Bengaluru, May 20: The high court has imposed a fine of Rs 1,000 on an advocate named Balakrishnan for filing a public interest litigation (PIL) seeking to register first information report (FIR) against the police. Balakrishnan's grouse against the police was that they resorted to caning the crowd that violated lockdown guidelines.

A vacation bench of senior Justice Sathish Chandra Sharma and Justice M Nagaprasanna passed this order after hearing the petitioner.

The division bench wondered whether the people obey the police if they give oral instructions. The judges asked whether the people have become so civilised "Are you aware how many police have died of covid19? The police use the canes not for their entertainment. Many policemen continue to discharge their duties even when they do not get water and food," the bench remarked.

The judges said that the entire world is suffering from Covid and the police are trying to save the people by asking them to go home, even though they themselves face threat to their lives. Karnataka police are disciplined. There may be a couple of occasions where they have crossed the limits but just because of it, all the police cannot be investigated," they remarked.

Senior Justice Satish Chandra Sharma in particular lavishly praised the Karnataka police as compared to the police of other states, saying that they are well behaved, and they have been guarding the people by ignoring their family and children.

The bench, when dismissing the petition after imposing fine, said that private complaint can be registered if there are supporting documents to prove the charges levelled by the petitioner.
