An OEM charger of any phone will never leak electricity more than 12 volts. Companies go to great lengths to make sure their products are electrically isolated from the mains voltage under any circumstances. This must be some cheap replacement charger.

As per IS standards anything above 30milliamps is sufficient to kill a person. Chargers have 2000milliamps currents and mouth is a very conductive place closer to the brain. DC has no zero crossing so it is anytime dangerous

I dont understand what kind of mobile charger it is. A typical mobile charger carries a DC current of not more than 10 volt.

Due to cost cutting and to reduce the weight of charger, transformer are taken out from now a days chargers. Transformer is the main part isolating mains supply (Primary Voltage 220)to secondary supply 5V). The low voltage is purified(Converted to DC3.5~5V DC) to make suitable to use for charging the phone which is safest way/practice. The transformer is the main part protect the electric shock in secondary side. Unfortunately flimsy semiconductors are used in the place of transformer which are the high risky component to pass the primary voltage to secondary, thus causing burst of mobile while charging or electrocution.

Very true; many local generic chargers may not be even having any safety mechanism in case of sudden power surge or shorting leading to full supply from the input point! Moreover, this place, due to third-grade power utility company, often gets high voltage fluctuations anytime, due to which many equipments/appliances conk off in absence of a voltage stabilizer; unlike places like Mumbai!!

Looks like they were using a cheap generic charger, which are very notorious for causing mishaps!!

RIP! Very unfortunate and tragic incident; empathize with the family members!! BTW; something is missing here as the output voltage of a normal mobile charger (~5V DC) should not be enough to kill a baby!!

First understand how anybody, even a baby, can die from coming into contact with the output of a normal mobile charger unless it was delivering unaltered live voltage from the supply or because of some natural event like lightning which led to a sudden surge in power output!!
