Why the driver and the bus be held responsible for cows wandering on the highways during night hours ? Off course, the owners shall be held liable and be penalised for such.

This actually is a scam going around in many highways where they purposely leave their animals on road and when someone hits it, they call all locals and harass the drivers to get money from this. Put the owner in a shed along with the cattle for few days

I don't blame the bus driver . First of all why are cows left in streets its very dangerous . Next its a black cow . Is at once visible. Sure the bus driver will not get control if the cow has come sudden .

Stray Cattle within City limits and outskirts is very dangerous and life threatening to motorists. Wonder why none of the Hindu organizations takes care of these stray cattle.
