New Delhi: Home delivery of petroleum products may soon be a reality

New Delhi, Sep 28: The government is mulling on the concept of delivering petroleum products to ones door step using e-commerce platforms.

Petroleum and Natural Gas Minister Dharmendra Pradhan on Wednesday tweeted "Using the technological advancements in the IT and Telecom Sector we will soon be starting online home delivery of Diesel and Petrol”.

Pradhan also spoke about the same at the India Mobile Congress event on Wednesday. "We have already got permission to do that. When I presented the idea, a lot of people were skeptical, and now it is becoming a reality,” he said.

Dharmendra Pradhan

The minister earlier had told media persons that the delivery option would cut queues at fuel stations and increase convenience. Every day about 35 crore people go to fuel stations and transactions worth Rs 2,500 crore take place at fuel stations, annually.

The minister said there are four crore consumers as against one lakh retail outlets for petroleum products.

This is not the first time the minister is pitching the idea. In April, he had proposed the same concept. Back then he had told that the customers could use e-commerce platforms to order for petroleum products which will be delivered to the address through mini pumps at a time which would suit the customer.

However, the plan was not approved by Petroleum and Safety Organisation, which termed the fuel supply in such a manner as illegal and fraught. It had also claimed that the method possess danger to public and property.

In 2016, the government had announced discount on buying petrol through the digital mode in bid to promote less-cash economy.

It is interesting to note that diesel is already being delivered at one's doorstep in Bengaluru. A start-up ‘MyPetrolPump’ started the concept in June.

With the recent increase in the price of fuel, the IT cell of the BJP has been using social media to circulate an infographic explaining the retail selling price of petrol. Given that we are living in a world where even government data needs scrutiny, it goes without saying that we need to take a closer look at information being promoted by a political party.
The narrative that each state government gets 42% of the excise duty collected by the Central government is not true.
First, the above claim is marred by an arithmetical error. Simple addition of state VAT of ₹14.98 with the purported Central share of excise duty of ₹9.02 gives only ₹24.00, not ₹27.44 as depicted in the above infographic. This may be an inadvertent error due to oversight.
The next question is more importantis 42% of central excise duty transferred to the state government or not? Is it an act of goodwill by the Big Brother, i.e. the Centre? Not really, but it's mandated by our Constitution See article 270, which deals with sharing of the taxes collected by the Union with the States.
The 14th Finance Commission Report recommended that 42% of the taxes collected by the Centre belonging to the divisible pool should be shared with the states. The Karnataka share is only 4.713% out of 42% of tax pool.
While international prices have fallen sharply from an annual average of $105 per barrel in 2013-14 to $46 per barrel in 2015-16 and 2016-17, the Centre has hiked excise duties on petrol and diesel over nine times.
Excise duties annually raised from the petroleum sector increased from Rs 77,982 crore in 2013-14 to Rs 2,42,691 crore in 2016-17. Annual revenues from excise duties grew at 27% in 2014-15, 80% in 2015-16 and 36% in 2016-17, rising from 0.7% of GDP in 2013-14 to 1.6% of GDP in 2016-17. Someone is rightly pointed it need 'fair delivery' and tax transparency.

Now petrol bombs will be made at home. Your making more easier for the mobs. People will store petrol at home children and women will think it's like kerosene. They don't know it's highly volatile. Probably the government wants a wholesale suicide. Houses are are so close there is no breathing space, if every house starts storing petroleum products a major desaster awaited. Go ahead there will be probable days when we will have shortage of human beings. Great thought by great minister.

@Satish Bharain, mangalore, stop accusing women mistaking petrol as kerosine. In the first place why should be the petrol kept at home when not needed.only who is having a vehicle might store it.when really such home delivery starts,he can demand a high price too .lot of accidents on the way due to tanks burst is another problem to be thought.

    Dear Minister,

We don't want home/online delivery. We need is 'FAIR DELIVERY' to consumers. Give us our fair price. When global prices are falling down, central govt. increased central exercise taxes, and now you are talking about 'FREE' delivery. Are we living in "Blind Kingdom'??.

Why this double talk. You all were boasting, chest thumping.. GST -ONE NATION ONE TAX, ONE NATION ONE TAX.. Now where is ONE TAX..??. We are being taxed double times, Central Tax, State VAT, what is this double standards of yours.

Majority of states are being ruled by NDA. How much time it would take in GST - Council for you to bring petroleum products under ambit of GST. This is burning of common man's pocket in name of 'DOUBLE TAX'.

Urban middle class people are worst affected. Rise in fuel costs, rise in logistics costs, price rise of essential commodities, etc.. How does middle class people survive all this??. People are fed up of these price hikes. What we need is a 'FAIR' price of these petroleum products.

I request you to 'WAKE-UP' before it's too late. We are looking up to you.

    From,
    Common Man

    Dear Dharmendra Pradhan,

Alphons said nobody is drinking Petrol and Diesel.
We are not at all interested in your Petrol and Diesel.
Don't waste we the citizens tax paid money unnecessarily.
Hence send us necessities to our door step like:

Fish Meat, Beef, Chicken, Pork, Eggs, Vegetables as all these prices are skyrocketed in NDA's three years tenure.

Also forget not to send original C.V of Indian Prime Minister.

So don't ask me on my door step am I vegetarian or non-vegetarian.

I AM BOTH VEGETARIAN AND NON-VEGETARIAN.

Home delivery of petro products for what ? Self immolation ? Think of safety first. Yes. Small quantity may be required for generator etc. But, it is an unwanted gimmic.

By the way, it will surely come with its own " REMIX" by the time it reaches your home.
