Revenue, Town planning and many others are premium postings, which is hard to get without the blessings of powerful influential lobbyists... This is an inherited system, where these personnel, work in close tandem... The spoils of corruption is shared, as per their hierarchical order... I believe this official became too ambitious, he must have ruffled the feathers of his colleagues, who did not hesitate to plug his career !!!

Sir Is'nt there a system of Annual declaration of assets by the Govt.officials.If iy is there any variation in his assets would have been noticed. In banks such annual declarations are scrutinised by the internal vigilence system so that any disproportionate income assets is called for explanation.Since the official in question in vulnerable for gratification it is failure on part of the Government to have proper monitoring and followup.
