Udupi, Apr 11: District in-charge minister, Pramod Madhwaraj, who has been accused by BJP of throwing his weight behind the accused in a case of eve-teasing of the wife of a constable, leading to the suspension of the constable in question, said that he wants both the cases, one about assault by the police constable on the accused, and the other, of teasing the constable's wife, to be properly probed.

Madhwaraj said that the accused, Kumar, works as driver in his company, and his behaviour and antecedents are open for police investigation. He stated that he has no objections if the media persons undertake this investigation. But he asserted that his only concern is that all kinds of investigations should be conducted as per legal provisions. "I have no reservations if my employee is found guilty and punished for his wrongdoing," he added.

The minister wanted to know whether a police constable is empowered to beat up people teasing his wife in such a way that the victim's spine is damaged. "As Kumar was injured and hospitalized, this has become a medico-legal case. This is as per law. No one can escape from this, and in such cases, accused needs to be suspended from service," Madhwaraj reasoned.

In reply to a question he agreed that registration of complaints and counter complaints are a natural phenomenon, but hastened to add that police should have knowledge which are the incidents that need to be registered as police cases. "It is true that the police constable had requested my wife not to file case. But because the victim has been admitted into hospital, we cannot stop a case from getting filed. It has been a practice in our company to admit injured persons into hospitals, and there is nothing new," he claimed.

Madhwaraj wondered whether the media persons want him to stay silent without instructing the superintendent of police to investigate the case even after a person employed in his company has been assaulted so badly that his back has been broken. "Everyone knows that my wife has been managing the company after I became the minister, and that she never interferes in my political life. It is true that the constable spoke to my wife about the case. For me, suspension or otherwise of the constable is not of importance. But the health of my driver is of paramount importance for me," he said.

Investigation

In the meanwhile, both the cases are being investigated by the police. In the case of assault by the constable, departmental inquiry has been ordered. Police circle inspector here will be leading the investigation. Police sources said that police sub-inspector of women's station here has been looking into the complaint filed by Jyoti, wife of the constable.

It is gathered that Prakash had said that he attacked Kumar for having teased his wife when he was away buying medicines, while Kumar said he was attacked when he was coming back after drawing money from ATM. There were no new development in the cases on Monday. The case is gaining lot of mileage because of the fact that the constable was suspended after the MLA instructed the superintendent of police to investigate the matter, and the person assaulted is an employee of the minister. Two political parties are using this incident to engage in mudslinging at each other.

    Yes no one has right for beat persons just for looking his wife , finally some political party wants ISIS rules in karnataka also like they are doing in other states.if lockup death happened also they question minister. First of all in malpe no has dare to do such behaviour in day time even thieves can't enter malpe.may be it's pre planned story, many things going to happen in future also to defame our cultured minister.

    department has done right thing by suspending the constable.
    if the constable was so right in his behavior why did he go to madam to request to not file a complaint against him.
    people, don't simply put Mr. madwaraj in the center of all this for no fault of his.
    One small question for all the readers,
    who should the minister support?
    1. person with the broken back and admitted in the hospital 0r
    2. the constable???

    For every action there is a reaction. But here this shows that the police constable has no faith in legal system. Moreover Pramod Madhwaraj should be more careful evening before drinking a cup 0f water because elections are nearby.

    Today the easiest way to trap a man is filing a case of molestation, rape or dowry. The society always stands with the woman in these cases, irrespective of the fact whether those are real charges or fabricated ones. It's a very easy way to tarnish a man's image and paint him culprit and at the same time gain people, media and society's sympathy. This Law is being misused grossly by some women, thus ruining the lives of innocent men.
    This is the similar problem with this present case too. Constable says Kumar molested his wife but there are no witnesses or CCTV footage to support his claim while Kumar says the Constable assaulted him. But in the case of Kumar, he has medical report that he has been assaulted and a Medico Legal Case already in place. For me Constable seems to be lying. He says Kumar teased his wife near a pharmacy while Kumar says he was assaulted while coming out of an ATM. Constable knows well that there could be a CCTV outside ATM and police can check and find out the truth and hence he has brought the pharmacy in place probably because there is no CCTV near the said pharmacy. Being a police, he knows well how the investigation is conducted and hence to be safe, he has given wrong information right at the beginning. If Constable's wife was eve-teased, why she/he did not file a complaint immediately? Why they filed the complaint after Kumar had been admitted and a MLC had been filed? Perhaps the constable did not know that Kumar worked in Minister's company when he assaulted. But once it became a Medico Legal Case and when he came to know Kumar was employed at Madhwaraj's, he concocted the 'eve-teasing' story to gain people and the opposition's sympathy. That's why as the Minister says, an enquiry must be conducted in both cases, that of eve-teasing charges and assault. Let the truth come out! I don't think a minister would risk his reputation, position and electorate future just to protect man who is nothing but a tractor driver in his company.

    Today the easiest way to trap a man with attempt to murder case, even for slapping or just holding the collar patti of an eve-teaser. The man and his pregnant wife may suffer for life, for what offence? yes, protecting his own wife..

    For eve teasing : there is legal action, pursue this action.

    Police personnel engaging in physical violence - is unacceptable. There should be zero tolerance irrespective of the political divide. Please do not politicize this issue.

    If the suspension and the subsequent action if found guilty of assaulting the factory worker, then very strict action should be taken against the constable. All those police personnel unions also should be penalized. Unions are there to give legal help and not politicize this issue. They cannot give press releases. If these actions are found to be in violation of rules and regulations, then they have to face legal action.

    Let us join hands to make the law of the land more effective not indulge in spreading misinformation.

    One thing is very clear from the incident that Kumar without any support from his bosses would not have succeeded in the suspension process of the constable. He is an ordinary worker and without money or political power he cannot expect things to stride in his favour.

    Earlier Madhwaraj said constable should not have taken lawn in hi hand,if his wife eve-teased by Kumar (his employee) he should have filed a police complain.

    My question is:
    Will any body see as spectator when his wife teased,later followed by bike with another person and even touched her back in front of her own husband? that also happened to be a policeman learned to tackle these elements.He need to keep quite only because this Kumar belongs to minister? if somebody else done this will Madhwaraj done same thing? and say let law take its own course after prefixing all screws in advance.

    Is it True?..Was it proved?..does he have CC TV footage....
    or are we assuming only his (or the other side's ) statement... ?
    If we are assuming each of the person's statements...then chances are 50-50..
    Before jumping into conclusion or comments we should really be bit careful.
    I'm not for nor against...but i think its wrong to believe the media's first report or police complaints..things may b so different later..and by then we might have all forgotten the initial story

    My sympathy with that couple, esp the pregnant woman.. she must be undergoing so much trauma on one side due to eve teaser and on the other her own husband's suspension for defending his wife.

    Minster has been good gentleman, one of the best in the coastal, across parties... Hope he leaves it to the police to act fairly and the eve teaser gets punished.

    Both sides say constable hit the eve teaser with HAND only and not with any weapon.

    Hitting with hand causing injury to spine and back has been broken –Minister says..

    Everything is O.K but suspending a constable so fast is showing the minister in wrong place, though he is not responsible. To prove that minister is right make sure every one in district gets the justice in same way. Then we will have a Rama Rajya. It looks like personal rivalry between driver and constable turned into politics.

    It is surprising why BJP agitated against Pramod in udipi in support of police constable , the effected person is only working in his factory. Neither Pramod is a home minister nor a police commissioner.If they wanted to support suspended police constable they should have represented to home minister or police authority. By seeing the faces of agitator it looks like they want take revenge against Pramod.
    I rightly agree with Pramod madhwarj's statement ' LETS LAW TAKE ITS COURSE.

    You are not worried about eve teasing of a pregnant woman in broad day light. you are not worried about the suspension of police man even before the law took its course. not you are concerned that the eve teaser is still not arrested.

    The incident - supposed eve teasing happened infront of the ATM. There may me recording in the CCTV camera. So please dont jump the gun. First let the inquiry happen and Let law take its own course.
