooting buses and sneaking two wheelers) etc,etc. Policing alone without these is meaningless.

    Current Ststem canbe analyzed as follows.Following are true examples .Pathetic condition of affairs .
    (1)Robberies are done without fear in our place near Mangalore in our absence. Police Come and take photos but never revert with feedback. Expensive Doors are broken and almeras are broken relaxly. No Action from police or Feedback. No fear at all . All done comfortably and relaxly and fearlessly (2)Police roam in the night(11PM) in civil dress and ask you why are you sitting in veranda so late? . They say Go inside rudely by showing a stick .They come in Scooter and do not show identity . Who Are they actually are they police or not? This is what happens you go on a holiday and open your house close since 2 years and then sit on varanda same day. Why are they so keen in checking your whereabouts? Who are these people came on Scooter?
    (3)You come on holiday and open the closed house closed since 2 Years . At Midnight you hear bell . You go and check who is outside and find no one there. Who are these people testing you?
    (4)Next Day You Find water meter is robbed (Thrice happened). (5)You go to police station .But You see couple of local goondas chitchatting with police. You Come empty handed without compaining .
    This Is the Story I experienced in a brief Stay Of one week near Mangalore.

    Rs 100 crore will go down the drain.Now all the information is available online. One by one ministers and top police officers will go to Germany to study their system just for an eyewash. Best thing is to train our sleeping ministers how to govern efficiently in India itself. First give proper infrastructure,basic amenities like electricity,water,roads,and drainage.

    Does Parameshwar know what German policing is?
    German police are examples for the most considerate, most humane and reasonable police in the world. I have seen police stopping their vehicle to assist elderly, whether it is to cross the road, or to carry their grocery.
    The finest example is that, after a small brawl outside a pub on my recent visit in Frankfurt, I was taken in the police car just to be ped to my hotel. Funniest part is, I was asked politely to finish the beer off which I was holding if I wish, before getting into the car.
    No FIRs, no passport was asked, neither my nationality was enquired. There is responsibility on each German police to uphold the good spirit of the country.
    Bribery, corruption, arrogance etc are never heard of words in German police.

    Any idea Sir Parameshwar, what you are talking about?

    Dear Home Minister, Brilliant Idea. But how about German Model for our Roads in Mangalore? If that comes in then Indian Models will also be fine I think. First of all let us have that kind of basic infrastructure that Germany has, let us have sincere officers in Ministry or any Govt Departments, let us have people friendly Ministers, people friendly Police Officials. Let us have Transparency in our systems. If we have all this then why should we go to Germany to study their systems? Our Present Police Officials in Mangalore are a Great team, so I am sure we will have no fear of any Models that work again Society instability. !!
    Yes, after all Ministers travel in citizens' tax money, isnt it? So once we have German Systems, if it does work, it will be great, if it does not, then we can always say we have tried it, but our systems could not comprehend.

    What ever the imported model we adopt in reforming the police dept. in Mangalure it requires overhaul change.Is Paramesharji only talking about traffic and road safety or want to stop the criminal activities which is fast growing in Mangalure. The nexus between politicians and criminals should stopped first. Recently a murder case of RTI activist the police dept, has taken three months to arrest the main culprit there by these criminals get enough time to put their influence with politicians,police, and judicial dept. to destroy the evidence. Therefore we require reform not only in police dept. but overhaul system.

    As far as Traffic is concerned...Please reign in the hell drivers(Busdrivers),ensure they dont use horns,overspeed,stop at Busstops only and maintain lane discipline.
    Traffic Discipline should be thought at the RTA office before the Licence is issued.
    Dare devil Two wheeler drivers should be penalised.
    Mark the Lanes on our roads...
    Lets hope these improvements make driving less taxing in Mangaluru...
