Accidental deaths caused by collision of buses and two wheelers are common occurrences these days. It is therefore expedient that apart from any action or penalties imposed on drivers they are sent to driving schools conducted by The Traffic Department and made to answer relevant questions and then only allowed to resume their duties. This is the system followed in advanced countries.
