Legislation to Regulate ICSE, CBSE Schools

Bangalore, Jul 23 (DHNS): The Government is considering enacting legislation to regulate the functioning of ICSE and CBSE schools in the State, Primary and Secondary Education Minister Visvesvara Hegde Kageri informed the Legislative Assembly on Wednesday. 

Replying to a question raised by BJP member C T Ravi on behalf of nominated member Derrick Fullinfaw, Kageri said the government had received several complaints regarding some CBSE and ICSE schools doubling their fee structures overnight. While the complaints were referred to the Ministry of Human Resources Development, the government was helpless in initiating action as these schools came directly under the control of Central boards.

“We need to have some control over Central schools, which sometimes are run like an industry. We will take it up with Union HRD Minister Kapil Sibal and work on the legislation aspect,” Kageri said. The government will also consider recommendations of the high-power committee constituted to regulate admissions and fee structures in schools, and headed by the Commissioner of Public Instruction, which submitted its report last year. The recommendations included making it mandatory for educational institutions, from nursery to high school, to adopt an admission system based on the Delhi model.

Schools will have to assess the applicants on a scale of 1 to 100 points based on the proximity of students’ residence to schools and other socio-economic factors. The closer a student lived to a school the more points he/she would gather. An applicant living within a radius of 3 kms, for instance, will get a maximum of 30 points. Other recommendations included adhering to a fee structure stipulated by the government. Institutions can approach the government for any hike. Complaints against State schools can be registered with the deputy commissioner concerned.

    Dear Mr Santhosh Hegde, Please clarify more on How to improve the quality of education as per you. Let all of us explore your new idea about quality improvement. Be broad based and include rural areas also in your thoughts. Are you PRO Lord McCauley''s ideas or CON ? Do you feel that CBSE, ICSE, State and many more patterns require for us parallely ? Do you think we can achieve equality by keeping all these patterns all along and in future also ?

    Santhosh Hegde, Shirva / Bangalore Okay we agree for your suggestion but why cannot you come and show us how to run educational institutaions in Karnataka? Can you oblige us or just criticise for sake of criticising ?

    BJP State Govt wants legislation to regulate the functioning of ICSE and CBSE schools...tomorrow they want control over IIM-B, IISC, ISRO etc...finally these institues will shut down.Instead of wasting time on such legislation,let Kageri spend more time on quality of education imparted in state govt schools.

    Visvesvara Hegde Kageri is now talking about Fees before he was bothered about Kannada language. I hope his children are studying in Kannada Medium and not in English.

    The big noice is nothing but helpless minister has no other matter to talk.On the other hand the minister has not cleared the complaints of many for regularising the state engilish medium school.There are many schools in Mangalore and Bangalore which are registered as Kannda medium but are accepting students for english medium.ICSE and CBSE is the only option left for people to educate the children in English medium.I dont think any parent of ICSE or CBSE has complained the minister on fee matter.It is jealousy by the BJP minister on the High Court notice to the education ministry for not taking action on the court order supporting the English medium schools.The BJP want the people to learn kannada and remain in Karnataka and vote them through out thier life.Thus the BJP has a control on the westernisation of schools and the new generation.

    It is amazing things have come to this stage. I studied in CBSE,Kendriya Vidyalaya, no.1 ,Mangalore in the seventees and in those days it was one of the cheapest schools in Mangalore at the same time one ofthe best.The fees was something like Rs 3 a month except in class 9 and 10''th where it went up slightly.There was no donation . Over the years many private (CBSE)schools offer have sprung up all over Mangalore. Are these the ones the government want to legislate? In that case it is okay but state govt should not be allowed to interefere with the Kendriya Vidyalayas!

    Earlier schools were institutions that imparted knowledge to pupil at literally nothing and were doing a service to the society. On the contrary, now schools are run as any other business and become totally commercialised.

    This time Mr.Kageri is talking sense.There is a strong need to regulate CBSE and ICSE schools.It seems the minister has changed his way of functioning, from an ''autocratic'' style to ''consultative''approach.Assessing students based on a 100 point scale is definitely a progressive thinking and giving priority based on the proximity to school is really a pragmatic idea, though inspired by Canadian education system.
