Bangalore, Jul 16: Even as the Congress and JDS members vehemently protested against it, Karnataka Prevention of Slaughter and Preservation of Cattle Bill 2010 was passed with a voice vote in the legislative council amidst bedlam. Opposition leaders have termed this as the most dreadful bill ever to have been passed by the legislature in the state.

The bill had got the approval of the assembly on March 19 this year. It bans slaughter of bovine animals like cows, oxen, buffalo, she buffalos, etc and puts restrictions on the possession, usage, transportation and disposal of cattle. Leader of the opposition, Motamma, declared that a statewide agitation will be launched against the bill, which now awaits approval of the Governor before becoming an act. She said that the bill proposes to snatch away the right to food of the poor people, and that her party will soon decide on the modes of protest to be undertaken. JDS MLC, Abdul Azeem, accused the government of passing this bill because of its anti-minority stance and with the specific intention of denying the minorities their right to food.

The state Governor normally gives his assent for the bills that are passed by both houses of the legislature. However, taking into consideration the fact that the state Governor H R Bhardwaj is in loggerheads with the government on various issues, and also taking cue from his earlier statement that he has reservations about the contents of the proposed anti-slaughter act, it would be interesting to await further developments.

    Cows are considered GOD for the fact that a child grows up drinking cow's milk. But if at all a rule has to come up, it must incorporate all animals, including chicken, fish, mutton, etc.

    The Guru, Mangalore.We all agree that Cow is Kind & very usefull animal like many other useful animals.But to equate cow(A srushti )to the status of God ( Srushtikarta)? will it not amounts to undermining the importance of God...Whereas the All powerful GOD & whereas Cow..no comparison..isnt it ?

    I have seen/heard my Hindu neigbour beating/cursing the cow when it continuouly gave birth to Male child....

    Okay..if Cow is considered Holy & sacred as per Hindu belief,,Let us not slaughter Cows...

I am not surprised to see next scam of illigal cow slaughter scam by some of the BJP/Bujranjis by taking/forcing money from cow slaughtering people.     This bill is passed without understanding the actual implications. This is just vote bank politics.

    Now there is every possibility that people will drive away the old cows when they become useless and they may have the cruel death outside. How many of you are ready to take care of these old cows since they are considered holy?

    Even Bhagavad Gita says that killing any animal is a “pap” (sin) but if you eat the killed animal then it becomes “punya”

Our constitution says Barath and go and check any govt applications, letters, notices, bills etc.. it is wriiten in two langauages Hindi and English where it is mentioned as Bharath and India.     First of all...Let the Govt stop killing the human beings & then can think of giving a full stop to cow slaughter.
    An early morning a crazy person wakes up & tells Hen/Rooster is my God. So please stop killing it. I think crazy ministers also may listen to him I guess.
    India is not only of Hindus, it also belongs to other religions. So they can’t stop imposing some statutes of Hinduism on every one. If you want us to follow Ahimsa, let us stop eating all meat be it chicken mutton, pork. If Cow is a god for Hindus, let them not eat it. Imposing that rule on others looks meaningless.

    One won't become a good Hindu by telling others do not eat this or do not eat that, but you live your religion perfectly. By creating these nonsense rules Govt is creating commotion in the state. In fact Govt should not support any religions. Govt is responsible for the destruction of peace in the state.

    The Guru and Mr. Nagesh Nayak, are you following the constitution. Both of you go back to your comments and check whether you have respecting the constitution or not? Cow is for the benefit of humans and the human is not for the benefit of cow. Hence we can utilize the cow utmost we can. Killing of cow is not an offence anywhere in the world. If a law is passed this is only to accomplish anger/vengeance to suppress minority community. If cow is god, humans are superior gods because a human can think and act. Cow cannot think and act. Cow is inferior to human which will act just like an animal. We can respect the animals at any time. The guru, suicide is an incapable act of a human. If you prefer to die for the case/cause of cow we humans are helpless to protect you. People will not die eating exclusively cow meat or exclusively vegetables rather will live by eating meat and veg with good nutrition to humans.

    I do not believe that we have to get any scriptures into this. Even if any scriptures state that cow is holy, we should respect it across the entire universe, not just in India. In other words, we have to fight with UK, USA and others as they are eating the so called sacred animal. However, if we can live with them eating it then why can't we live with (beef eating individual) eating it in India?. Isn't this our double standard.
    As a Bunt, I know that cow is treated as a sacred animal and just as Herald we to do not sell our cows to the kasai, however my personal logic does not differentiate it with the Goat, which we love to eat. I guess we should ban all meat and birds in Karnataka and exploit natural resources and become barren.

    I dont see this as a problem .

    1) For sure we are going to see beef in Bangalore. No one is gonna stop that . Laws are made to be broken as we experienced in the past history of India .

    2) I can spot many pure vegeterian relishing meat in Silico valley so the craze of meat is gonna go only high when they are back to Bangalore

    3) Change is permanent . There will be a "Beefy" government soon they will bring back the meat eating practices back in Bangalore for sake of law .

    At the outset, I agree with this. It is there in the religion that Cow is sacred. All must respect that. As we expect others to respect facts of our/your religion.

    But having said this, I have a question to those who passed it " How many times did you stepped out of your AC car and paid respect or food to a a cow on the street eat plastic and other rubbish?

    I am from a agriculturist family we had/have cows at home and we love them. we take care of them. Never sell them to a KASAAI.

    We see so many cows on the roadside eating junk food. what is the plan for them? No BILL?

    It is so expensive to to take care of animals at home, why dont the politicians subsidice the COW FOOD "EDMEDA PUNDI etc".

    Dear Government, Make some old age home for the COWS.   Who will keep the unproductive animals at home these days while todays generation send their parents to old age home.

    If mother cannot feed a child alternate is cow milk that’s why our ancients called GOMATHA . Keep a side religious things milk products like ,Ghee, Curd ,Butter ,etc are good medicine for human & even Gomootra can clean bacteria .Cow dung is natural fertilizer .Foreign Cross breeds don’t have all these properties .We should save our desi breeds for our next generation .

    It’s a disaster for the common man of Karnataka. It is nothing but forcing his whims and fancies on the people. The CM is trying to please a small section of the society and is forcing his fanatic and dictatorial decision on majority of the people. He has forgotten that he is an elected leader of a democratic state. Poor people are deprived of an affordable source of nutrition. It is beyond doubt that illegal beef business will continue to thrive and flourish. He has created an opportunity for police to make money in the process and also has given an opportunity for communal outfits like Bajrang Dal to create unwanted chaos in the society in the name of protecting the cows. Trust me it’s a total non sense and a real mess and hardship for the people.

    Okay, let's agree to cow slaughtering bills and stop giving cows to slaughter houses. But what about bulls?

    I have seen even Hindus in villages selling their male cows to slaughter-houses for practical reasons.

    Now, those will not be able to breed cows because by not seeling male cows they will not find cow-farming feasible.

    Let me ask you one thing?.Did you ever feed cows and clean its shed once in a life?.I am sorry to ask you like this, because I know there will be only a handful number of good people in this modern world. it is easy to pass comment like “well-done”. I wonder if there is a considerable decrease in the number of cows in the coming years. Because, no one like to have single bull at home coz they can't sell it for slaughter & no benefit for feeding them as there is a less paddy fields for cultivation. I kindly request all fundamentals not to miss use the law & hunt minorities feelings please.

    Thanks Yadav Shetty Mangalore for unfolding such an important issue- The leather industry. This is an important economic factor. As per my knowledge Tamilnadu is the biggest exporter of raw leather and it’s products to Europe and Americas and earns Crores of rupees. I think Karnataka also doing the same and by implement this bill Karnataka might lose a big amount of wealth. Also many people from backward classes will remain jobless.
    This is just to divert the main problems such as illegal mining, the lokayukta issue etc. from the minds of common people. Just a vote bank gimmick.

    May be less than 10% of Hindus eat beef. So, the government will not be unpolular due to this step.

    This appears an irrational thing to do however. But when such irrational laws were passed on other occassions the groups protesting now keep quite.

    What if the bill is passed, who will effectively enforce it , while there are more serious bills like Anti Dowry Bill, Bill aginst employing children below 14, Anti Bribary Bill
    Who Cares?
    Most of these legistratures have definitely given Crores of dowry when thier children got married, Most of them will have atleast one child labour working in thier facilites (estates & farm houses)
    Most them do not think twice before accepting a bribe or encourage officers under them to accept it.

    Article 48 of Indian Constitution which deals with Organisation of agriculture and animal husbandry. says —
    “The State shall endeavour to organize agriculture and animal husbandry on modern and scientific lines and shall , in particular , take steps for preserving and improving the breeds , and prohibiting the slaughter of cows and calves and other milch and draught cattle.”

    What a Dumb Govt Karnataka has :(.
    Regarding Nagesh Nayak we know him he is on who does not know the differnce between uppercase and Lower case in English alphabets. Tommorrow i will say i have my own religion setup dont eat chicken will they stop slaugthering them. This Govt now wants votes as it knows it has messed up (Corrupted to the core), they want to clean their own s***t so just bluffing around with people. Trust when BJP was in center it was good but not in our state. My dear citizens of the nation (specailly Hindu's) dont try to come in terms with these people. They are here to make money in the name of the Holy religion which teach good things to do.

    Anyways But not the least I as a do not want to hurt anyones religious belief's. If u do not want to eat beef, chicken, pork, Mutton Do not eat, But do not stop others from eating them.

    On a tangent, I would like to know if Karnataka will now ban products related to the Bovine? such as automobile luxury seats, belts, shoes, wallets. Will this be the end of Leather tanning industry in Karnataka?. Should all shoe stores stop selling leather shoes.? This has no end.

    I believe that if we make use of the leather from the cow, we should have the right to eat it. Else nothing has to be touched from that "sacred" animal.

    Beef Eating in Hindu scriptures
    There are many Hindus who are strictly vegetarian. They think it is against their religion to consume non-vegetarian food. But the true fact is that the Hindu scriptures permit a person to have meat. The scriptures mention Hindu sages and saints consuming non-vegetarian food.


    It is mentioned in Manu Smruti, the law book of Hindus, in chapter 5 verse 30

    "The eater who eats the flesh of those to be eaten does nothing bad, even if he does it day after day, for God himself created some to be eaten and some to be eater."


    Again next verse of Manu Smruti, that is, chapter 5 verse 31 says

    "Eating meat is right for the sacrifice, this is traditionally known as a rule of the gods."


    Further in Manu Smruti chapter 5 verse 39 and 40 says

    "God himself created sacrificial animals for sacrifice, ...., therefore killing in a sacrifice is not killing."


    Mahabharata Anushashan Parva chapter 88 narrates the discussion between Dharmaraj Yudhishthira and Pitamah Bhishma about what food one should offer to Pitris (ancestors) during the Shraddha (ceremony of dead) to keep them satisfied. Paragraph reads as follows:

    "Yudhishthira said, "O thou of great puissance, tell me what that object is which, if dedicated to the Pitiris (dead ancestors), become inexhaustible! What Havi, again, (if offered) lasts for all time? What, indeed, is that which (if presented) becomes eternal?"

    "Bhishma said, "Listen to me, O Yudhishthira, what those Havis are which persons conversant with the rituals of the Shraddha (the ceremony of dead) regard as suitable in view of Shraddha and what the fruits are that attach to each. With sesame seeds and rice and barely and Masha and water and roots and fruits, if given at Shraddhas, the pitris, O king, remain gratified for the period of a month. With fishes offered at Shraddhas, the pitris remain gratified for a period of two months. With the mutton they remain gratified for three months and with the hare for four months, with the flesh of the goat for five months, with the bacon (meat of pig) for six months, and with the flesh of birds for seven. With venison obtained from those deer that are called Prishata, they remaingratified for eight months, and with that obtained from the Ruru for nine months, and with the meat of Gavaya for ten months, With the meat of the bufffalo their gratification lasts for eleven months. With beef presented at the Shraddha, their gratification, it is said , lasts for a full year. Payasa mixed with ghee is as much acceptable to the pitris as beef. With the meat of Vadhrinasa (a large bull) the gratification of pitris lasts for twelve years. The flesh of rhinoceros, offered to the pitris on anniversaries of the lunar days on which they died, becomes inexhaustible. The potherb called Kalaska, the petals of kanchana flower, and meat of (red) goat also, thus offered, prove inexhaustible.

    Besides the prohibition of beef, the governemnt has to introduce
    that method also for better health
    and longevity to the citizens.
    We have not seen the outcome of
    this new revolutionary idea of
    "radical health reform".

But your government is passing time in implementing these types of law. Next election your WIN is sure. You will get votes from the supporters of this bill also from the animals to whom your government protecting. The affected is only minority don’t worry about them. “For them it is “DO OR DIE” rule to get their liking food.

    The law of cow slaughter is there is indian constitution (written by BR Ambedkar), constitution tells you what u have to follow in india.

    It was not followed coz of Kangress to please certain section of the society (minorities) , just for the reason to loot (not rule) the country.. I didint preach anyone.

    It is not their flesh, nor their blood, that reaches Allah it is your righteousness {piety and spiritual volition} that reaches Him….Their flesh will never reach Allah, nor yet their blood, but your devotion will reach Him (Qur'an 22:37).

    The main purpose of allowing Muslims to continue with animal sacrifices was to turn this tradition into an institution of charity. All the verses of the Qur'an Majeed which deal with the subject wind up with the proviso that the meat be fed to the poor, the needy, those who are too modest to beg as well as the mendicants - those who beg openly (The Qur'an, 2:196 22:28 35-37).

    In some cases, the offerers of the sacrifice are allowed to consume a portion of the meat themselves, while in others the whole of the carcass is to be given in charity. Sacrifice is meant to be an act of worship and thanksgiving to solicit the approbation of God neither in the sense of atonement nor in the sense of transposing one's sins onto a scapegoat but it is meant to be an act of benevolence (Ihsan) to fulfill a social obligation. After reading the Qur'anic version of sacrifice, there remains no doubt in one's mind that any sacrifice that is allowed to go to waste is a sinful as well as a criminal violation of the Islamic law (shariah). Verses 22:36 and 37 make this proviso abundantly clear."

    The Qur'anic injunctions are so exacting on the point of not taking the life of an animal without a justifiable cause (Be-ghair-e-haqqin) that wasting meat, even by offering it to deities and gods is called a devilish act.

    "During the early period of Islam the traditional offerings of animals made some sense. Meat was then an important ingredient of human diet and not even a scrap of it was wasted. Today we have made their killing an emptyritual and forgotten the intent."

    A learned Muslim scholar, Sheikh Farid Wagdi, says in his Wagdi's Encyclopaedia - Article on Sacrifice that there might come a day when Muslims shall have to substitute the rite of animal sacrifice with other methods of giving alms.

    It is not mandatory for Muslims to eat cow meat. When there is no food available it is made permissible to eat beef. It is not an Islamic religious practice but only for the cause of food. It is not like if someone fails to consume beef he is out of his religion.

    Beef is not only consumed by Muslims or Christians but also largely consumed by many sectors of Hindu religion. I am afraid the purpose of passing this bill may yield adverse results to the ruling party. This may please only a small sector of Hindus and I would like to ask Mr CM to see whether all of his colleagues are heartily supported this bill. I am sure many of them are among the beef consumers.

    Despite of this bill, illegal cow slaughtering will continue like illegal mining. This bill will help some of our ministers to illegally smuggle these animals to neighbouring Andhra Pradesh. From there we can bring processed meat for consumption. Everyone knows that the most of the cattle owners are Hindus and not Muslims. When these animals become useless, old aged, then they use to sell to the others for meat.

    Now they will not feed these useless animals and they will leave them to the roads which will cause deaths to the human beings as well as to themselves. If the government is going to arrange shelter for these animals then it is tax payer’s money and for how long it will continue? Ohh…yes…someone well said here…. Karnataka will be prosperous by the grace of COW! No need to worry.

    Dear Mr. Jude Mangalore, Dubai, Where are these cows in Dubai or in Mangalore? How will you transport to Vidhna Soudh from Dubai or will they walk up to Vidhana soudha or to Mr. Yeddyurappa's house or to Mr. Nagesh Nayak's house? Or to Mr. Acharya's house Or will they die in between not withstanding/fainting lengthy walk? Even if those cows die in between you have to dig grave/graves or a big grave and yourself cannot dig graves/big grave. You will have to appoint cooli. Cooli will charge you exorbitant rate. In Mangalore/Puttur for a day cooli is Rs. 300-350 rupees. If there are more cows then there will be more problem for you. The cooli will not lift the dead cow alone. You have to appoint more laborers or if one labor he will drag died cows and dump in the graves. Why do you want to spend money for transportation and burying the dead cows? Call either one of the person specified above and tell them to take from your house and don't sell the old cows without collecting charges from them. If they refuse to take/pay your charges you will be in loss. I can suggest you to burn with some wood so that you will have some manure. At least the ash will fetch you some money. In Puttur there are some farmers they will use for agriculture.

    Dear meat eating commenters: do you think only the aged and old cows are being slaughtered? I have seen the incidence where these meat eating people entered into the huts of poor people and dragged the cows without paying any money. There was also a report on Vijaya Karnataka two years back with the photo of a pregnant cow killed by these mescreants in the premises of Govt. College, Karkala. Do you think that these are the instances of killing old cows?

    Please do not comment for the sake of opposing. There are many other alternative meats available for those who want to eat Meat. We respect the Cow, We treat Cow as God. If these people can chop the hands of a professor just because of some sentence in the Question paper, how hindus should handle these people?

    How stupid people can be? Human beings are omnivorous animals, not herbivorous. I believed India was a democratic country. Now the Karnataka govt (following other murderes) proved it is not a decomocracy and secular country. In India, nobody kills cow that produces milk. After a certain age, cows stop giving milk. What will u do with them? Can we ask all farmers to send those cows to your cows so that you will protect and worship them? What about bulls? Will you feed them throughout their lives? What about male buffalos? Do you people worship them also? If the ban really comes to place, you can see old cows, bulls, and buffaloes roaming on the roads, eating shit and paper. I myself have seen cows eating paper fallen on cowdung. I saw this in Utter Pradesh where many won't eat beef. I have seen those pious devotees throwing stones at the cows which enter their gardens and eat the plants. India has so many homeless and starving people. It can't protect them, but a state in India can protect cattle. What an irony? This bill can be seen only as an act against the minorities, lower caste people who depend on animal meat for nutritious food. Who can afford to buy vegetables which prices are so high. You cant compare the nutrient value of 1kg of vegetable and 1 kg of non-veg food. Nobody eats non-veg food daily. Their nutrient value, especially, iron content comes nowhere near non-veg food. Karnataka will see so many anaemic people in the near future depriving them nutritious food.

    The Rate of Beef per kilo jumped from Rs.60/ to Rs.100/- reason hindus started eating Beef I know many of my Hindu friends going to gym compulsory need beef.

    Now that bill passed the price of other meat will shoot up mutton will becom 200 to Rs.300 per kilo, chicken will become Rs. 100/ to Rs.175/- per kilo.

    This BJP government is hell bent to make poor peoples life miserable.

    This is nothing but a vote bank gimmick. The government wants to take the attention away from the biggest scam of the century. If the cows are that important then it is not enough to ban their slaughter which does not help anybody. The cows need to be well fed in professional farms and not let roam the streets to beg food or starve. The milk yield per cow in India is one fourth that in the dvelopped countries. What does the government want to do to improve the health and yield of these cows? Of course, nothing since it does not provide any political mileage.

    Why the government is not banning the sheep/goat slaughter..?? Even sheep/goat give milk which is consumed by people in most of the northern regions of India. The ban on cow slaughter is not a good sign for the 'right to equality' of the constitution. The Central goverment should intervene and stop such laws being enacted in Karnataka. Instead of Ban. restrictions should be imposed.

    Can anyone let us know the nearest addresses of the BJP in each district where the old cows can be sent to, so that the burden of the poor farmer could be reduced. In an age when the farmer is not able to feed himself and you hear of farmer suicides every other day, we have a new stupid law. Who ever supports this stupidity should also provide their addresses so that the old cattle can be left at their doorsteps. They can then worship these cows and take care of them until they die.

    Please let me know govt did any facility to send old cows,bafflo etc to a place to take care this cows? if not you find everywhere cows beside the roads and many accident will be there and human loss,who will be responsible for this issue?
