Railways lines need to be barricaded and people should be allowed to cross at certain places only. An overbridge will be safe for cross railway line. May God bless this lady.

RIP Padma. God will now take care of her. It is a lesson to be learned that a roaring tiger can appear at any time but its tracks are fixed, unlike automobiles whether in city or villages, when drivers erratically drive and knock down pedestrians however careful they may be. Railways cannot erect barriers on both sides of the track everywhere but could do so when they are aware people are crossing at certain points on a regular basis.
