Governor to Centre: Dismiss Yeddy, Clamp President’s Rule

Bangalore, Oct 11: Governor Hans Raj Bhardwaj has sent his special report to the Centre on the political situation in the state including the manner in which the B S Yeddyurappa-led BJP regime managed to secure the vote of confidence in the state Assembly through voice vote by disqualifying 16 MLAs.
              
The governor, who heard the leaders of the Congress and JD(S) as well as the Independent MLAs on the day’s dramatic developments in the state Assembly and the manner in which the Yeddyurappa managed to overcome the floor test, reportedly recommended dismissal of the Yeddyurappa regime by invoking Article 356 of the Constitution.

In addition, the governor has reportedly advised the Union home ministry to impose President’s Rule in the state after dismissing the 28-month-old Yeddyurappa regime for losing the confidence of the House.
               
Another major recommendation of the governor, according to informed sources, is for keeping the Assembly under suspended animation.
               
The governor is also understood to have informed the Union home ministry in his report that the Yeddyurappa regime has clearly lost the confidence of the House as at least 120 members in the 224-member Assembly were against the BJP government.
               
The governor reportedly heard all the anti-Yeddyurappa leaders and even had an headcount besides obtaining the signatures of the 120 Congress-JD(S) and dissident BJP and Indepent MLAs.
               
The governor is believed to have also brought to the notice of the Centre all the developments in the state since October 6, when as many as 20 MLAs, including 7 ministers had informed him in writing regarding withdrawal of support to Yeddyurappa, and the direction to the chief minister to prove his majority on the floor of the House by 5 pm on October 12 and the decision of the Assembly speaker K G Bopaiah to disqualify 11 BJP MLAs and 5 Independents as also the various irregularities and high-handed manner in which the floor test was conducted.

The impropriety of the three MLCs G Janardhana Reddy, V Somanna and C H Vijayashankar of attending the Assembly session convened for the specific purpose of the floor test allegedly by virtue of their position as ministers has also figured in the report sent by the governor to the Centre. The presence of police officers in uniform against the rules and procedures is another irregularity that is believed to have been mentioned in the governor’s report.
               
Meanwhile, the Union Cabinet which had scheduled to hold an emergency meeting at 3.30 pm is learnt to postponed the meeting till 4 pm.

Whether the Union Cabinet will accept the governor’s report and display the courage to dismiss the Yeddyurappa regime and impose President’s Rule in the state remains to be seen.
