Belagavi, Jul 5: Chikkamagaluru deputy superintendent of police (DySP) Kallappa Handibag. who was accused of kidnapping a man and taking a ransom of Rs 10 lac, committed suicide at Muragodu village of Belagavi on Tuesday, July 5.

As per reports, Kallappa tried to end life by hanging and was rushed to Belagavi hospital where his condition was said to be serious. Then he was shifted to KLE Hospital in Belagavi, but he breathed his last there.

Kallappa was absconding since the news of him kidnapping a man and taking ransom became public.

Chikkamagaluru, Jul 5: It is said that the local deputy superintendent of police (DySP) had stage-managed the abduction of a person who had earlier been arrested for getting involved with gambling and released on bail. Reportedly, the kidnapped person was released upon payment of ransom amounting to Rs 10 lac.

Tejes, who has complained that he was abducted by a gang at the instance of DySP, Kallappa Handibag, in association with Vishwa Hindu Parishad Mangaluru division assistant secretary, Praveen Khandya, locals, Nataraj and Shivu, and Naveen Shetty from Udupi. Tejes says that he was kidnapped from his home, and taken away. On the way, he was forced to consume a tablet, after which he became drowsy. When he opened his eyes, he saw that he was in Bengaluru. The kidnappers reportedly demanded money and when he refused, he was beaten up. He says that he was released after his brother pooled together money and paid ten lac rupees to the above police officer.

A complaint on these lines was registered in Basavanahalli police station in the town on Monday July 4. In the meanwhile, the accuseds named in the complaint have absconded. While police believe that six or more persons would have helped the accused in this act, the DySP in question did not report for duty after the complaint, nor was he available for contact, it is learnt.

District superintendent of police (SP), Santosh Babu, says that 24 persons were taken into custody from a plantation in Chikkolale village in the district on June 27 after they were found gambling with playing cards. They were released the same day on bail. But a gang of six to seven persons who came in a Scorpio vehicle forcibly took away Tejes in their vehicle when he came out. Tejes was kept in a kennel used for keeping dogs at Sanjay Nagar extension and tortured.

Tejas was taken on the evening of June 28 to a spot near Majestic bus stand, Bengaluru, and forced to call his friend, Shivu, who runs a show room at Chikkamagaluru, asking him to pay ransom of ten lac rupees. Shivu was asked to hand over cash to a person named Pavan, who would be calling him in person. Tejes was also told to call a cellphone number before handing over cash to Pavan. The cellphone number provided happened to be the one officially allotted to the DySP, it is said. The SP said
that the DySP asked Pavan to come to a specific spot, where he received the money and also revealed his identity. After payment of the money, Tejes was released from captivity at Bengaluru, it is said.

Conversation between the DySP, Pavan, and Tejes was recorded on cellphone and this recorded conversation is now making the rounds on cellphones. Santosh Babu said that a case of kidnap and robbery has been registered against four persons where the DySP happens to be one of the accused.

Some sources in the department guess that the DySP, who had completed probationary period and was posted here two years ago, would have been staged this drama at the advice of a close confidante in order to pool money for getting transfer to Bengaluru.
