New Delhi: Government Rejects Hazare's Proposals on Anti-graft Bill

New Delhi, April 8 (IANS) Attempts to break the impasse with anti-corruption crusaders failed again Friday with the government rejecting two of their major demands - having a former Supreme Court judge as head of a committee for drafting an anti-graft law and on notifying the constitution of the panel.

Human Resource Development Minister Kapil Sibal said he had conveyed to Arvind Kejriwal and Swami Agnivesh, two civil society activists backing reformer Anna Hazare who has been on fast for the last four days, the government's disagreement over two of their important proposals.

The civil society leaders had proposed a notification of the committee that will draft the Jan Lokpal Bill and appointing former chief justice of India J.S. Verma or former Supreme Court judge Justice Santosh Hegde as chairman of the panel.

Kapil Sibal said he conveyed to the Anna Hazare's representatives that it was "not possible for the government to issue an official notification" with respect to constitution of the committee.

"But we are willing to issue an official letter from a department of the government, may be the law ministry, to constitute the committee and of course, a press note," he said.

The minister also conveyed to the movement's members that it was "not possible for us to accept the chairmanship of a member of the civil society over this joint drafting committee".

But all other conditions and points raised by Anna Hazare on the formation of the committee was acceptable to the government, he added.

Anna Hazare, who is on a fast-unto-death seeking the anti-graft law for the fourth day since April 6, had also wanted 50 percent of the committee's membership for prominent civil society representatives.

The two sides will meet again at 6 p.m.

'Jail Bharo' Campaign from April 12: Anna Hazare

New Delhi, April 8, (IANS) : As his fast-unto-death entered the fourth day here Friday, social activist Anna Hazare asked supporters to court arrest April 12 under a 'Jail Bharo Andolan' after the government turned down two of his demands on the anti-graft Lokpal Bill. 

Hazare's announcement came after Human Resource Development Minister Kapil Sibal said two demands of the activists could not be met. These are notification on an anti-corruption panel and for electing former chief justice of India Justice J.S. Verma or former Supreme Court judge Justice Santosh Hegde as chairman of the committee.

Looking determined, Hazare said: "I have made a decision and appeal to you that April 12 will be Jail Bharo Andolan. How can they refuse the people's appeal?

"These people (politicians) who have turned us down will come tomorrow asking for votes and say 'give us a chance to serve you'. When the people are giving you the chance to serve, for the country's good, they turn you down. So people will go to jail to teach them a lesson," he added amid thunderous applause from the ever growing crowd of supporters.

The 72-year-old Gandhian said he would not eat till the government gave a role to civil society in drafting a stringent Lokpal Bill.

Amid the growing sea of supporters which included doctors, lawyers, teachers, students, homemakers, Friday saw actor Anupam Kher and Pritish Nandy sitting at Jantar Mantar in support of the movement.

"I want to thank all the youngsters, the school children, who have come to support this movement," Hazare said.

    I fully agree with Mr Shahanawaz K. Its the corruption that drives millions of professionals out of India and create a huge brain drain, both in terms of resource and productivity.
    Let us have a transparent government and all government services must be time bound and with a correct price tag for Government treasury only. If there is any delay by any department in providing information, there should be a penalty to the person in charge of that service, deductable from his personal salary.

    Let us have a strong social security scheme for Indians and let us maintain our professionals for the country.

    Create strong infrastructure for growth in Healthcare sector, Industry, Scientific areas, Aviation and Technology.
    We dont want any government that is corrupt. Lets support Anna and make our country corruption free for our kids to get a better tomorrow.
    Join the movement and give freedom to Indians. Because Independence is a political language but Freedom is a social language. Independence does not give you financial freedom, But Freedom brings Financial Freedom.

    If revolution is sweeping the middle east why not India , the evil of corruption which is setup both BJP/ congress. Corruption should be rooted out of india, so should be corrupt people who vote for them.

    Dear Nagesh Nayak,why not the opposition party,BJP is not supporting Anna Hazare.Why not Sushma Akka is not commentin on it.We already got the reply from Sonia who is supporting it.The bill is a big bone which cannnot be swallowed for the BJP too.

    The govt doesnt have any moral right to continue in power. Its a govt of the people, by the people and for the people. They are not our masters and we are their masters. Lets all together bring down this government. We dont need any one to bully on us. This movement should be like the Quit India movement, now led by Gandhian Anna Hazare. The govt is nothing but a group of elected representatives. Every time they are hiking their wages, their perks, their constituency funds just to make billions out of tax payers money. We dont need a govt that doesnt bow down to the mass will. Its nothing but dictatorship. Now along with lets start a mass movement and mass referrundum of amending our constitution. This is nothing a caste based, ideology based or politically motivated movement, its a movement for change, its movement for corruption free better nation...The so called masters are corrupt and looting rather selling our nation for selfish means. Whats so called clean Sonia, Rahul and Priyanka Gandhis are doing????? If Sonia is most powerful women in India according Forbes report, why cant she use her office and influence on PM to come out and enact a lokpal bill which calls for corrupt free and transperancy in all fields... If the govt doesnt wish now, thats clear that they dont wish to come under the scanner of civil society. Let the movement spread and gain movement in every part of India and lets all throw this govt out and elect some one who can give us this bill.

    The stalemate on the issue of Janalokpal Bill introduction will bring chaos and unrest in India for certain the way the movement getting momentum.No politicians or officials do like to write punishment in thier hand which is said to be a major hurdle in bringing peace between the party and Govt.

    UPA must look in to the 'weather condition'of the issue and the better it solves early or face the unprecedent demos/Jail bharo/Rasta rocko/fast un to death in days to come.

    something fishy with the central government. What is the hitch in accepting Hazare's demand if the govt. is clean?. These politicians just want to swallow tax payers money. The taxes in these days have skyrocketed. If the corruption increased in the same fashion, then definitely poor cannot survive. Rich is getting richer and poor will get even poorer by this. Folks please support these movement. If not now, then never.

    If government is admanet it is it's head ache.This is a 2nd JP movement by the citizens and pride of 2nd freedom struggle.Government may think of curbing peoples rights just like emegency clamped in 1975 and we should be ready to face any eventuality by supporting Anna Hazare the Gandhi of modern times.Demand is Anti gfaft Bill, nothing less nothing more.Jai Hind.

    It is obivious that the ruling party and political leaders are having nightmare on the proposal to appoint former chief justice of India J.S. Verma or former Supreme Court judge Justice Santosh Hegde as chairman of the panel Justice Hegde in particular after his courageous conduct as a Lokayukta of Karnataka. This Jan Lokpal movement by Sri Anna Hazare is like a second freedom fight which need every Indian’s support. Our political leadership and their conduct reached to the ultimate limit in corrupt practices and robbing the nation. We Indian’s must change it by contributing by suporting direct or indirect means.     Ist time in history people of India are in one side and all politicians are on the other side! Today corruption is our character, habbit and part of daily life. Can lokpal change all these?
    "Indians are poor but india is not a poor country" says one of the swiss bank directors. He says that 280 lac crores of indian money is deposited in swiss banks. It can be used for "taxless" budget for 30 years. It can give 60 crore jobs to all Indians from any village to Delhi 4 lane roads. Forever free power supply to more than 500 social projects. Eevery citizen can get monthly 2000/= for 60 years. No need of world bank and I.M.F. loan.
    Just think how our money is blocked by rich POLITICIANS.
    May Anna Hazare get success in his mission. Jai Hind.

    I had been to the Freedom Park in Bangalore yesterday to suport the Anti Corruption movement. I met and spoke to our legendary Master Heeranayya, Mr. Richard Louis, Prof. Govinda. They were extremely sharp on Corruption with their wit.

    But could not locate any Bishops, priests, nuns, swamijis and Mullas in support of the Anti corruption movement. Where are they now?

    Why so called civilized and cultured people of Coastal Districts do not write comments here?

    Though a pious man personally, Gandhiji committed several mistakes in his political life. The greatest one is the ion of Nehru as the Prime Minister of India. His family is the root cause of corruption and other evils in this country.

    If Sardar Patel was the first Prime Minister, the destiny of this country would have changed.

    Patel united the entire country. Nehru put his hand in Kashmir and it still remains a problematic issue.
