Mangaluru: Ugrappa takes district administration to task over Alva's 'illegalities', official faints

Mangaluru, Aug 1: History repeated during a meet presided over by V S Ugrappa, chairperson of the expert committee on prevention of sexual violence against women and chidren, here on Tuesday August 1, when an official fainted during the meet.

Sundara Poojary, deputy director of women and child welfare department, collapsed after he was unable to reply to question posed by Ugrappa during the meeting. He was rushed to hospital and is said to be recuperating.

In January 2016, the same person had collapsed when he was grilled by Ugrappa during a meeting.

Presiding over the meeting on Tuesday, Ugrappa said that earlier in the day, he visited Alva's campus which has been in the news over the death of its student Kavya. Elaborating on his findings, he said, "During my visit to Alva's College at Moodbidri in the wake of Kavya's death, my committee members and I found many violations of academic rules and government orders.

"They (Alva's management) do not have permission to run a residential school. Now they are running a hostel which is situated on the fifth floor of the school building. They did not obtain permission for this hostel. Construction of a hostel on the fifth floor is also a serious violation of law. During my visit, I came to know that parents also stay in the hostel rooms. The rooms are very dirty and messy. I wonder about the management's style of running this hostel.

"Secondly, the teaching and non-teaching staff are getting very low salaries as compared to the standard pay scale. The heavy work pressure is their other complaint. I wonder why the district administration never bothered about these things. First of all, the district administration should clarify as to who gave permission to run it as a residential school and construct a hostel on the fifth floor. Why are staff gettng such low salaries," he questioned.

Expressing his ire at the district administration and the district education department, he said, "The district administration and the district education department have completely failed to monitor and prevent illegalities going on in Alva's College. The education department itself does not have complete details of how many residential and non-residential schools are operating in the district. Prima facie, Kavya's death looks suspicious, so police should investigate the case carefully and thoroughly. We have received a report that many deaths have happened in the same institution, so there is a need for proper investigation."

He then gave stern warnings to the ZP CEP, officials and the district education department officials and took them to task for their ignorance and lack of knowledge of their own departments. He asked various questions related to Alva's College building and staff salaries, but the ZP CEO even failed to answer under which panchayat the campus was located. The education department officials gave confused replies on salary details of teaching and non-teaching staff. Finally, they admitted that they were aware of the illegalities in the Alva's Institutions, but failed to answer on what steps had been taken to check the same.

In response to Ugrappa's questions, deputy commissioner Dr Jagadeesh assured that investigation will be done on the issues raised in the meeting.

Police commissioner Suresh Kumar, members of expert committee on prevention of sexual violence against women and children Vinisha Neera, Prabha, Dr Leela Sampige, Jyothi and others were present.

    Now the heat is on Alva 's Group. If there are so many violations, stringent action should be taken. Let Alva's Group come out in open if they have a case to defend.

    There should not be any compromise when it comes to educational institutions. These days we see lot of educational institutions running for fame, giving big advertisements which we never saw earlier. Sorry to say, children have become rank producing machines with lot of pressure.

    It is very difficult to get admission in schools and colleges who are below 80% marks. Higher Education is fully commercial and highly expensive. An MBBS course it is told costs Rs. 1 crore to 1.5 crores. An MD course costs double this figure. Where are we heading towards?

    If teachers are paid less salary, shows the quality of teachers. A teacher who has the confidence, subject knowledge, put in few years of training and research in reputed institution will never settle for less pay. The standard pay for the teachers is applicable as per the guidelines of 7th pay commission or 6th pay commission. However, private schools and colleges pay more than this in order to attract quality teachers. How could Alva's institution pay less salary to teachers when it boasts about providing quality education in residential atmosphere in English medium? This school, by far, is inferior recruiting less quality teachers who are studied in a near by institutions than in a reputed institution in metro cities. Many schools claim that their school is English medium, but all the teachers speak and teach in vernacular language. It is not the responsibility of only English teachers to teach English. What is the need of Social Studies, Maths and General Science teachers to speak and teach in vernacular language in an English medium school? If children are not exposed to correct English during their primary and high school, it would be difficult for them to gain confidence when they go for higher education and later they lose interest in studies and become burden on the society. But, they take advantage of the Religion based, Caste based and Region based reservation system and get into teaching and other jobs and damage the very fabric of the society eternally. This cycle keeps on going forever. "If you change nothing, nothing will change in India." Every school MUST have a proper language policy. Love for English language must be cultivated during the elementary school level and not at MA level. Who will train these teachers who have accumulated half baked knowledge? If children are under their custody, they spoil their future. A knowledgeable & passionate teacher with extraordinary subject knowledge & proper articulation skill in English can only survive.

    I am not in favour of Alva's nor a great fan of Mr. Ugrappa. First point, how the college is allowed to run with so many irregularities. that also so clear irregularities like no license to run the hostel, not license to run a residential college... etc etc. Absolutely not accepted. Whether Dr. Alva accepts this or not, it's a major law breaking happened. But there is a also a question comes on Dr. Ugrappa and his team, like where were they all these years. There is no audit happening regularly ? if it's his team's failure to find out all these issues, he should take the responsibility. He can just shout like this. He should be ashamed of his own departments. Now all these are no where related to the current incident on which all these facts triggered. What happened to Kavya. The question remains open. So, let's not deviate from the mail issue here. Let the right investigation happen and truth comes out. Meanwhile Department can decide what to do with the college and Dr. Alva.

    Not everything is right in ALva's need not give glorious tributes. If one did not have a special need or situation, one doesn't experience the institution fully. But those, who had to meet mgmt, for any consideration, have a bitter experience. They are ruthless, aggressive business people. Sports quota or whatever is miniscule to the fleecing they do of other students. Do not know about kaavya case truth, but ALva's need not be blindly defended.

    In Canada every school employee must annual submit police clearance and criminal back ground check and declare free from any crime. Criminals are not allowed to work with kids and teenagers. It is a good idea in India to start such process in order to minimize harrassment or killing or rapes from evil minded staff or people working there. Education department should make mandatory for every educational place for all staff and trustee or boards members.

    Alva has done a great job in the development of moodbidri but death of students in his facilities are unwarranted. He has to take this responsibility and accountability seriously to resolve this issues asap in order to regain confidence of parent and public. If murder happens frequently then which parent like to send thier kid to such school or college Evan if he gives free education. Parent do thier utmost best to get a best education without harm of their child. If Alva s college involved with killing then all his hard work will be gone in drain in no time. Hope for the best Mr.MOHAN Alva for the prosperity and development of good name of your college Nd moodbidri. I will pray for the parent of difficult hours of thier lose and pray for the soul of departed girl and let pray for Alva to provide justice for the parent.

    Its sad Institution such as Alvas not full filling regulation etc.... i am sure many institute follow the same .
    a strick law and order should be followed by all education institution rather than influencing political parties / religious leaders etc as when required by institutions top people for their sake of money / wealth/ name etc .
    by the way where is RSS, BHAJRANG DAL , sanga parviwar , muthalic, shenava, etc...... they only get tohether when cow been cought or muslim issues..... common guys ..

    What is the Contribution of this Ugrappa to the society other than bad mouth & long tounge? He is good for nothing. Alva's a well disciplined institution which is paying heavy price for accommodating a Sports quota student for free education. Alva's name can't be spoiled even by God, forget about Devil...
    The total strength of the students proves that the Institution has high standards & Discipline.

    One of the best managed institution on a no profit basis which has results on board in academics and sports is placed on the bargaining table. Slaughter tapping by congress government during election year....! Alvas may have to cough up a portion of hard earned money to "improve" things. Four new born babies in a single delivery died at Government hospital at Bellary due to sepsis few days back. Negligence of Government in providing adequate funds for maintaining the hospital as a secondary care institution is very evident. Tax collected from people is not enough to pay TA/DA of officials and committees touring across the state to ensure welfare of people. Alvas hostel may be in pathetic condition but for sure far better than government hospitals and schools. Let charity begin from home.....!

    its a open secret that the teachers are paid very low salaries there as well in many other colleges.
    you need to have a lift if you have more than three floors..its not there..
    No permission to run a hostel...how are they running it?

    ..one day some will die because of this Ugra narasimha..Suicide or murder, police has to give justice..as far as facilities is concerned Govt hostel is not better than private colleges..while other colleges charging lakhs of rupees, ALVA is giving free education for hundreds of student from Districts & far away districts..atleast now onwards ALVA should go behind money instead of Kannada language,sahithya, so on..Govt wont give a paisa for this mamooth kannada function, he himself spending lakhs of rupees..ALVA should stop charity business, instead work like other institution minting money & spend this on college facilities..

    What to justify. Just look at a govt hostel near PVS. How it looks. Alvas college leading recognizing sportsmen and giving complete free education. No institute doing in such a scale. My advise is better Alva concentrate on making some money like other education institute management and use it for infrastructure rather than spending on Kannada sahithya and awarding writers so on. It's unthankful job. People want Kannada only in metro sign board

    Where is ABVP?. Where is Sangh Parivar?. Where is RSS?. Where is Shenava from VHP who the other day screaming from top of his voice saying no justice for Hindus, Hindus have been specifically targeted and murdered and false cases have been slapped on them and now all Hindus should unite and fight tooth and nail for our cause.     They will not do any strike or morcha unless their sponsors give the nod.
    They may start morcha in a big way soon as many people / institution and even many students questioning their credentials and motive. Moreover it is almost sure that truth is going to come out soon.

    Students union who is NOT fighting for students right + upholding political parties agenda + bringing religion to school and the ground should be disqualified by the University with out delay. i do not understand why universities cannot pass the law for the sake of students benefit ?
