Bangalore, Jul 14: The citizens of the state are paying through their nose for the expenses concerning the running of the legislature in the state capital. The legislators, who are expected to run the state, have locked horns over iron ore controversy. The non-stop dharna launched by the opposition since Monday has not only brought to the state administration to a standstill, but also has been inflicting  heavy losses on the exchequer, which will be in addition to the loss already suffered by way of illegal mining and exports as alleged by the opposition. Unless better sense prevails and the legislature begins to run smoothly, the state will be the loser by way of uncleared projects and non-passage of important bills.

Running of the legislature alone costs around Rs 42 lac to the state, which includes about 30 lac for the assembly and Rs 12 lac for the legislative council. This is apart from the salary and allowances of ministers and legislators. The expenditure of running the legislature has been swelling over the decades, with the repeated passage of bills approving increase in the salary, allowances and perks of the legislators with the support of all the members. However, the legislators do not seem to be showing the same enthusiasm they exhibit in passing bills relating to increasing their income, in doing their work and allowing the legislature to function.














The salary of the officials in the assembly and council add up to Rs 3.21 lac per day, while their allowances amount to Rs 5.07 lac. The departments like police, PWD, horticulture, information and electricity department staff also are involved with the day-to-day functioning of the legislature, and their expenses per day is 0.91 lac,  Salary and allowances of the members of the assembly and legislature work out to 8.59 lac rupees per day. Travel allowance paid to them is 16.7 lac, while other allowances cost the exchequer Rs 3.39 lac. Electricity, decoration and civil works also add to the burden of the taxpayer to the extent of 3.85 lac every day.

Every legislator gets Rs 44,000 per month as salary including telephone, constituency allowance, postal allowance and allowance for personal assistants. They also get daily allowance of Rs 600 for every sitting and Rs 10 per km as travel allowance. They are paid Rs 50,000 per year for train and air travel, and Rs 7,500 per month for travel expenses within their constituencies. They get rooms in the Legisators Home in Bangalore at a nominal monthly rent of Rs 100 to Rs 300, depending on the size. Their other allowances include a telephone line on behalf of the government, medical expenses reimbursement, family pension, car purchase loans at 7% per annum interest and Rs 50,000 for purchase of computers.

The time of the legislature is being wasted. It is time all the concerned seriously think of the losses they inflict on the state as a whole and find ways and means to run the show meaningfully. The opposition also would do better and drop the prestige issue and honestly introspect on other practicable means to achieve their objectives, without sacrificing the interests of the people.

    The expense incurred on a daily basis to run the assembly is absurd.. dont think the org i work for with more than 1000 employees incurs that expense to run the show..

    A simple solution to this drama (of sleeping in the Assembly) is simply cut off the power supply to the building. With no Air conditioning these people will be out of Vidhna Soudha in a minute ending this drama. These people are elected representatives and should act as one and not indulge in such gimmicks. The matter of illegal mining should be discussed and guilty brought to justice.

    Silly - Lokayuktha's power limits him only to Karnataka. Reddy bro's have companies in Andhra, looting the state in Bellary. Lokayuktha has confiscated the illegal ore of Bellary, but can not do much. Reddy's made sure the illegal confiscated ore is already shipped to china under the very nose of Lokayuktha. All that the Lokayuktha can do is print a report and submit to govt. Nothing beneficial can happen with this now. CBI is the best bet to ensure, guilty is punished and wealth siezed, which can be utilized for state welfare. Worst comes worst - at least it will serve as a caution to those who are involved in this crime.

    It is a clear indication of both ruling and opposition that " Who cares what happens to general public? we( Politicians) are worried about our own benefits and our pockets. After all if assembly doesnt function, whose father's what goes?? "
    What can one say to such situations? After all, we the people, will have to pay our taxes on time, we will have to pay our dues to government. So these legislators and elected ministers, get their salary / allowance, T A & DA & what not, on time, including so many other benefits. So why would they be worried about smooth running of proceedings in assembly??
    Our Dear Politicians, please wake up and grow beyond these situations and carry on, with work and take necessary actions against the erring officials and ministers. But conduct routine business in assembly, coz you are answerable to us, who have elected you..!!

    Mr. S V Rames Rao, Congress & JDS interested in CBI because in Karnataka CID and Lokayukta are little bit local and controlled by State Government. CBI is all powerful Congress tool to trap any non co-operative elements. Everyone in this whole episode are braying for share of the loot. Nothing else.     While I am not a supportor of Reddy's I would like to repeat my previous comment as follow: All those comment on this article convinently ignored Janardana Reddy's statement in assembly that “Let there be a ban on mining from tomorrow, let’s go and meet the Prime Minister and appeal him to do so,”. Hidden truth is Congress and JDS are bigger loosers by banninig of mining than Reddy's. Reddy's and Yeddiyurappa are very well aware of that and that is why Yeddiyurappa requested for ban. Also I would like to requote the statement " former Prime Minister had termed CBI a chor bachao institute"-unquote which we public are also aware. We should not be fooled by the fact that these politicians are only trying to cover themselves and not intrested in banning illigal activities because that is their business". Our opposition party MLA's are taking part in well directed drama in Assembly to fool and divert attention of public from their own share of illigal mining activities.

    The prime responsibilty to conduct assembly session lies with ruling party.If BJP scared to face wrath of the opposition parties  regarding illegal  mining and unruly conduct of BELLARY JANATHA PARTY MLAs then nobody can help BJP.A gross failure of ruling party is evident in this fiasco.Who cares for the citizens interest?We,citizens are helpless till next election.

    Chief Minister BS Yeddyurappa on Monday accused several Congress leaders including KPCC president RV Deshpande, of being involved in illegal mining.

    Yeddyurappa, during his reply to the debate in the council to the Lokayukta issue, on Monday accused former CM Kumaraswamy of recommending to the Centre to permit mining in 2,300 hectares in the last 15 days of his tenure.

    “Leaders like MY Ghorpade, RV Deshpande, Allum Veerabhadrappa, RL Jalappa, Anil Lad, K Raju, son of MT Krishnappa of Congress, Bharati Devi, wife of Congress MLA SR Srinivas, MLA Sureshbabu have taken mining licences during Kumaraswamy’s period and none of them are my relatives or my party members,” he said.

    While referring to Congress leaders’ reluctance to accompany him to meet Prime Minister Manmohan Singh, he accused the Congress of turning down his invitation to meet the Prime Minister as their own leaders were involved in illegal mining.

    Opposition leaders took objection to the statement and argued that there was nothing illegal in getting mining licences.
