Mangaluru: MRPL land acquisition - farmers demand for early rate fixation by DC

Mangaluru, Aug 24: Samyuktha Nagarika Hitharakshana Samithi has submitted its demand to the deputy commissioner (DC) of Dakshina Kannada to carry out the process of rate fixation for their land which has already been notified for MRPL’s Phase IV expansion. They have expressed their discontentment, stating that though one year and eight months have passed for preliminary 28(1) Gazette Notification for the lands owned by them, DC has not yet initiated the price fixation procedures as per rules.

In an official press release the president of the Samyuktha Nagarika Hitharakshana Samithi Ronald Fernandes Permude and the general secretary, Deepak Permude have jointly stated that 836.9369 acres of land belonging to various private owners has been covered under final Sec.28(4) Notification of KIAD Act 1966 in Kuthethur, Permude and Tenkayekkaru villages located in Bajpe and Suratkal areas. More than 70% of land owners had given their written consent and permission to this land acquisition by considering the national interest.

The committee had earlier expressed their demand to carry out the price fixation of the land prior to Joint Measurement Certification (JMC). However they were convinced by the Special Land Acquisition Officer that they would receive the compensation of around Rs. 80 lac per acre and the committee is hopeful of receiving the same.

The committee had earlier submitted the memorandum to the chief minister, minister for industry and commerce, Member of Parliament, district in-charge minister, local MLA’s and all of them have assured the support to the committee to get proper compensation for land structures and agricultural crops and also proper rehabilitation facilities.

It has been stated that the DC has been requested to carry out the rate fixation and also arrange to pay the additional compensation to the farmers for the delay caused in land acquisition process.

The committee had stated that this is the only official committee of land owners which is comprising of only genuine land owners and effected people and there is no other committee of land owners to represent the interest of land losers due to the project.

It may be recalled that MRPL has obtained the project clearance for refinery expansion and for producing other value added products/ Euro VI Quality petroleum products. This is a massive investment project of MRPL, a subsidiary of ONGC with an investment of Rs. 20,000 crore, touching to the existing refinery at Kuthethur. Moreover, this is the highest investment proposal in the history of Karnataka for a single project. The project is intended to generate the massive employment and to boost the economy of the district of Dakshina Kannada by next two to three years time. The delay in land acquisition would not only put the landowners who have agreed to give the land to KIADB for MRPL purpose to inconvenience, but also would cause the delay in project execution resulting to increase in project cost.

    100 acre land acquired by MRPL from 1970 onward but no correspondence or no compensation from the company. When inquired about compensation no official from MRPL is responding we don't know who is going to help us? We had hopes from Modi government but ??????.

    How many of those foreign refineries are expanding? How many of those refineries have come on farm lands, close to the city and next to the Airport? Do they have a corrupt faltu agency like KIADB acquiring land from them?

    Mr. Sunil, the milk for your morning coffee might have come from this very place in Permude or Kuthethoor village that the company wants to destroy. The rice, vegetables or fruits you consume could have been originated through the sweat and hard work of a farmer here or elsewhere. But it's a crime on humanity to project fertile agricultural lands that have supported & sustained generations as dry waste lands.

    Don't use such language against an organization which is feeding at least 5000 families every day. How many families NGOs and their agents are able to feed ? Anyway farmers are interested to give their land for a good price to MRPL . In India, it is given to understand that there are few NGOs who have been financed with private industrial groups. Their untimate objective is to delay the projects of government companies. By doing this they secure their market share and business share. If MRPL is planning for new value added products, this would have created some fear to some private business group. They must have given contract to some NGOs to delay the project by misleading some farmers and locals. When the local land owners are willing to give their land to the company for a good demanded price, why some unconnected outsiders are entering the scene and trying to create confusion. Dear local land owners, just don't allow these selfish elements to enter there. You all keep united. Dakshina Kannada people will support genuine land owners.

    Mr. Den would be well aware of the fact that European & other Western developed countries don't permit any new refinery. They're switching over alternative sources of energy like wind & solar. This is what we too are demanding. Why dump all polluting ones to the 3rd world, why to Mangalore region? Only those reaping direct benefit in cash or kind would blindly support them, even when they are openly flaunting rules & norms & don't want to face any inquiry which the local farmers' group is demanding.

    Next time you switch on electricity or fuel up your vehicle remember that it was produced in some part of the world or some part of India at the cost of somebody's environment so that you living in Mangalore could use these resources. We talk great things and big natural resources utilisation plans. Fact is solar and wind do not have the capacity to serve the base load requirements. Petroleum refineries not only give us fuel but
    chemicals for manufacturing clothes, contact lenses , pharmacy drugs , paints , lube oils, etc. There are at least 200 such products. Crude oil is a big boon to the current era

    The contents of the comment are just trying to connect two different aspects : Disaster management plan and the industrialisation. Disaster management plan is the plan which is drawn to counter the effect of disasters which may be caused due to any reason. Why are you trying to connect it only for MRPL phase 4 ? Do you suggest to close all 13 industries of our district ? Please note that USA is having 135 running refineries as of now, Germany is having 12, France having 13, Italy having 16, Switzerland having 2, Sweden having 2 , Italy having 16 petroleum refineries. All these countries are of mostly Europe and they are of much small size than India. All these forward countries are much more health conscious than India. It has become a habit for few NGOs in coastal Karnataka to oppose everything. Every large scale industry is having it's own disaster management system. Having a large scale industry also benefits the local community because they help local city public to counter and face and disasters effectively. In India, every citizen has got the right to oppose, be it good and bad. And it is easy to earn publicity and to get awards by opposing such development projects

    On MRPL’s Phase IV expansion:
    It’s a citizen’s duty & right to oppose illegality and injustice in administration, all the more so when getting directly or indirectly impacted by it. Most part of Mangalore City falls within the buffer zone of MRPL & its expansion. Supreme Court directive is to reduce Sulphur content in petrol and diesel (Euro VI quality) in the country; it hasn’t asked for expansion adjacent to the City Wards, which can contribute high level of pollution, health hazards & also possibility of a great disaster in the region . Disaster management report 2016-17 of D.K.District, Chapter 1 says, “ there are 13 Major Accident Hazard (MAH) & 8 Potentially Hazardous Industries in D.K.District, most of these concentrated near Panambur region. Any major accident within the premises has offsite implications. Chapter 2 says, Mangalore Airport is situated close to MRPL and there is every possibility of aircraft flying over MRPL & industrial area while take-off and landing; Any untoward incidence over this area will be disastrous. It also mentions possibility of Compound disaster on vital installation”. (Ref: www.dk.nic.in)
    In Principle Approval is subject to the condition of Environmental Clearance from Ministry of Environment & Forests (GoI); RTI reply shows Company has none for Phase IV. Its earlier clearance is limited to the existing premises, not to the new one.
    The land acquisition Notification is under out dated KIAD Act 1966, not the new Land Acquisition Act 2013; its being contested by many land owners in the High Court.
    Real estate agents & brokers are out to loot the company; are in a hurry to swindle money this was exposed with documents to the Chairman & MD during the recent AGM of the company. Hope the Company will look into all these aspects; save itself from disaster.

    Supreme Court has already given directives to have Euro VI quality petrol and diesel in the country within next two years. It is a good initiative by MRPL to go for Euro VI quality fuel through this project. This would reduce the pollution effects of vehicles drastically. In all European Countries, it is mandatory to use Euro VI.
    Mangalore citizens should develop a culture to support development . Our coastal people are working world wide and participate in the development of other countries. But while we speak about the development of our own Mangalore, we dont participate in the process of development.
    Some NGOs are surviving only on opposing the new projects. Basically they are a part of some mafia , who dont want the development. Such NGOs and persons should be probed by income tax department to find out what is the real source of their income.

    Yes exactly... mangalore must be one of the top employment generation city in India. Migration of youth to other cities must be stopped. Mangalore is 1 among only 5 cities of India with all modes air, sea and road and is only 1 such city in karnataka state. It must get importance what it deserves.

    While fighting for the right of farmers it would be also better to have a committee set up for standard
    the air purification as these industrial units leave lot of waste without treating which is
    costing human lives. Recently we have been hearing the cancerous diseases around the place
    are increasing which could be due to inhaling the untreated petroleum gas flames poisoning the air of
    surrounding areas.

    It is nice to know that 70% of local farmers are willing to give their land by considering National Interest. Their sacrifice to be honored and they need to be provided with best money and compensation. MRPL has contributed a lot for the economy of Dakshina Kannada.

    In the coastal best, it has been a habit for few NGO s and persons to oppose each and every development project. That is the reason, we are not able to progress and provide employment to the youth in Mangalore.


    It is not only in Mangalore, but in entire South India, the project of this much huge investment has come up in this decade. It is up to Mangalorean people to support such initiatives and support development of Mangalore. DC Mangalore should act fast to handle the grievances of poor local people who want o give their land for National Cause.
