CWG Fraud may Touch Rs 8,000 Crore, says CVC

New Delhi, Oct 19 (PTI):
The Central Vigilance Commission, involved in probing alleged corruption in various Commonwealth Games-related projects, has found discrepancies in tenders and alleged misappropriation amounting to about Rs 8,000 crore.

Official sources said the complaints received by the anti-corruption watchdog has already been forwarded to the Chief Vigilance Officers (CVOs) of concerned ministries or departments.

They said the discrepancies like payment to non-existent parties, wilful delay in execution of contracts, over-inflated price and bunglings in purchase of equipment through tendering have been noticed.

"The total misappropriation amount may touch a figure of Rs 5,000-8,000 crore, which is quiet huge and alarming. The Commission is still awaiting reports from various departments and cannot give the exact amount involved in the bunglings," a senior CVC official said requesting anonymity.

In reply to an RTI application filed by PTI, the CVC has given details of projects executed by different government agencies where discrepancies have been detected.

Complaints regarding alleged embezzlement of Rs 1.5 crore in purchase of HOVA Courts for Badminton stadium, malpractices in the tender for kitchen equipment installation, misappropriation in video board tenders for remodelling and up-gradation of Major Dhyan Chand National Stadium were received by the CVC and in all cases factual report is awaited from the Sports Ministry, it said.

Besides, the matter pertaining to appointments in OC and workforce consultants without adequate qualification and experience has been received and a report is awaited from the Sports ministry, the RTI reply said.

The CVC is probing at least 22 more Games-related construction and procurement works carried out by different government agencies here for alleged financial irregularities.

Out of the total projects, six were carried out by the Sports ministry, four by Delhi Development Authority, three by Organising Committee and two each by Municipal Corporation of Delhi and Central Public Works Department of the Delhi Government.

One work each relating to Department of Commerce, Indian Meteorological Department and New Delhi Municipal Council is also being probed, the RTI reply said.

The matter regarding alleged manipulation of tenders by Indian Meteorological Department and its senior officers is under investigation by the CVC, it said.

    We are a country of almost 1.2 billion and if we cannot get rid of corruption there is something wrong with all of us.

    As I said corruption exists in different modes accross the world. Its the scale of corruption that goes on under the rug and openly too.

    Dont you think democratic politics itself is corrupt around the world?

    Super power has meaning only when the country has some image and is able to create a kind fear on others. Lion without the mane simply does not scare much than the maned lion though both may be physically equally strong. Maned lion lives only for about ten years but fighting over its rivals, whereas the others either follw it or live for over twenty years without pride.

    Money and sending off rockets and missiles does not make one to be a super power if does not send strong signals for wrong-doings. This is where the real problem is and we can swallow any terror attacks, terrorists holing up in the religious temples etc.,

    Same goes to corruption. Not all the 100% people are corrupt though adshenoy may argue so. With the gadgets and technology that we have, atleast 1 to 2% are exposed, and if it tends to continue, one fine day - we would be better off with less and less corruption and more action. It would not take 400 years to prove -gone are those days.

    Nobody knows what position one is going to attain. A poor bus conductor Rajini has demonstrated his talent and capability through Enthiran fame. Look at other ex such as Vishwanath Anand, Ramanujam or Shakuntala devi. They are all honest too.

    So,only correct path that we all have to practise is - Dont ever get into this vicious circle of corruption - practise honesty. Hope for the best

    The culprits must be punished, I hope Kalmadi will come out clean, everyone is happy about CWG arrangements with achievements in winning medals. After 1982 India has organized a major sport event like this. Kalmadi did not got credit for his hard work, whine few days left, for opening ceremony some else took the credit. Poor fellow was booed by public.

    In the first place, the foundation of the OC was weak with an unfit old chief Kalmadi given the responsibilities. Then there were too many authorities to place orders and too little authorities to monitor the spending.
    In such case, the OC should entrust the project to one or two Mega-Contractors/Event Management Company who may make a profit of 50-100 Crores that is quite reasonable. Here the OC know that with a given amount and at the given time as per the best quotations, the contractors will ute a quality work or as per the agreement or they may face huge agreement -default penalties.
    The OC should have 6-12 months grace period to overlook to the unforeseen delays. In this modern environment, it was easy even for the less knowledgeable personalities like the Brunei king and the Gulf Sheikhs to ute far bigger projects than this through better and smarter deals where they save on excess spending, time-management and more than expected finishes of International Standard.
    Sadly, after our country’s Independence this is the first time those greedy ‘Deshdrohis’ lowered the image of India in the world. All those thankless swindlers and looters should get maximum punishments and should recover all the loots with penalties.

    8,000 CR is 10%, if this is the right figure then its as good as nothing 10% contigency should be provided to any project. But is 80,000 CR is the original Budget for these games? If the expenses are way too above the original budget then authorities should ask the justification.

    India is Growing to be a superpower,getting richer,etc.etc.................. We are also a growing to be a laughing lot to the the world with such high profile frauds not even ashamed of being caught later. Thats what we are.
    We also know that all accusations and proofs will die down because most of our great political
    leaders,contractors,organising commitee members etc.etc are all involved in this act. Even if there is proof it will take another 400 years to prove it in our courts and.............. you guys understand what I mean. There is no point ,In my country anything and everything is possible.

    Just wait and watch and crib. Nothing can be done. There is nothing called justice in the corrupt world who has money power.

    Neil said it correctly, Ismail's messages are changing its mood, moreover writing in uppercase confuses one and all. Suggestion for him to write in lowercase, upper case is required only for Visas or passport applications.

    BTW, only 1 to 2% of the corruptions are exposed, rest is still covered. With the internet technology and the mobile tiny cameras, more would get exposed as the time passes. Even defence deals are exploited due to corruptions and that is why one had to depend on last moment procurement of items even during Kargil war. Thanks for the DOD USA for the nice internet revolutionaly technology of the seventies.

    Right from the administration, big contractors, even the Cement manufacturers are looting people. In today's Chennai news, it is apparent that the cement imported at the Kochi airport consigned from Pakistan is only 190 Rs per bag against locally manufactured and tagged 330Rs per bag.

    The system and the hierarchy allows systematic looting of the public.

    Book a railway ticket, 80% of the seats are reserved by the administration in the name of VIP quota, reservation etc., 20% are filled the first day and rest 80% is sold by the TCs.

    Now that the stadiums are available for presiding public functions, politicians would save a huge sum in the form of rent that would have paid otherwise.

    Quality has no meaning in our country.

    Corruption, fraud, favouritism, lobbying, insider dealings, secret dealings, price fixing, organised professional associations for common purpose, socialising, business lunches,election horse trading, handshaking, shoulder rubbing, patting on the back- all these phenomenons exist throughout the world and wehere humans are involved in business trade or any other personal dealings.
    In a way we all are corrupt one way or the other. Its scale of such actions. Some are considered illegal by definition only and not the intent. Some are noticeable and other are kept under the rug by nations and people.
    If we want a corrupt free world, it does not exist. Whre humans exist there is and will be some sort of corruption, defined or undefined.

    I tried extract some statistics about India. India is not bad in frauds only stands in 12th position when compared to other countries.
    However from corruption points of view, India is no. 2 which means we’ve business constraint – constraint to deal with India for any international companies. Having said above, can India expect any bigger venture coming to our land ?
    I’ve seen few times, Karnataka government officials visiting China and inviting international companies to invest in India. Point is those companies first do feasible study about India. For sure, damage such as above (fraud and corruption ) makes barrier to entry . Issues such as corruption, fraud, strike, lack of infrastructure, poor quality (bridge collapsed …) makes difficult to get return on investment (ROI).
    Although India is proud about CWG opening and closing , games security but corruption and fraud is major issue which is a barrier for future entry of any international events.
    Besides India stands number 1 in police crime, murders and acquitted. I’m happy to be Indian but sad to deal with Indian corrupt and fraudulent people.
