Colossal Illegal Mining in State Worth Rs 150 bn: SC Panel

New Delhi/Bangalore, Apr 15 (IANS): In a damning indictment of affairs in Karnataka, a Supreme Court-appointed panel said Friday that illegal mining in the state was on "a colossal scale" and could be worth over Rs.150 billion (Rs.15,245 crore).

Extensive illegal mining in several states such as Haryana, Rajasthan, Uttar Pradesh, Madhya Pradesh, Chhattisgarh and Orissa "pale into insignificance when compared to the illegal mining on colossal scale that has taken place in the state of Karnataka, particularly in district Bellary", the panel said.

Bellary, a mineral rich district, is about 300 km from Bangalore and borders Andhra Pradesh.

The panel - the Central Empowered Committee - appointed following a petition by a Karnataka-based non-governmental organization, submitted a five-volume report on the illegal mining to the apex court in New Delhi Friday.

The CEC said illegal mining was on "with the active connivance of the officials of the concerned departments and also the public representatives".

The court's forest bench comprising Chief Justice S.H. Kapadia, Justice Aftab Alam and Justice K.S. Panicker Radahakrishnan issued notice to the Karnataka government for its response to the CEC report.

They fixed April 21 for further hearing as amicus curiae Harish Salve wanted an early hearing so that an interim order could be passed to contain the massive illegal mining.

Pointing to the "massive scale" of illegal mining on in Karnataka, the CEC said in its report that in monetary terms it comes to a whopping Rs.15,245 crore.

It referred to a December 2008 report of Karnataka Lokayukta (ombudsman) on illegal mining and said "unfortunately, hardly any perceptible follow up action and corrective actions were taken on his (ombudsman) findings.

"Meanwhile, the mining leases, continued. Out of 99 cases involving illegal mining, the survey and demarcation of only seven leases have so far been completed. The illegal mining not only continued, but in fact, increased manifold," the report said.

"The forest cover in mining leases illegally granted in Ramghad Forest blocks (in Bellary) and other forest blocks as seen from satellite imageries have been wiped out.

"In spite of a firm stand taken by the forest department, mining leases illegally granted were allowed to be continued and iron ore worth hundreds of crores of rupees has been extracted.

"Illegal mining on a massive scale took place particularly during 2009-2010 even after the filing of the report by the Lokayukta. The connivance of the concerned officials is glaring. The satellite imagery vividly bring of the extent of illegal mining which perhaps runs into thousands of crores of rupees.''

The CEC noted that Karnataka Chief Minister B. S. Yeddyurappa had himself stated in the assembly that out of 77.53 million tonnes of ore exported from the state between 2003-04 to 2009-2010 over 30 million tonnes was illegal and without valid permits. Of these illegal exports, over seven million tonnes was exported in 2009-10 alone.

It also pointed out that out of 800,000 tonnes of iron ore seized on March 18, 2010 from Belikeri Port (in Uttara Kannada district, about 520 km from Bangalore) 600,000 tonnes was found missing within two-and-a-half months of the seizure.

The CEC was critical of the present government for taking more than two-and-half years for "even seeking legal opinion'' on the Lokayukta's December 2008 report on illegal mining.

"This is simply not acceptable and indicates the extent to which the rot has set in and the vested interest(s) have a hold on the government,'' it said.

"A number of mines are operating in areas adjoining the disputed inter-State boundary (between Karnataka and Andhra Pradesh. Bellary borders Andhra Pradesh). To curb illegal mining and transportation and disputes, it is imperative that the inter-State boundary is determined and laid on the ground immediately,'' the CEC report said.

The damning indictment of successive state governments in the state came as a well a well-known freedom fighter in Karnataka, H.S. Doreswamy filed a petition in the high court in Bangalore for a probe by a central agency into illegal mining in the state.

Doreswamy, 91, said in his public suit that the state government has failed to stop illegal mining and a probe by a central agency like the Central Bureau of Investigation (CBI) was necessary to bring out the truth.

    Who says there is illegal mining. CM Yeddy d on the floor of the house, there is no illegal mining going on in Karnataka. Well, he might have said so, because of the crores he is getting in his trust, looting the state. But, where is RSS? Why it is silent? It goes beyond doubt that the idealogy of BJP itself is corrupted and beyond repair.

    @Jash/Mangalore I understand your frusteration.Between 2003 to 2011 major portion of the tennure in the helm of affairs are under 'BRASTRA JAATIA PARTY'(BJP).Party with difference is .........!?All most 75% cabinet ministers either indicted for corruption or waiting for indiction.Congress Party's PAADA Yathra brought fruits and it's stand vindicated on the issue of illeagal mining and corruptions. VERTUALLY STATE SPONSORED LOOT MAAR,undermining constitution ,rule of land and all good prededence!!!!!!There should be CBI enquiry to know who are the beneficiaries....Central BJP Bigwigs,State BJP Command,source used for OPERATION KAMALA.....ect ect need to know by 6 crores plus citizens of Karanataka.Yet BJP leadership with out shame remained as BUSSINESS AS USUAL!

    Boss,I don't mind if Govt going to arrest Dharm Singh,LAADUS,ANAND SINGH,REDDY BROTHERS,RAMULOOOO........Kindly spare a minute what I wrote.

    I dare BJP to take action against Reddy’s because I am sure out of Rs. 150 billion atleast 25 billion has gone to Gadkari and Sushma.
    The day action is taken against Reddy – Yeddy looses his government.

    Then the illegal mining people
    including the Reddy Brothers should
    be asked to pay the entire amount
    they looted,so also Dharam Singh
    and others.This time neither Sushma
    Swaraj nor Nitin Ghadkari can save
    Reddy Brothers.

    Ratan Tata had rightly said a couple of days back that "It is difficult to do honest business in India". The Times of INdia has said that we have ore for another 20 years only. Our leaders, State Government employees have ripped the mother earth. On one side Reddy family raped the mother nature and other side they gifted Rs. 42 Crore to a temple with that illgotten wealth. It is like wiping medicine to a severe wound. We have not seen god and we respect him so much but what about god's creation "Human and Nature", we abuse Human and destroy nature in the name of development. In 63 years our leaders have done nothing. Our leaders are much much worse than the British Rulers. It was rightly said by Churchill that our country will be ruled by Thieves and criminals. We have to fight another independence in this country that too against our Corrupted leaders. Our fight against british was suppression of our freedom but now our fight against our leaders is not only suppression of our freedom but also corruption. Our voters are bad who will sell their vote for Rs. 500 to 1000 and liquor. Hence it is just not Illegal mining but even the democractic system has become illegal including voting.We have to look for another Mahatma Gandhi to fight our corrupted leaders and govt. servants. Anna Hazare is doing a good job but thereafter.

    ismail you are free to comment. but the people like you lanclet, lydia kadri,nagesh maamu and many more are responsible why is india more corrupt. people in india blindly support the political parties. even though yeddy is not completely clean he has checked the reddy's from looting karnatakas wealth. you want the answer i will explain. reddys started the mining bussiness around 1998 and by 2004 they were nearly 40000 crores rich. what was the congress party the most corrupt doing while they are ruling this period doing. and the real fact is reddys made most of money using the most corrrupt ysr who belongs to congress. wake up the minority fundamentalists ypu people are no different than bd or the likes.

Who gives the permission to mine,its the government, Supreme court gives the verdict to lift the mining ban, and later gives figures of corruption. for The common man its news to read to better their language skills.     What is next Mr Yeddy,CM of Karanataka.CEC's finding is'active connivance of officials of concerned department and public representatives'illeagal mining did take place!

    Who are the public representative and who are the district officials?Arrest them place behind the bar.Be they Reddy brothers(OMC also indicted)or LAADUs of Cong or whoever may be.But you have no moral right to show the finger 2them because of your own corruptions and nepotism.

    After CEC's finding Reddys should be sacked and arrested like RAJAS of DMK.If law applies to all then there is no chgance of Reddys remaining in Cabinet of Yeddy.

    Now is the time for not speculation but to nab all top officials of concerned department who were hand in glove with thieves.BJP HIGHEST COMMAND(bcoz there is no working high command for BJP under present circumstances other than YeddY!)need to asses the damage already inflicted to BJP by Reddys and Yeddy and act acoordingly.But for sure Yeddy or Reddys will not reliquish their chair unless some one 'missplce thier ministrial chair'!Time is running out for BJP leadership to look in to the matter very seriously and to minimise the dent which BJP nurtured for quite long time.Iswarappa,BJP state chief may say now 'let the FIR come to the court then we will act'No shame/fear and disregard to rule of land are main cuase of present plight the politicians.Finally every one involved in this criminal activities should B brought to book and this should be a lesson2concerned.
