Mangaluru among Smart cities announced by Union Government

Mangaluru, Sep 20 (HT): Mangaluru has appeared in the list of Smart Cities announced by the Union government on Tuesday, September 20.

Prime Minister Narendra Modi’s Lok Sabha constituency Varanasi along with Kanpur and Agra are among the 27 urban centres, picked on Tuesday to be developed as smart cities, under the NDA government’s ambitious plan for an urban overhaul.

The three cities are from the Samajwadi Party-ruled Uttar Pradesh that goes to polls next year.

Two other cities from poll bound Punjab --- Amritsar and Ludhiana – also made it to the third list announced by Union urban development minister M Venkaiah Naidu on Tuesday. Shiromani Akali Dal, an NDA ally is in power in Punjab.

India plans to have 100 such cities by 2022. Sixty have been chosen, including 20 in January and 13 in May, the remaining will be picked by 2018. Meant to change the way urban India lives, smart cities will enjoy uninterrupted power and water supplies, internet connectivity, e-governance along with quality infrastructure.

While no city from West Bengal and Bihar found mention in the third list, BJP ruled states are the biggest beneficiaries. Of the 27, ten cities are from states where the ruling party is in power. This includes Maharashtra (Thane, Nashik, Nagpur, Kalyan Dombivali and Aurangabad), Madhya Pradesh (Gwalior and Ujjain), Rajasthan (Kota and Ajmer) and Gujarat (Vadodara).

Some of the opposition ruled states have complained that the Centre’s urban modernization plan promoted “regional inequality.” West Bengal, which got one city – New Town – selected in the second list has already announced its decision to walk out of the smart city programme. When the first list of 20 cities was selected in January, Bihar CM Nitish Kumar had said the list was tilted heavily in favour of the NDA-ruled states.

To succeed, citizens must have more say in the Smart Cities Mission.  Just a small percentage of population to benefit from Smart Cities Mission. 

Only four cities – Hubbali-Dharwad, Managaluru, Shivamogga and Tumkaru – are from Congress ruled Karnataka. While Rourkela was the lone city from BJD ruled Odisha that made the cut, AIADMK ruled Tamil Nadu got four cities – Madurai, Salem, Thanjavur and Vellore.

Tirupati in Andhra Pradesh, where NDA ally Telugu Desam Party is in power, also made it to the third list. So did two other states ruled by NDA allies -- Sikkim (Namchi) and Nagaland (Kohima).

The total investment in 27 cities that will be developed as “smart” is envisaged at about Rs 66,883 crore.

Smart cities are picked though a two-stage process. In the first stage, a state shortlists potential cities and send the names to the Centre. In the second round, these nominated cities compete with each other.

The Centre will give Rs 48,000 crore for five years for the programme. Each city will get Rs 100 crore per year. A matching fund of Rs 48,000 crore will have to be contributed by states from their internal resources/ market borrowing and through private sector.

Stalemate over J&K, UP cities

The Centre has decided to allow both Jammu and Srinagar from the border state and Meerut and Raebareli in Uttar Pradesh to make a pitch for the tag. But, the ministry has made it clear that only one city will be picked from each of these states. The two states are yet to take a final call.

    Just another gimmick being played on the gullible public. A normal city like ours cannot be handled by our administrators is in shambles with bad roads, no footpaths, no guaranteed water supply, electricity irregular, markets in horrible condition, roads choked with traffic, garbage strewn here and there.....the list goes on. Will the existing infrastructure like roads, buildings, drainage systems be demolished? Will there be more people being displaced from their land for the project? So, we will have the rich becoming richer and the poor poorer! The very same administrative people will be charge of implementing the Smart city project, so don't expect anything different than what we are experiencing now. Besides, our euphoria should be kept in check. Money going into hundreds of crores is to be used for the project. How is it going to be recovered? Obviously, we all will have to pay higher taxes, cost of living and expenditure will be higher and the average middle class and the poor will struggle. The politicians and the super rich will not feel the pinch. The facilities and services offered to us will of course be no better than what it is now. So, get ready to tighten your belts for an upcoming Smart city! Where are we heading to? Shouldn't we be talking about clean air, clean water and clean food and good health? What are we running after? Where are our basic priorities for living?

    For a smart city, people have to be smart,gentle,intelligent and over all they have to be good human being. Where is the blueprint for smart city?? When they are going to demolish illegal buildings, blacklist corrupt road contractors and concerned corrupt ministers who gave permission for illegal constructions, When they are going to take action on those who are letting dirty water which breeds deadly mosquitos and people become sick by mosquito bites. Our Main market and railway station looks like Somalia or Afghan market/station without any proper planning. Our planning dept and the concerned ministers for development should be well educated in high class planning. We should have multi storey parking for cars and bikes and also better transport system. Metro may be ideal for all smart cities.Most importantly foot path and foot bridge for pedestrians .

    Mangalore - Mudbidri, and mangalore to Villupuram via Buntwal and belthangadi are d as National Highways - a decade ago, till today one can see same old road with 15-20 feet wide all along this stretch.

    Among this Buntwal to belthangadi is totally miserable and not less than a dozen surveys for widening is going on every year... It seems there is no push for fund allocation by Hon'ble Transport Minister 😭

    So, all this type of gimmick announcements meant for filling news papers and earning free publicity!!

    One of our friend had appealed to the concerned authority against NHAI valuation being less for acquired land!!

    Now they are asked to pay 15% of the awarded amt (4 people x 15% each), matter is same concerning flats in a single bldg!

    JUST IMAGINE 15% FOR A GENUINE APPEAL TO INCREASE COMPENSATION?

    IF THIS IS WHAT IS HAPPENING OPENLY, IMAGINE WHAT A SMART CITY CAN U THINK OF?

    And these filthy politicians are going to have newer smart phones and they are going to act as if they are smart.

    Maintaining greenery, ecological balance, controlling pollution and above all scrapping of Yettinahole Project for the protection and conservation of Western Ghats, forests and for ensuring natural flow of Nethravati River too are equally important for the Smart City of Mangaluru.

    I think it is better to install one or two DESALINATION PLANT AT SEA,so Mangalore will get 365 ×24 hours water. For 2 plant it will cost around 175 crores.But no water problem for Mangalore for ever.

    I have gone through the smart city mission brochure of Govt. During election, Modi said that he would build 100 smart cities. Actually, what he is doing is just helping to change 100 existing cities to smart cities, wherein most of the money has to be brought in by Special purpose vehicle, that is a public limited co formed for that purpose. What govt gives is only 500 crores in 5 years after verification of SPV work. No due diligence work is carried out and no viability of the financial matters is worked out. How the debt can be serviced is a big issue for the company.

    It is just like housing for all by 2022. No land will be given and no houses will be allocated. Only govt gives subsidy to BPL people with some conditions. Which scheme was already there, but amount of subsidy was less.

    Smart city concept is good but just don't leave it to the politicians and bureaucrats. General public should be the part of the smart city. We need thousands of volunteers. Every high school and college should adopt certain area to keep it clean and beautiful. Every Govt. servant should take the oath again and pledge to root out the corruption. NCC should involve helping police. Everyone should help each other to find a suitable job for unemployed. Smart City should not be remained as a concept but a Movement.One should think what I can do for the smart city rather than what the smart city will do for me. Just pick up one plastic bottle trashed on the road and dispose it off properly and you become a part of the movement!

    I will explain Smart city for people who do not understand it. Please refer http://www.smartcitieschallenge.in/ and http://smartcities.gov.in/ for more details.

    Mangalore has to setup a company with the shareholding of Mangalore city corporation, Karnataka government and (if required) private sector. This company will implement smart city program for profit and self-sustaining model. Central government and State government will together give 1,000 Crore in a staggered manner based on reaching targets. Any more money should be raised as a Equity or Debt by the Smart city Company. Company should implement the 20-year plan using the money raised from the market.

    Success and failure of smart city in a city is based only on this company and government will only do auditing for releasing money. Mangalore has to come up with the it's own plan to become smart city, no one will spoon-feed.

    what's the point called out is, we have Mangalore ruled by congress and Central we have BJP which has initiated this drive. Now Congress Mangalore team will be cautious implementing this. If they allow that to happen, credit will go to BJP and of course that will call off Congress era here.     Agree. It is a 5-year plan, to be implemented by the company formed by the City corporation and State government. 2017 - 2023 is the timeline. We can see some change in the ground in 2023, if the company formed by the city corporation performs according the plan submitted to the central government. Assuming No court cases, no environmental issues, land acquisition is smooth, no protests etc. We have seen how many court cases came up for Highway widening.

In some places smart people jump to avoid ponds and some places they pump and create ponds.
