Mangalore: Lokayukta Team Raids RTO Office in City - Arrest Six for Corruption

Mangalore, Nov 15: The sleuths of Lokayukta on Monday November 15 blew the lid off the corrupt practices indulged by the RTO officials as well as some agents thereby seizing the wealth amassed far beyond their known sources of income.

Prabhakar, Raghunath, Santosh, Yogish, Nagaraj and Keshava Pai are the arrested. Among these arrested Prabhakar and Yogish are second division assistants with others being agents of some driving schools.


















Raid occurred at around 6.30pm and investigation went on till 7.30 pm. Lokayukta had a tip-off about the severe corruption and thereby the sleuths as per the direction of senior level officers carried out the raid. In all Rs 67,640 was seized. It was found some had hidden the currency notes in the dustbin and under the tables, stated officials to presspersons.

Karwar lokayukta superintendent of police Jagamayyanawar, Udupi deputy SP Prabhudev Maane, inspectors Dinesh Kumar, Udaya Nayak, Ravi Kumar and staff members Santhosh, Divakar Sharma among others were part of the operation.

It was also witnessed that some agents who absconded during the lokayukta raid, after the depatrure of the sleuths returned to collect thier bags.

    R.T.O.s office is being run since over 7 months without head,there is no responsibility,no manners,a gang of corrupt goons contrive to retain their chairs there for years to plunder the vehicle owners.BEWARE OF THIS OFFICE.

    Daring work by Lokayukta. But only rats not bandicoots sitting at Bangalore. Corruption at RTo is not new as in Registrar Office. Its mamool. Few years earlier same RTO ofice it was found that more than two crores were siphoned off of the Govt Kitty. The whistle blower is harassed today and hiding for his dear life! Where as the accused are relaxing in new offices after bribing Minsters and Transport Commissioner at Bangalore.

    Corruption is often attributed to the low salaries of civil servants. This differentiates between need driven (satisfying basic requirements for survival) corruption and greed driven (satisfying desires for status and comfort that salaries cannot match) corruption.

    It may be true that it is more difficult to stay honest, hard-working and trustworthy on a low salary, but it is also true that most people with low salaries are still able to do so and that many corrupt officials are people in high, responsible positions, earning good salaries.

    In conjunction, corrupt practices flourish in systems where employees have high job security where the level of professionalism in the public service is low and hence officials rather serve their own interests than perform their duty to serve the public. However, low salaries are not a valid reason for and do not justify corruption.

    The main reason for all these is interview and recruitment. The ministers are paid heavily for each post. The best thing is all government recruitments should be done by either High Court or Lokayukta.

    Lokayuktha must place some CID's in the government offices to tip them out the practices,they must deploy some of the serious professionals to visit these offices in civil catch the culprits red handed,fist thing should be to strip them off the job,secondly strip them out of their ill earned wealth,then force government to publish every detail of their ill acrued wealth to the public,if they start exposing the culprits others will get encouraged to report the rest.Public must wake up to co operate in order to help curb the corruption.In India the major overhaul can take place only when people start acting on issues,all the civil forums must voluntarily come forward to help these causes,let them enroll their members with authorities like Lokayuktha,for the deployment on rotation,to support them with the manpower they need, as the government do not support Lokayuktha in any way,to see their activities are curtailed to the minimum.

    Government is pouring the huge sum on developmental works,without supervising them for the quality,its only the quantity what they get in return to their pocket is what matters for them,be it state or central,everyday new scandals worth multiple crores are coming out in public,what we citizens contribute is zero,we just discuss & forget,the issue once taken to the court will never be resolved.

    Good Governance in Independent India ended with Lal Bahadur Shastri. Thereafter came the formation of various political parties which was family fiefdom starting from Cong (I), BJP, RJD, JD(S), JD(U), LJP, DMK, AIADMK, Janata Party, PMK, MK, etc etc formed for personal gains. Get ready for the worse which is not far away and mark my words it will happen. FRom now onwards within a span of 10 to 15 years 99% (presently 77%) of Indian population will touch BPL (Below Poverty Line) leaving just 1% i.e, Politicains, Businessmen, Industrialists (who bribe the politicians and Govt Servants) and the families of all Government servants to live upright and with dignity. The right of 99% BPL will be only to vote every 5 years and then use the BPL card to avail Govt schemes. I see the future is in Danger. We had Mahatma Gandhi who was single handedly enough to drive away the Britishers and today we have the Media which is enough to drive away or destroy the corrupted people in the Government. It is time we raise our voice (Our second freedom) to fight these corrupted and evil leaders.

    There is no system of asking Bribe in RTO. There is a fixed illegal price for every services and these agents collect that ad give the officers..!!!! The higher officers have complained means, there is something wrong..!!! May be they were not agreeing the cut given to them..!!!????

    RTO is the birth place of corruption in mangalore. Corruption here is not only secular, non sexiest and not pertaining to a particular party. Whether it is Congress, JDS or BJP it goes unabated. What Lokayukta caught is peanuts. It must have been a very dry day. What I am afraid is here after these shameless creatures, if not put behind bars immediately will ask more bribe than before saying ‘since we are caught we have to pay this guy so much and that guy so much etc.’ Dear public do not just comply But report to Lokayukta, the only agency that can hopefully cure this cancer.

    Mr. Yogish, will two wrongs make one right. We are in this region and our people will talk first about this region. We the people of this region should together try to clean the corrupt practice by the Govt officials in our region.
    RTO is one of the most corrupt departments who are demanding money at every step. They are hand in gloves with the bus owners and show blind eyes on all traffic violations by the private bus drivers. They refuse to book the speeding rouges when the private bus drivers drive to kill. They refuse to book the drivers who stop the buses in the middle of the roads including state and national highways. They refuse to check the offenders when the private bus drivers speedily overtake from the wrong side of the NH roads. If in any road-junctions the traffic is in a messy jam the traffic cops in-charge are busy chatting and fooling around. We the daily commuters and vehicle owners feel totally helpless and miserable. Lokayukta is the only hope we are left with. Please take strict action against the corrupt officials so that the others will learn a lesson.

    Corruption is so ramphant in RTO offices that it is beyond one's imagination. I was told of curruption which is taking place in one day when Udupi RTO officials come for inspection to Karkala one day in a week. Unbeleivable! These vultures openly demand money from the driving school agents and the corruption money they earn in a day is unimaginable. Neither the government can stop this nor the LOKAYUKTA. If they are serious, yes tehy can! There should be people's movement to catch these vultures red h anded and drag them on the roads.

    Appreciate your comments. Why don't you raise this issue to Central Govt too? Central level 'soembody" is asking for 15 crores to Ratan Tata - you don't have any problems, so many scam in Mumbai you don't have any problem? You don't ask "hey congress or hey JDS" - Lokayukta only goes around and find out some problems at very lowlevel, trillions of dollars of India is out side India - No body is bothered!!

    India cannot be a developed country unless we get rid of corruption from the root. That is possible only if people who are bribing these officials should go against the corruption. We always think that, this is Lokayukta's whole responsibility to fight against corruption. Lokayukta is doing only 1 or 2% of the job to be done, rest should be done by the people, which is not happening.

If you cant run the govt, please step down... With corruption of such magnitude, I am sure common man is suffering. The wealth amassed is not accounted for and no tax is paid. Its again black money and parallel economy. With this parallel economy and black money, no recession will touch us. Now its the turn of common people to take the law into their hands. Please drag these corrupt officials to the street like dogs and beat them black and blue so much so that even their wives should not recognise them. Just teach them a lesson.
