Udupi:  Former CMC official Mabel D’Souza fined for dereliction

Udupi, Sep 12: Karnataka Information Commission from Bengaluru has imposed a fine of Rs 10,000  on former public relations officer and manager of Udupi Municipal Council (CMC) Mabel D’Souza.

The fine was imposed as Mabel D’ Souza had failed to provide information to applicant Jayalakshmi on application dated July 1, 2014 under Right to Information Act (RTI).  Mabel also ignored the subsequent orders from Karnataka Information Commission on the subject.



Mabel is now the chief official in Kaup municipal council.  The information commissioner has proposed, to the project director of district urban development treasury, that the amount be acquired at one go, or deducted from her salary for the months of September and October, 2016 at Rs 5,000 per month, and to be deposited in the treasury.

    If that is the case the institution should be taken to task, and asked to take the burden. In this case Udupi City Municipal Corporation should be fined. While more than one person is involved, then it is the collective responsibility of the institution. What kind of laws and judgements we have this country?

    This clearly shows that official was ignoring or holding back information under RTI Act, which is a serious lapse of duty.

    Even Modi and others have become trendsetters in this regards, and need to be penalized heavily.

    Officials with collusion with vested interests will go to the extent of threatening, or even eliminating patriotic RTI activists all over India.

    There should be a time frame as to address RTI matters so that erring officials can be punished severely.

    My cousin Mabel is a God fearing and hardworking lady. Her past and current position in CMC proves this. Even if there is a misunderstanding or lapse of duty she will have a reason to explain and come out clean in this issue. We support her and wish her all the very best. Mistakes do happen, lets not be conclusive.

    please donot jump to conclusions. The concerned authority has taken the right step to penalize the lady. Just for the sake of writing, don't rubbish a person. There were lapses and as per RTI she has been woken up by imposing a fine of 10K. This is a good practice.

    Amount of fine imposed is less. Maximum fine should have been imposed. First Appellate Authority i.e. the Commissioner of Municipality too should be fined

    Mable D'Souza is a highly respected and efficient government employee. On enquiry on this episode, it is understood that during later stage of proceedings, she had been transferred to Kaup TMC. The person who was supposed to handle the case ignored, and didn't do his job. Despite bringing this to the notice of the commission, and concerned persons, no attempt was made to handle the situation correctly. It is obvious, certain black sheep are attempting to malign and discredit her good reputation. An appeal to the High Court is contemplated. In the meantime it is important that Daiji World investigates this matter further. Need support of good people.

    I was not knowing the case but I heard about her that she is hardworking, non corrupt official so I gave my comments below supporting her. Thanks for true story. I had a same experience but I could not fight my case because of UAE laws and non cooperation from anyone.

    If she is innocent she should defend her action and tell the public why she failed to give the information when asked. If she did not get permission from her superiors then she should inform the commission who is responsible. If she keeps quiet then we know she is guilty.

    But when will our Politicians, to whom we pay hefty amounts will be penalized for dereliction of duty?

    We must not support anyone one on religious basis. It happened to one of my friend in Dubai. He was working to complete one project and he was taking care of his fellow Indians. But his colleague wanted to take the benefit and spoiled his name to have all the benefits. Back stabbing, telling lies to the management. The sufferer did not get any support from his family and friends when he was in trouble. I saw official got so many time called and given good respect for her non corrupt behavior. but now all will hide inside hole, and no one will come for her support i.f. family, friends or colleagues.

May be I judge as it is a conspiracy. May they were trapped because of their colleague or party workers. but you will tell that they are corrupt, or rapists. But if some news comes....Lalu, Sharad Power, Yeddy, Mulayam sing caught in corruption. Some people will say on the basis of religion, or party it is conspiracy. I don't how you will judge????
