Belagavi, Nov 30: Karnataka chief minister (CM), Siddaramaiah, said that the issue of tabling the report of Backward Classes Commission chaired by H Kantharaj which had conducted caste census, and recommending constitutional ammendments to provide for increasing quantum of reservation to 70 percent for scheduled castes, tribes, minorities and backward classes on the basis of their respective population figures like in Tamil Nadu, is being considered. In all likelihood, the report of the said commission will be put up before the next legislature session, he added.

"Our government will take the initiative for bringing constitutional ammendment to increase the percentage of reservation. BJP leader, K S Eshwarappa, will have to take the lead in convincing the centre to ammend the constitution. The Kantharaj Commission is likely to submit its report to the state government by December this year or January 2017," he added.

"The Supreme Court has ruled that total reservation cannot exceed 50 percent. At the same time, Tamil Nadu government has increased reservation percentage to 69 and initiated steps to include it under ninth schedule of the constitution. Our state will follow this model and try to increase reservation to 70 percent by ammending the law," he stated.

Siddaramiaah pointed out that the Indian constitution has not set any limit for reservations but the Supreme Court verdict fixing maximum limit to 50 percent has become a roadblock for efforts towards increasing reservation. "We will recommend to increase reservation. Now it is up to the centre to show commitment for the welfare of backward classes and minorities by approving the state's recommendations," he explained.

Last 60 years they have divided society into Dalit and backward . now there is no community left which is not enrolled itself into the backward cast . So a poor uppercast student does not get a seat in college because he is of that cast . He cannot get jobs because of his cast . These guys make policies as per vote banks which is suitable for them

    Indian constitution has not set any limit for reservations does not mean the elected state can grossly ignore lives of people for they are born in forward community. Income ceiling for creamy layer is arbitrarily fixed at 9.00 Lakhs per year so as to ensure nobody from backward community is removed from the basket. In a country with average income less than Rs. 4500/- per year, this limit is luxuriously exorbitant to defeat the very purpose of reservation. Consequently, with 60 years of reservation, the poor remains poor and 90% of reservation is grabbed by the affluent. The ceiling should have reasonably be fixed within Rs. 2 Lakh to ensure reservation goes to the needy. In the present social and financial set-up, backwards/minorities are better placed as indicated by two-fold increase in their population. Caste census was conducted in a casual and haphazard manner with lot of inadequacies in sourcing and compiling the data and the same cannot be relied for a critical decision with far reaching consequences. Government promised then there is no ulterior motives and people never suspected their intent. Here, an elected Government is taking its people for a ride. No genetic material for a lower IQ/EQ is identified in backward community yet and, the reservation in the present dispensation has failed to deliver its objectives. It is high time India need to switch-over to financial reservation, if reservation felt need be. When the whole nation is debating how present reservation system retrogressively facilitate the incompetents to overtake the competents to cripple efficiency and morale of national workforce. Hundreds of scams and controversial decisions has eroded the faith.
