Mangaluru: Car for sale - 'Top airport cop' cheats buyers through online portal


Mangaluru, Jul 3 (DHNS): A fraudster posing as ‘Deputy Chief Commissioner of Central Excise’ Kirthy Kumar with an ID card issued by Mangalore International Airport has cheated over a dozen people through OLX and each person has lost over Rs 2 lac

However, no one has filed any complaint in this regard. The modus operandi off ‘Deputy Chief Commissioner of Central Excise’ is to place an advertisement on OLX that he would like to sell his car, say Swift and buyers can pay only 50,000 to 1 lac in advance and the balance amount after the car documents are transferred.

Most of the potential customers fall for the trap as the car belongs to senior IPS officer and is on sale for a low price because he (Deputy Chief Commissioner of Central Excise) has been transferred to North India and would like to dispose off his car before he leaves Mangaluru.

“In the past six months, over 12 people paid anywhere between Rs 20,000 to Rs 2 lac online, and arrived at the airport to collect the car," said a source at the airport.

A few even got into a quarrel with the airport staff and call the fraudster saying that the airport authorities are not handing over the car.

In fact, the fraudster picks the call with a promise to return the call and later switches off his phone.

"We are fed up after convincing the buyers that they have been cheated," said the source and added that none of them has filed any complaint with the police so far, despite our plea that they approach the police, to avoid further cases of fraudulence.

Once the buyers come to know that they have been cheated, they return, perhaps out of shame o to avoid running after police station.

“By now the ‘Deputy Chief Commissioner of Central Excise’ would have swindled a couple of lacs," said another staff in the airport.

When contacted, Central Excise Commissioner Dr Subramanyam said that there is no such rank as Deputy Chief Commissioner of Central Excise.

In Central Excise Department and the role of security at the airport is looked after by CISF and not Central Excise.

Airport Director V V Rao said that he is aware of the issue and even advised the victims to lodge a complaint with the police.

When asked why he didn't file a complaint because the fraudster is claiming that he is ‘Airport Security Officer’ Rao said, "The person is a fraudster and what can airport authorities do about it? It is up to the victims to lodge a complaint."

Loopholes in ID

There are a couple of errors in the ID and a careful check would reveal that the ID card is a fake. To begin with, the word airport is wrongly spelt in the ID.

Secondly, there is no seal of Airport Authority of India (instead, GMR logo is there, which is that of Bangalore airport and not Mangaluru) or hologram, which is common in IBS.

Most importantly, the Mangalore International Airport does not issue any ID to any officer, said a staff belonging to the airport.

    Identity of the Fraudster: This guy responded to my e-mail saying that I call him. The supposedly Swiss national spoke with strong African accent. He told that he works for Swiss Consulate and the car is very much in Bangalore and is for sale as he will soon return back to his country. But when I called Swiss Consulate, they said, nobody with that name works there.

    Modus Operandi: In order for this man to share any further information, I was asked to pay 10% to his secretary's account as he has closed his. When I checked the IFSC code, it was an account in Rajasthan SBI. True-caller shows that the number of the fraudster belongs to someone else with and Indian name from Delhi.

    Total Fraud: So, there is no car. The man is not even in Bangalore. The account where advance payment is to be made is also not in Bangalore. But purely from phone conversation he wanted Rs. 1Lakh.

    Police Complaint: Of course, I have sent an email complaint to Bangalore Police. They will not act because except the complainant, nothing is in Bangalore. Everything else is outside their jurisdiction. In the meantime, this guy will look for other Bakras.

    Is it so simple to be fooled ?People buy or handover the money without seeing car and its condition by looking in foto?One has to think a bit first before transfering so much money .does he give any signature or any copy of car details?did anyone seen him.Even mangalore airport people should have investigated this and brought to the notice of Police.They too didnt doanything.There must be a insider who knows this and works with.Findout the number where it is from and who gave this?where the money was transfered account numberetc.Police have to findoutthis.They shouldnt keepquiet saying noone filed case.So cant be done.he can and am sure still fools people.

    This news should not discourage people from buying 2nd hand vehicles from online portals. Care must always be taken as these are high cost transactions and most sellers are unknown to the buyers.
    First step is to establish the identity of the buyer/seller and ensure he is genuine owner if he is a seller.
    Next authentication of the vehicle which can be done in plenty of online portals connected to RTO.
    In this case the car belongs to a person called 'Abdul Raffeekh' who is different from 'Kirthy Kumar'. Hence you can flag this off as a non genuine seller and abort the transaction.

This GMR Infrastructure is based from North India (Punjab/Hariyana it seems) some years back bribe and Land purchase by devaluation and cheating appeared in news channels which is partnered by some top Political person from Delhi. ....     What happened to Adhaar & PAN link ? When one opens an account, does he not have to furnish his Adhaar ? When one receives a couple of lakhs in his account, doesn't the bank have PAN details through which to trace him down if Adhaar failed ?
