Mangaluru: Mayor slams AEE over pending water bills of over Rs 12 crore, warns tax evaders

Mangaluru, Nov 14: Mayor Kavita Sanil was in for a shock on Tuesday November 14 as the assistant executive engineer (AEE) of Mangaluru City Corporation revealed that as taxpayers in the city had evaded water bills totalling over Rs 12.64 crore.

Towards the end of her press meet here on Tuesday, media persons posed the mayor questions about illegal water connections and pending bills. The mayor then sought details about the pending payments from AEE Naresh Shenoy.

However, the AEE did not have the details ready at hand and could give no answer. This annoyed and angered the mayor, who sent him out to fetch the data immediately.

After about 20 minutes, the AEE returned with a list and handed it over to the mayor.

The mayor read out the details aloud and expressed shock at the amount that was pending.

Taxpayers had evaded water bills totalling Rs 12,64,36,759. After warning had been issued three months ago, the MCC had collected pending water bills of Rs 11 lac. Apart from this, the MCC officials collected Rs 13 lac through site visits.

The MCC has a total of 87,773 water connections, out of which 80,612 are residential, 4,869 non-residential, 1,034 are commercial and 1,251 are for construction sites. There are 4,301 consumers whose water bills cross Rs 10,000 per bill cycle. It is this category that had evaded the payments, the mayor said.

The mayor slammed the AEE in front of the media for not collecting the pending bills. She directed him to collect all the pending dues immediately and disconnect the connections of those who do not pay up for any reason whatsover.

The mayor urged the citizens who have not paid their pending dues to make the payments immediately or face disconnection of water supply and even legal action.

    The billing system for residential flats is making people to WASTE WATER as they are forced to pay for water which they have not used. Suppose there are hundred flats in the building irrespective of occupancy the bill will be at the flat rate of rupees seventy per flat multiplied by hundred or the meter reading amount whichever is higher. Obviously occupancy in many buildings is very less. Say twenty flats are occupied in a hundred flats building the twenty people have to share the rupees seven thousand bill. So the residents when they pay for which they have not used ,they WASTE the water by daily washing the terrace,washing vehicles,sprinkling water on road/ground etc. so that the meter reading amount and flat billing system amount becomes equal. By this system of billing, corporation forcing people to WASTE water.However if they really want to save the water ,they have to bill the flat rate only to the non residents.This flat rate amount can be added in to their flat electricity bill and for residents the billing will be as per actual consumption. With this they can vary the rates also, more the consumption more the the rate like electricity.With this they corporation can save water and also the residents will be paying for their actual consumption.

    such action is overdue. May I make one small suggestion to Her Worship, the Mayor. I have not read my water meter installed in my home in Ottawa for years but I am billed every two months because the meter is automatically read in the Water Department and I do not have to read it' if there is any discrepancy (which rarely happens), I can check it out. Furthermore, when a house is sold, it is the duty of the lawyer closing the sale to get the vendor to read the meter and give the reading, so he or she can adjust the disbursements to the vendor when making payment. The money for the water (as for electricity, which meter is also read at the same time), goes to the City. Can Her Worship, the Mayor, look into this possibility of direct water reading, and automatic billing, so that meter readers are not deployed and water revenue is safeguarded in the future.

    :Why the AEE or anybody may be the Commissioner, Mayor etc. have not taken action from the beginning itself to recover the dues or to disconnect the water supply connection? Now why target the AEE alone/ All are responsible for this lapse. Yaryara mele goobe kuriswudu yaake?

    It is very good move by Mayor but the problem lies with the supporting staff. There are irregularities in the bills. Water meter reader has become alien to his own area as he hardly goes to the area for taking out the reading to issue bills. Certainly this needs to be looked into to improve the system. Disconnection is another step.

    No one has come to my house to read my water meter since several months.The same situation with all people in the neighbourhood. How am i supposed to pay if I do not have a bill. If the corporation is paying some third party to read water meters and they are not doing their job they should be taken to task.

    It is not only with bill payment. Root cause also to be investigated on the consumption. Day to day buildings, apartments, construction coming up which requires huge amount of water. Due to this you can feel more heat, climate change too in future The builders are looting the water by diverting the flow for their storage and construction purpose on their M power. The preventative measures to be planned and materialized to have a sufficient flow of water for every residence and back up during the summer season. Also focus on the pollution control & green environment shall be encouraged so that Mangalore (Smart City ) gets enough amount of rain during the rainy season.

    For Electricity bills we can pay it through paytm but water bill it is not possible so, please make the same provision on water bill also so that it will be much easier to public.

    Water bill, electricity bill, municipality tax and any other government monthly bills, all shall be clubbed in one bill. which will reduce the administration cost and easy to control payment defaulter.
