Udupi, Sep 1: As per the privatization agreement entered into with non-resident Indian businessman Dr B R Shetty, the land belonging to children and women's hospital presently falling under the district hospital at Ajjarkad in the city, has been handed over to Shetty.

City-based businessman and founder of Corporation Bank, Haji Abdulla Saheb, had donated about one and half acres of land for the construction of government hospital here with welfare of the general public in mind with certain conditions.

Currently, total land area here measures 3.6 acres. As per the plans, a building will be constructed first, after which the patients will be shifted to the new building from the old. Thereafter, the old structure would be demolished and a new hospital building will be constructed. As per the current proposal, a 400-bed hospital with an investment of Rs 200 crore will be established here.

The state government has already given its green signal for this proposal. As per information received, chief minister, Siddaramaiah, has decided to hand over the land along with hospital and other buildings standing on it, to Shetty. This was done through direct understanding entered into between the state government and Shetty, and preparations are underway to build multiple buildings here.

Some political leaders have been opposing the privatization of the district hospital here. When district in-charge minister Pramod Madhwaraj, was approached about this proposal, he said, duly feigning ignorance about the agreement, that the matter is yet to come to his notice and that he will come to know only after going through the issue and making enquiries.

As per procedure, although direct dealing was sealed at the cabinet meeting at the state level, the proposal has to come from the district level with recommendations. It is surprising that the district in-charge minister is unaware of an agreement entered into about four months back. As if by coincidence, in his election manifesto, Pramod had spoken about converting the district hospital into multi speciality hospital, duly adding that if there is shortfall in grants, he would pool resources through donors to make this happen. At the same time a former MLA of his party has objected to the privatization proposal.

The city is growing fast, and except for certain departments, government desires to get support of non-government organizations for the development. A pertinent question here is what will happen if an individual comes forward to do something which the government has been unable to? Although the district hospital was upgraded, it is still on the beginning stage of upgradation process. The children and women's hospital which is being taken up for development, has facilities in place but it does not have a proper parking place even for the ambulance. Another building belonging to it stands on the front side, but it has been lying neglected, and suffers from unclean environment that is full of standing grass.

Dr. Bavaguthu Raghuram Shetty (“Dr. B R Shetty”) was born in Kaup, Udupi in the state of Karnataka, India in 1942. He served as the Vice Chairman of the Municipal Council in Udupi, where he worked towards the cause of providing proper sanitary facilities, building concrete roads, schools, underground drainage and septic tanks for people to lead a better and healthier life.

In 1973 he set foot in the desert land of the United Arab Emirates to pursue his ambitions. Armed with nothing more than a clinical degree in pharmacy, Dr. B R Shetty commenced his entrepreneurial career in the UAE at a time when the nation was in its formative years. With his commitment, hard work, vigour and dynamic personality, he was able to start, build and succeed at multiple businesses over the years and today, his business empire is spread across the globe.

Realising that healthcare facilities in the UAE were rudimentary at that time and foreseeing tremendous potential, he ventured into the field of healthcare by establishing New Medical Centre (NMC) in 1975 which expanded significantly over the years and is today the UAE’s largest private healthcare provider. It is the first healthcare company from the GCC and the first company from Abu Dhabi to be listed on the premium segment of the prestigious London Stock Exchange and is part of FTSE-250 index.

Owing to the reputation and popularity of NMC Healthcare, its hospitals and medical centres cater to over two million patients annually across 12 facilities spread over 5 cities and 4 emirates. NMC Healthcare is also the first UAE Company to be awarded a 5 – year contract by the Ministry of Presidential Affairs, Govt. of UAE, in 2012 to manage and operate the over 200 – bed Sheikh Khalifa General Hospital, Umm al Quwain.

Though this place is in heart of Udupi city, Let Govt. make this area as public parking place and accommodate new place for Hospital outskirts of Udupi. If it is renovated for 400 bed, patients will suffer with traffic jam.

I am really surprised to read the news paper articles and TV interviews on this hospital. It looks like that all those commentators are giving their comments or statements without knowing the facts. As per my information, cabinet has decided in principle to give this Maternal & Children Hospital to Dr.B.R.Shetty to upgrade from 70 to 200 beds, build a brand new hospital building, staff quarters, appoint required medical, paramedical and other staff, manage it and treat the poor patients free of charge. Land is given on lease basis for a fixed period as per government rules and regulations and at the end of lease term Dr. Shetty has to hand over the hospital back to the government without taking any compensation.
Adjacent site is given to build a super specialty hospital of 400 beds with state of the art hospital where in rich patients will be charged, again treatment charges are decided as per government norms.
Any complicated cases in the charity hospital will be treated in the super specialty hospital, again free of charge.
In return to his philanthropic services, govt. has given him the permission to name the charity hospital in his father's name.

Now I request the readers to pass their judgement whether this project should be given to Dr. Shetty or not or should other big private hospitals come forward to take up govt. dist hospitals on the same concept.

Dr. Shetty will be the game changer in public health service department, RICH PATIENTS TREATING THE POOR - SOCIETY TAKING CARE OF THE WEAKER SECTION.

I suggest this concept should be replicated pan India level

Good move. Some Govt hospitals are so bad, instead of recovering patient dies there, for unhygienic conditions.
Why should such hospitals be there?
In Manipal KMC and in Mangalore Fr. Mullers Hospital are quite good and affordable.
Apprehension with Privatization is that, treatment shouldn't be out of the reach of common man. Otherwise hospitals purpose would be defeated.
Govt hospitals also should compete with private Hospitals.
They should try to promote health and wellness campaign by conducting seminars etc. to avoid sickness and save hospitalization expenses.
