New Delhi: Did Not Find Grounds to Impose Guv's Rule in Karnataka - Chidambaram

New Delhi, May 23 (IANS)
The government did not find any grounds to impose president's rule in Karnataka, Home Minister P. Chidambaram said here Monday, adding that there was "no question" of recalling the governor, H.R. Bhardwaj, as has been demanded by the state's ruling Bharatiya Janata Party.

"We are mindful of the legal position. The power to impose president's rule is a very restricted power. And we think that the facts placed before CCPA (Cabinet Committee on Political Affairs) did not enable us to reach conclusion that the condition of (article) 356 (of the constitution) are attracted," Chidambaram told reporters here.

The CCPA on Sunday rejected Bhardwaj's report recommending president's rule in the state.

The government was also "mindful" of a Supreme Court decision on the issue, Chidambaram said.

Bhardwaj had recommended president's rule in the wake of the Supreme Court ruling reversing the Karnataka High Court's decision of disqualifying 11 BJP rebel legislators and five Independents ahead of a trust vote in the assembly last October.

The BJP, earlier this month, paraded its 114 Karanataka legislators before President Pratibha Patil in a bid to prove its majority in the state assembly. The party also gave letters of support of some more legislators.

The BJP has, including the 11 rebels-turned-loyalists, 120 members in the 225-member assembly.

Chidambaram added that there was no question of removing Bhardwaj from his post.

"There is no question of recalling the governor. The governor performed his duty. And we took our decision," he said.

    BJP govt in Karnataka?Centre's action stemed from theory of let Yeddy/BJP will fall down from it's own wieght!Yeddy did not rule Karanataka in the past three years with peace and trenquality due to his own partyman's balckmail.Let us hope for best in remaining two years.

    Chidu is pretending or giving a picture that central was fair in its dealings.The reason for discarding Governor request was simply Central didnt wanted to drag another problem on its head as they themself are surrounded by enough issues and morever acceptance would have benefitted BJP and could have posed law and order problem for chidu which he may be not confident to handle. Supreme court verdict clearly indicates Yeddy had no majority 6 months back and still i insist yeddy must resign.yeddy now will use crores crores in bribes to consolidate himself.

    Presidents rule would have created more headaches to Chidu for controlling BJP revolt. Morever Central is not in a position to put president rule as they themselves are involved in so many controversies. Since Yeddy ruled our state without majority for last months this was a very very strong reason to sack this government or least of all to sack this cm and speaker. Both did not happen. Buying of MLAS is happening in the open bazar. Chidu is fooling himself by making such statements. Chidu does not command the old charisma and one can recall he himself was a minister in BJP lead government when congress was out of power and was in trouble!

    More than finding any grounds to dismiss Karnataka Govt its evident that centers this decision was after forseeing the political turnouts in Karnataka, that too if BJP suceeds to encash public sympathy in Karnataka even this time it it might take a far future for congress to build back the innings. If you see it pollitically right & obvious decision by the center. All's fair for survival in politics. Dont expect much of ethics or rights or wrongs.

    Expected reply from Congress..Guys in Central are not fools to impose Presidents rule in Karnataka..That means giving clear majority to BJP in next election..Guys, as Mr Nagesh Nayak said, the conspiracy will start, but not by Congress or JDS.     The central government has decided not to impose the president rule even though the governor recommended it. The present situation created by BJP itself and once again it may repeat and central government is waiting for it. Since October 2010 how many times Yedyurappa visited BJP high command in New Delhi along with his MLA’s to convince them not to remove from his seat.
    The people of Karnataka elected BJP to rule for 5 years. But his own party MLA’s against him and created the present situation. Blaming Congress, JDS or governor is no use. There are plenty of corruption allegations against the chief minister and there is no proper investigation to check whether these allegations are true or false. Why can’t high command change the leadership and rule the state as per the people’s mandate without giving the opportunity for the opposition to waste their time/money in allegations and counter allegations

Again if so then why not Guv should be issued SHOW CAUSE NOTICE.Between the lines something is hidden which should be brought to the notice of concerned and public of Karnataka.

    Today there is majority for BJP Govt in assembly to impose president rule, but as per supreme courts verdicts on disqualified MLAs and we can come to conclusion that state BJP Govt ran for 8 months (October - May) without majority.

    When the first Communist government of Kerala came into power under the leadership of
    late E.M.S. Namboothiripad in 1957,
    the law and order situation of
    Kerala was terribly damaged. When
    the government tried to nationalize
    the educational instituations mainly
    owned by the Hindus and Christians,
    a popular revolt under the great leadership of Sri. Mannathu Bhatbhanaphan (great Hindu leader
    respected by all religions) was started
    (Vimochana samaram) to topple the
    government. Mrs. Indira Gandhi
    was delegated from Delhi to study
    the situation, and her journey
    was blocked by the Government inside Kerala and
    finally, upon her solid suggestion to Mr. Nehru, the government was
    dismissed.

    Some states in India, after passing certain laws, with the
    okay from the local Governor,
    forwarded the law to be signed by
    the President. But the President
    of India has refused such attempts
    from the States many times.

    If the Central government took the
    action to dismiss the Karnataka
    government honouring the request of the Governor, it might have turned a national revolt led by
    the BJP, bringing the whole nation
    into certain disorder.

    It is very true that the political
    situation of Karnataka is not
    smooth at all, but simply turned
    as a scene like a hot pre-election
    campaign, and the ordinary people
    are suffering too much every day.
