PM Blames Prithviraj Chavan for Thomas Fiasco


New Delhi, Mar 8 (PTI): Prime Minister Manmohan Singh today virtually blamed former MoS (Personnel) Prithviraj Chavan for the fiasco involving appointment of P J Thomas as CVC, saying the note forwarded by him for the selection committee did not have information about corruption case against Thomas.

Singh told the Rajya Sabha that he was not aware of a charge sheet against Thomas till the meeting of selection committee on September 3 last year and that he gave his approval as he believed vigilance clearance would have been obtained as Thomas had earlier served as Kerala Chief Secretary and Secretary in the Central government.

At the same time, Singh owned "accountability" and responsibility for the "error of judgement" in appointment of Thomas which has since been struck down by the Supreme Court.

Responding to clarifications sought by Leader of the Opposition Arun Jaitley and Left members after his suo motu statement, Singh said, "Until I went to the meeting of the committee, I was not aware there was any such case of Palmolein and that would involve corruption."

He said he became "aware of this case only when the honourable Leader of the Opposition in the Lok Sabha (Sushma Swaraj) raised the issue in the meeting itself."

Pointing out that the notes for such committees are prepared "under the guidance of Minister of State incharge of the DoPT", the Prime Minister said, "The honest answer is that the note which was prepared by the DoPT ... did not contain this information about charge sheet."

Chavan, who is now Maharashtra Chief Minister, was the MoS incharge of DoPT at the time of Thomas' selection by the committee headed by the Prime Minister and comprising the Home Minister and Leader of the Opposition.

Explaining why he still gave his approval to Thomas' name, Singh said, "since the gentleman was appointed Chief Secretary, Government of Kerala and that he was appointed as Secretary to two departments of the government of India, I thought vigilance matters must have been looked into and therefore we went ahead with the selection process."

Singh, who made such a statement on the CVC fiasco in the Lok Sabha yesterday, reiterated that the selection was an "error of judgement" and he took full responsibility for it.

Left members were not satisfied with the reply and staged a walkout.

    Vigilance is a mandatory requirement in Government of India for posting and promotion of all civil servants at all levels. Even for availing training of one year, the Department of Personnel & Training insists on vigilance clearance for all civil servants. CVC is the apex post in the matter of building ethics and good practice in the system and therefore the requirement of vigilance clearance is not only manadatory but is morally binding. The default in the process to bypass the vigilance clearance by the DOPT in such a highly responsible job as appoint of the CVC could never have been an oversight but a clear deliberate action.

    Therefore, the then Minister in charge of DOPT is primarily accountable for this act of ommission and commission. Secondly, the Prime Minister, who confessed his ignorance raises serious doubt about his own capability when he allows himself to be misled by the note of the DOPT Minister. Thirdly, the presumption that the PM could have missed the detail observations due to his preoccupations stands faltered on the capability and honesty of his own officials in the PMO.

    Why were his officials in PMO not checking the note of the Minister of State for Personnel and apprising the PM correctly of the status on file? The PMO officials are accountable for not ensuring the correct prodedure and setting right the wrong process in the PMO? Similarly, in all other cases as well, the officials in the PMO do not seem to act as the ears and eyes of the PM.

    INSPITE OF BJP'S, SHRIMATHI SUSHMA SWARAJ'S APPEAL TO REMOVE CRIMINAL PJ THOMAS , MMS WAS SUPPORTING PJT TO SHOW LOYALTY TO A ITALIAN .

    NOW SUPREME COURT SLAPPED NICELY & MMS GOT JNANODAYA.

    SAME THING HAPPENNED IN 2G SPECTRUM . MMS THOUGHT 2G MEANS TWO GANDHI'S . AFTER SUPREME COURT SLAPPED HE CAME TO KNEW ABOUT SCAM.

    LIKEWISE CWG, DEVAS, HASAN ALI & LOTS OF OTHER NUISANCE WERE HAPPENNING IN THE COUNTRY.

    BJP IS THE ONLY POLITICAL PARTY WHICH IS FINDING & EXPOSING ALL ANTI NATIONAL ACTIVITIES OF ITALINA CONGRESS & PSUEDOS.

    While appointing Chiefs to PSUs,Banks etc., the cvc clearence is of formost importance for considering the eligibility.Accordingly serious mistake happened in Thomas case seldom happens here.Now the matter of recommending appointment of Thomas as CVC is being tried to shift on MOS Chavan and make him a scap goat.It is a matter of serious lapse on the government for which Manmohan Singh had earlier accepted the responsibility, now why there is an attempt to make Chavan MOS a scap goat.Very shameful indeed.There should be an important person behind the scene of all these bunglings and created embarassment to the government.Who is he????
