Victory for Democracy: Hazare to End Fast on Apr 9 as Govt Relents

New Delhi, Apr 8 (IANS): Four days after he launched a fast here that caught the imagination of India, iconic Gandhian leader Anna Hazare Friday night declared "victory" in the campaign for a stringent Lokpal Bill to battle corruption and said he will end his hunger strike Saturday morning.

As tens of thousands gathered at the protest venue in the heart of the city singing and shouting slogans, creating a carnival like atmosphere, the soldier-turned-activist from rural Maharashtra told journalists and cheering supporters that the "people of India have won".

"From the way the government has accepted (our demands), the people of India have won," the visibly pleased 72-year-old said, the roar of men and women almost drowning the electrifying announcement.

"The government is ready, so I am ready," he said, adding that his own protest would end only when the government announced a 10-member team that would draft the Lokpal Bill that has been left hanging since 1969.

The panel would have five members each from the government and the civil society. It would include Hazare as well as Santosh Hegde, Shanti Bhushan, who would be the co-chairman, Arvind Kejriwal and Prashant Bhushan.

Shanti Bhushan, a lawyer of repute, climbed on to the stage where Hazare was seated and announced to wild cheers: "Today, the government has had to bend."

He called the moment "the biggest victory of the people after 1977" when the Indira Gandhi-led Congress was voted out of power after the dark days of Emergency.

He said after being intransigent for more than three days, the government had agreed to issue a notification on a joint panel that would draft the Lokpal Bill, accepted all five names from the civil society proposed by Hazare and have it passed in the upcoming monsoon session of parliament.

Human Resources Development Minister Kapil Sibal, who talked to Hazare's aides, announced separately: "This is a happy day for us. It is a victory for democracy."

Friday night's development followed four action-packed days when Hazare's fast ignited an unprecedented mass movement all over the country that drew people from all walks of life -- from the young to the elderly, from rural folks to urban dwellers, from traders to businessmen, and from students to Bollywood.

Hazare was determined to have a stringent Lokpal Bill that could probe corruption in high places including the prime minister, ministers and MPs.

The bill had been pending since it was first introduced in the Lok Sabha in 1969 but could never get past the Rajya Sabha, the upper house, despite being introduced on nine occasions, the last time in 2008.

With assembly elections underway in five states, the Congress-led United Progressive Alliance (UPA) initially took a tough stand against Hazare but relented as it saw the protest spread rapidly to all parts of India, with scores going on solidarity fast in town after town.

Concerned over the groundswell of protests, Prime Minister Manmohan Singh Friday stepped in to attempt a breakthrough in the stand-off with anti-corruption crusaders.

He held back-to-back meetings with his ministers and Congress leaders including party president Sonia Gandhi, apart from calling on President Pratibha Patil. There were worries that Hazare's 'jail bharo' campaign from April 13 could worsen the situation.

His intervention was necessitated after Sibal's talks with Swami Agnivesh and Arvind Kejriwal failed.

Amid the continuing deadlock, Hazare refused to relent. He also made it clear that if there were shortcomings in the government draft, he wouldn't break the fast.

In the meantime, support for Hazare swelled. From Delhi to Mumbai and from Kerala to West Bengal, thousands took to the streets hailing a man they likened to a modern day Mahatma.

Sensing the public mood, the Rashtriya Swayamsevak Sangh extended support to Hazare. The thousands at the Jantar Mantar protest venue went wild when Delhi Metro chief E. Sreedharan pledged his support to Hazare.

"We will not bow before the government. The massive support we have got from people has made the government realize the importance of the bill and soon they will accept the demand," Hazare thundered earlier Friday.

Bollywood actor Anupam Kher declared Friday night: "It is a victory for billions in India and even abroad. If cricket can bring India together, so can the battle against corruption."

    Its a victory for democracy. However, its only the beginning. Now action need to be followed and goals to be achieved, which is a great challenge in front of the country. Anna has showed the way, the action needs to be focussed, demonstrated and implemented at every level of our administration, so that none of our Professionals are thrown out of the country for a mere hand to mouth meal. Let there be a policy that every individual professional be guaranteed a dignified living in his own country.

    Let outside countries bid for our professionals and not give our professionals for free. Let the government create a strong infrastructure for higher education, which is currently affordable to a small section of the society. Let there be huge infrastructure development in Educational sector, Healthcare technologies, Avionics, High end Industries backed by strong Research and Development Hubs.

    My dear people, the movement has just began, need to see the action, which will only bring results. Indians will celebrate Victory only when the desired results are achieved and each and every citizen will have a dignified living with all required amenities.

    Between the last NDA government and the current UPA government, we have probably experienced a continuity of the most intense degree of corruption that this country has ever witnessed. The outcome of the ‘Anna Hazare’ phenomenon allows the ruling Congress to appear gracious (by bending to Anna Hazar’s will) and the BJP to appear pious (by cozying up to the Anna Hazare initiative) and a full spectrum of NGO and ‘civil society’ worthies to appear, as always, even holier than they already are.

    If you all think corruption at the helm of affairs will be reduced by this bill, I have my own doubts on it. I appreciate the movement of Sri Hazare. however, they conceded to the Govt by agreeing for a Minister in the Govt to chair the 10 member committee. What is the gusrantee that Govt wont buy the members from civil society (except perhaps Anna himself) in the team to favor them? Ideal team would have been 5 from Society, 2 from opposition 3 from Govt and chairman from Society. Corruption is so deeply rooted, I think something more need to be done by people at large. This should only be a begining. "prevention is better than cure". We need something to prevent corruption permanantly like filling the gaps in constitutional and civil laws which gives way for corruption.

    Please check in Mangalore Corporation, Revenue department, R.T.O., Forest Department, the Block Development Offices and the Police departments.
    Every Taluk offices, town municipalities and village panchayats without feeding files will not move.

    How the flats are becoming costly? Without bribing electricity department, corporation and registration office can anybody get license?

    Can anybody get your house plan passed from the corporation without bribing?
    Even some news papers, some TV channels are trapping the people for money.
    The engineering colleges are asking exorbitant money from where the parents bring this much money?
    The medical colleges are far from the reach of the ordinary people.
    The KSRTC bus conductor is working for himself.
    The KSRTC stores department is hungry for selling spare parts to the public in half rate.
    The social evil such as dowry is taking heavy toll, crazy for corruption.
    Action is required and enough voice has been raised now and then without any results. Need of the hour is peoples power to check in whoever takes corruption hand over to Dr. Hegde. Can we do? (If our own are indulged in how to handover to Dr. Hegde?)
    Everybody wanted to accomplish their job by hook or crook without any efforts.

    I HAVE NOT TAKEN CORRUPTION IN MY LIFE.
    No commentator has written that he has not taken corruption in their life time and they have only supported the cause that's all.

    I join thousands of people from all over India in singing the chorus JAI HAZARE. This great man of simple habits has won a victory not for himself but for EVERY HONEST CITIZEN of India.

    Who would imagine that this ANNA WHO fought the Indo Pak war has come back to the limelight with his innovative idea to fight for CORRUPTION which is presently rampant in India.

    Again it IS Anna who built the Ralegoan Siddi village and made it into a model township. For ALL THE GOOD WORK DONE BY HIM HE WON THE PADMA BHUSHAN. Hence one can be sure that Hazare will fully ute his plan of action.

    There may be doubts lurking in the minds of the people whether The LOK PAL BILL will be given effect to. With the support of people like Santosh Hegde there should be a happy ending and a fruitful beginning of GOOD GOVERNANCE.

    Hazare has well begun and it is for the peace loving people of India to support the great cause Hazare stands for. Hazare has won a moral victory not for himself but for the Nation.

    Mr Hazare must make sure that there exists a " FAST TRACK PEOPLES COURT" headed by an Ombudsmen in the Lok Pal Bill to investigate and prosecute all political men including Ministers and bureaucrats(except the President of India) suspected corruption and bribery. If need be India's constitution must be amended to facilitate this.
