Bengaluru: HDK announces farm loan waiver up to Rs 34,000 crore in maiden budget

Bengaluru, Jul 5: Karnataka Chief Minister H D Kumaraswamy announced farm loan waiver up to Rs 34,000 crore in the maiden budget of the Congress-JD(S) coalition government's on Thursday July 5. As per the decision, every farmer household will get Rs 2 lac waiver.

"I have decided to limit the loan amount to Rs 2 lac. Due to this crop loan waiver scheme, farmers will get the benefit of Rs 34,000 crore," said H D Kumaraswamy while presenting the budget in Vidhana Soudha.

“All defaulted crop loans of farmers up to December 31, 2017, will be waived in the first stage. Farmers who repaid the loan within time, as an encouragement to the non-defaulting farmers, I have decided to credit the repaid loan amount or Rs 25,000 whichever is less,” he added.

During the election campaign, the Kumaraswamy-led JD(S) had promised to waive farm loans borrowed both from cooperative and nationalised banks within 24 hours of coming to power.

Kumaraswamy, who also holds the finance portfolio, had earlier cited coalition compulsions and the need for studying the financial condition of the state as the reason for the delay in the announcement of loan waiver. Financial experts and some government officials had expressed concern over the impact loan waiver may have on the state's finances.

Earlier, the Congress-JD(S) coordination committee constituted to oversee the smooth functioning of the government had on Sunday approved the Common Minimum Programme, which includes a waiver of farm loans, creation of one crore jobs and allocation of Rs 1.25 lac crore for irrigation over the next five years.

It also included construction of 20 lac houses for homeless families in the state in the next five years, along with the implementation of a universal health policy, 'Arogya Karnataka' of the previous government, among others.

    Indian companies and individuals owed Rs 4.1 lakh crore to public sector banks in overdue loans in the “non-priority sector” mainly corporate lending, car loans, personal finance, credit card dues and home loans as of March 2016. These NPA, if fully recovered, would suffice to pay off distressed farm loans across eight states.
    Institutional loan waivers and debt swapping can be effective only if they are supported by other measures that prevent farmers from falling back into debt.
    What is, however, necessary is speeding the spread of e-mandis, and other states reforming their Agricultural Produce Market Committee Act.
    Additionally, other supply side interventions, such as electrification of villages, rainwater harvesting, and building roads and canals, will help mitigate losses due to crop failures. Waiver of farm loans may help a political party win elections once. But for it to win twice, it is important to undertake policy measures that will make a real difference to the life of poor farmers.

    There is a risk of scam in cooperative Banks. Many politicians and their relatives are diectors of cooperative Banks. The loans may be made in fictitious borrowers name. It is not a difficult task to get Aadhar & other details of farmers. once the money comes back to Bank through loan waiver. The case will be closed.

    I am also a farmer, coming from a farmers family. My parents managed farming without any loans and gave all the children good education and a decent life. (Mind you that time family size: including fathers side)

    First of all why you give loans..I dont think the full amount reaching the farmers, it will create so many scams. Instead give the facilities directly, provide watering facilities, tillers, tractors to the local societies, seeds etc.,

    Now who will bare this burden ? What about industrial loans, commercial vehicles loans, house hold loans etc & etc., why they are discriminated. Farmers committing suicide was not heard during olden days. Any farmer can commit suicide means there is something serious problem in the system. Our country is known for "Jai Jawan Jai Kisan" Still I remember I had a compass box printed with this.

    Francis...I strongly agree with you. All scams. I assume more than 90% of loans are not used for agricultural purposes. Just vote bank politics by our so called representatives. My father was farmer. My grand father was farmer and we were in joint family and not a single loan in spite of big family.

    ..Good one..subsidy on fertiliser totally destroyed Organic farming system & soil fertility..free electricity resulted in over use of water which eroded top soil...basic Cow based farming system will give full proof protection to farmer, their yield & from debt..instead of sending ministers to Japan to study agri method, ministers should visit people like Narayana redyy who is cultivating in rural banglore who is very critical of these fee subsidy, loan schemes....

    .. i think farm loan waver scheme is disatstrous to farmers..it didnt solved any problem instead multiplied it..just watch renowned succesful Organic farmer Narayan reddys youtube videos, seminars, interview..he is against free electricity/loan waiver scheme which he explains how it ruined whole purpose of agriculture and driven farmers to further debt trap..but who listens, parties dont want to loose big chunk of voters where as tax payers small scale industrialist paying high interest loan,license fee, tax,loosing everything to run his bussiness..who cares....

    It's actually foolish to ask for farm loan waiver by farmers!. The money given to farmers will be recovered by government by taxing other things like certain food items, fuel, state road tax, beverage tax etc etc!. Are these things not used by farmers!?. So essentially what government gives today, it will try to recover slowly and people will never come to know that for 2lakh loan waiver, they will lose much more than that and politicians will have the last laugh!

    Any good thing for DK or Udupi? It is the habit of all CM's to ignore DK and Udupi. With regard to farmer loan waiver, big question is whether all loans are genuine or not. Who will bear the cost? Ultimately these guys good to do election gimmicks and pass on the burden to us. These politicians are not fit to be called themselves as people's representatives. DK and Udupi people should use "NOTA" while casting their votes as we are ignored since ages.

    In Karnataka or not.
    Lion share of funds to Mandya Hassan .
    No problem...but then I wonder what did the likes of Moily and Gowdaa do for DK
    when they were CM s ?? Nothing.When there were Union Ministers ?Nothing !
    One is good at drafting Useless Manifesto.
    Curse our fate that's all.
    Now this Sammishra CM has increased cess on.petrol and diesel making it costlier.
    Think.This is unacceptable and so are some of his freebies.It ain't his or anybody's grandfather's money.It is public money.
    He should be held accountable and made to roll back the cess.
