Bangalore: Umesh V. Katti sworn in Cabinet Minister

Bangalore, Aug 28: The former Minister and Lingayat leader from Belgaum district Umesh V. Katti, who had resigned from the membership of the Legislative Assembly and the Janata Dal (Secular), a few days ago to join the Bharatiya Janata Party, was on Wednesday sworn in Cabinet Minister.

Governor Rameshwar Thakur administered the oath of office and secrecy to Mr. Katti in the presence of Chief Minister B.S. Yeddyurappa at a function held at Raj Bhavan. Mr. Katti took the oath in the name of truth and loyalty. This is the third expansion of the Yeddyurappa cabinet, necessitated by the resignation of Horticulture Minister S.K. Bellubbi.






Several Ministers, including C.M. Udasi, V.S. Acharya, R. Ashok, Arvind Limbavali, Shobha Karandlaje, Lakshman Savadi and Basavaraj Bommai; Parliamentary Secretary to the Chief Minister C.C. Patil and Prabhakar Kore, MP, a close friend of Mr. Katti and the Janata Dal (United) leader and MLC, M.P. Nadagouda were present.

A large number of people from Hukkeri, the Assembly constituency which Mr. Katti represented, attended the function and garlanded him after he was sworn-in Minister. President of the State unit of the BJP D.V. Sadananda Gowda was conspicuous by his absence.

The Chief Minister told presspersons that there would be no more resignations of Ministers from his cabinet, as the quota of Ministers to be inducted into the cabinet was complete.

He said that Mr. Bellubbi would be accommodated as chairman of a corporation.

When his attention was drawn to the criticism by Leader of the Opposition in the Legislative Council V.S. Ugrappa for not taking up relief measures in the districts affected by the drought and floods, the Chief Minister said that he had already directed the officers to take care of the welfare of the people.

Asked why only Rs.27 crore of the Rs. 115 crore released by the State Government for the relief measures had been spent, he said that the correct position could be assessed only after the officers of the Revenue and other departments submitted a report to him. The Chief Minister said that he would undertake a district-wise tour after September 5. He said that his Government would concentrate on development and would take steps from September 9, when his ministry completes 100 days .

Katti has been given the Horticulture and Prisons portfolios.

Belubbi has been made chairman of Mysore Sales International Ltd. (MSIL). An official communication in this regard was issued by the Chief Minister’s Office on Wednesday night.

Chief Minister B.S. Yeddyurappa left for the U.S. accompanied by some of his staff members. Industries Minister Murugesh Nirani, Minister for IT/BT, Excise and BWSSB Katta Subramanya Naidu and Tourism Minister Janardhan Reddy accompanied the Chief Minister. He will return on September 5.

    Yes I agree with you Manoj. As president is the titular head of nation, so is Governor to the state, left with ceremonial and constitutional role. But the same Governor plays decisive role and take over the administration, when there is political instability in the state.

    More over Governor is a link between the state and union government as he is appointed by president for a period of 5 yrs, however employer and employee relation do not exist, between Government of India and Governor, as envisaged in apex court earlier judgment. Hence the role of Governor has its own place in a federal system.

    The Constitution of India intends that the Governor should be the instrument to maintain the fundamental equilibrium of the people of the state and to ensure that the mandates of the Constitution are respected in the state. Hence expecting a SMARTER governor is not out of way.

    I agree with Manoj's comments. As the Head (or should i say Hedda) of the state, all the Governer (and even the President) does is to give the oath to all corrupt politicians in the name of God, even though he knows that only these politicians and not God can save his post.

    We cannot have able and good Governers and Presidents. We all know what happened to Dr. Kalam. He did oppose one of the bills sent to him and asked the government to fix it before asking for his signatures. The result, we all know. They did not re-elect him.

    It is very simple in politics, you don't need education. All you need to know is how to help your party being a Governer/President. For this purpose we have have presidents and governers of any age. I respect the post but not all the people who serve that post.

    I agree with youu all my friends what you all have commented.yes I know governor is the head of the state.but what power governor has got?that position is for name sake. Only when election are finished and when elected people become ministers he will give the oath,so that active member is a waste for that post because we have to waste a dynamic and active person keeping him inside the Rajbhavan for 5 years.

    Vishal you have a solid point.Agreed. This should be applicable to all OLDYS irrespective of political party they belong. I get frustrated, when I watch Parliament proceedings, sick mind and body engaged in 'Desha seve'.

    Age should be made compulsory as per Govt. Service, when Govt. employees are not eligible after 60 years of age , how come these useless politicinas rule even if they are 80's , 90's. They should follow the same age as Govt . Employees. Anyone after the age of 60 yrs. unfit for Govt. Service.

    I agree with Mr Clements comments.. Mr. Manoj, physical fitness does make difference. If age is the only factor that commands respect, sorry, I disagree. If we have any elders, similar to Mr. Thakur, at home, I would have asked him to rest gracefully instead of stressing him with responsibilities.

    After all Governor is the head of the state. Needs to be more active, energetic, not limping, with due respect to age. Manoj, don’t forget, Governor gets salary, not doing any free service to nation, and it is our hard earned tax money, we have every right to expect fittest Governor, both Physically and Mentally.

    Mr. Manoj, What clement said is partially right but he did not say in a right way. He pointed out when people are aged they should take rest as a governor he should travel a lot to take care of people welfare. Secondly dont blame vishwa hindu parishad as you dont know what happened there. You are only reading the news and news is most of the time biased. Most of the politicians are the same they want to earn money not people's welfare. Why they should spend crores to become a MLA? how they will get it back?

    Mr.Clement physical fitness doesnt make any difference.our brain should work properly. Mr.Clement just think what vishwa hindu parishad is doing in orrisa.dont see the party and give respect but give respect to the age which is more important. If you have any  elder in your house will you be ashamed of  your family. Mr. Clement please think before commenting.

    Just watch our Governor. Any way what can we achieve with these kind of guys occupying the highest posts??? Really shame to watch them people assisting him to standup. Same situtation with President too.. It's really a shame on the Congress to have such type of people.
