Udupi: Democracy has now become 'of some, by some, for some': Santosh Hegde

Udupi, Dec 12: In the current political scenario, the definition of democracy has changed from being 'of the people, by the people and for the people' to 'of some, by some and for some of the people', said former Lokayukta Justice Santosh Hegde.

He was speaking at 'World Heart Convention-2016' at Rajangana, Sri Krishna Temple here on Sunday December 11.

"There was a time when people had faith in the Constitution. They had formed an institution called the 'constituent assembly' for the country, which was meant to solve the problems of the people. The kind of political system to be adopted was also seriously thought of. The current government's thoughts are contrary to those of our forefathers. The democratic system of the government after 1947 was 'of the people, by the people and for the people'. Now, 70 years later, the system has changed to 'of some, by some and for some of the people'. We need to have government that makes every Indian feel 'this government is created for me'," he said.

Speaking on the deadlock in the parliament, he said, "No discussion has been held all these days, due to which the country has lost more than Rs 10 crore a day. Executive, legislature and judiciary are the pillars of Indian democracy but the value of those pillars is declining. No elected representative is working for the people. This indicates that values of our ancestors are fading away. Politicians have forgotten their duties and responsibilities. 

"A former Karnataka Lokayukta was recently chargesheeted in a corruption case for the first time in history. It is undoubtedly and absolutely certain that there is a presence of the executive body in most of the scams," he said.

"What about our judicial system? A simple case needs 10 years to sort out in the court, but no one is anwerable to this. It is a big disaster for the country. I am confident that this will change in future. Moral values are declining in every nook and corner of the society," he said. Hegde also that he had no hope in his contemporaries. "I believe in the young generation, as children understand the ground reality of society. There are hundreds of educational institutions, which are enough to change society.

"Absolute peace is necessary in society. Greed is a disease of the people today who are amassing money. Everyone must adopt the virtues of contentment and humanism in life. One must be ambitious. There is nothing wrong in becoming rich by earning money in the right way within the framework of the law, but no one must take away another's life in order to make money," he added.

Hegde further added, "Lots of scams have come to light like 2G spectrum, coal, mining, chopper, land scams and many more and the country has lost crores of money. How can a country possibly achieve development in such a system?

"I have seen the many difficulties of people at grassroots after being appointed as Lokayukta and this changed my life. Be human first by adopting humanity in life. That will bring respect. When a person gets a chance to help others in difficulty, he should take it. Lack of humanity and greed to hoard could be disastrous to the nation. So, it is high time we introspect," he said.

District in-charge minister Pramod Madhwaraj said, "The election system is the main reason for corruption. If a person works honestly and sincerely, God will bless him. Sincerity is important to work with courage. Corrupt people should be severely punished. Society will not change till people start questioning wrongdoings. A man becomes rich only when he believes in God."

    Well said. If rules and system does not work for 100% of the people under all conditions, then it is not a democracy. It also must pass the test independent of time.
    Agreed, democracy systems should be strengthened to minimize/eliminate misuse of democracy, to adjust to the prevailing times.
    There is a no such thing as ive democracy. Democracy must prevail under severe conditions and not just under normal conditions.

    Justice Hegde did not utter a single word in public platforum about mega scams like 2G,coalscam,Adarsh hsg,land scams during UPA rule.Now saying so because there is full democracy now...

    What democracy and constitutional law. Modi does not even heed to opposition protest on demonetization and call for a debate in the parliament on a vote bases among all the parliament members. Isn't that dictatorial attitude? Ruling India should not be subject to one man show!

    I do have an issue with a democracy like ours. I do bring this up every now and then in my comments.

    There should be some qualification to get voting rights. I would say that only informed public should be able to vote but in this day of widespread fake news it wont serve any purpose. Just to say...that people of IQ 130 or higher should get voting rights.

    If unqualified people vote then it leads to failure of democracy. The issue is that people vote for wrong candidates. candidates with questionable past/present.

    Also i would prefer the candidates to be highly educated (Phd level). They should also have a clean record.

    To some extent you are right but who will decide on IQ level of the voter ! Again there will be corruption in deciding the IQ level of the voter!
    Instead of filtering voters, we must filters the CANDIDATES.
    TICKETS SHOULD BE GIVEN ON THE BASIS OF MERIT NOT ON THE BASIS OF MUSSEL POWER.

    I just gave the example of IQ. There are other tests that can be determined competency level of the voters.

    In general term we think majority of the people are intelligent. but that is not the case. around 90% of electorate are stupids and those can be manipulated. You have to understand that a democracy can be only as good as its people nothing more nothing less. so a smaller well informed educated competent electorate is a way to go. these people will choose a right candidate.

    Recently i came across what greek philosopher Socrates said about his doubts about democracy... that is true even today after 2500 years. Ironically best case as example for what socrates pointed out can be said on how the jury voted during his own trial. When the ballots were counted, 280 jurors had voted to find Socrates guilty, 220 jurors for acquittal. Bunch of idiots voted against Socrates.... thereby condemning one of the greatest philosophers to death.

    Now i dont mean to say only the indian democracy has problem.... this is the inherent flaw of democracy. Recently concluded US election also was a disappointment for me because of widespread voter suppression.

    Please note 95% of countries wealth with 5% people of this country. These 5% control our country - which ever party comes to power - they have listen to these 5%. Finally our democracy is in hand or helm of affair of these 5% - what Justice Santosh Hegde conveyed.

    When many good people stay away from politics it becomes "democracy of some and by some". Many people do not want to be associated with politics because of the stigma. I urge people like Mr. Hegde should step in to politics to get rid of "some".

    I agree with you Mr Hegde. All democratic countries are the same. In some countries, it is too much in other countries it may be little less. I think the main reason is the so-called Politian’s are sponsored by rich people during the election. Once they become Chief minister/Prime minister they must dance to the tune of their sponsors. Today they, tomorrow maybe you or anyone else who want to win elections are the same. Without spending million and millions of rupees or dollars you will never win an election. This is the fate of democracy.
