Safety harness now mandatory for children on two-wheelers in Karnataka

Bengaluru, Nov 8: With the rising number of two-wheeler accidents across the state, the government and transport department have intensified efforts to enhance road safety measures. In a significant move, the transport department has announced strict action against two-wheeler riders carrying children below the age of four without a proper safety harness.

As per the new directive, riders found transporting young children without securing them with a safety belt will be fined Rs 1,000, and a case will be registered against them. Additional commissioner of the transport department, Mallikarjun, emphasized that under the Central Motor Vehicles Act, 2019, it is mandatory for children riding on two-wheelers to be equipped with a safety harness. To ensure compliance, awareness campaigns have been launched across district centers and Regional Transport Offices (RTOs).

Although this regulation was previously outlined, it was not enforced effectively. However, a recent Public Interest Litigation (PIL) in the high court prompted the central government to urge all states to implement the rule rigorously.

Both the police and transport authorities are tasked with monitoring and enforcing this safety measure. Officials also urge parents to exercise caution while riding with children, particularly when braking on slopes or navigating potholes, as sudden movements could cause children to fall and risk serious injury or being struck by following vehicles. The mandate for safety harnesses aims to mitigate such risks and protect young passengers.

    Once more the Karnataka govt. proves that scientific planning is out of their reach . Look at several flyovers built at the cost of crores of rupees to ease traffic only in one direction. Take a look at the Santekatte (Udipi) project. In a two wheeler accident mostly one passenger gets hurt or even dies and the pillion rider gets thrown away and survives. The new rule is a recipe for the child to be dragged into the grave along with the parent/guardian.

    Which developed nation has two wheeler density as much as our country? Secondly all developed nations do make it mandatory that children are not taken in two-wheelers, else they will lose their license and pay a hefty fee, unlike our country where getting a license is easy and top it we have the most rash drivers.

    I think this is an absolutely foolish idea, havent seen this contraption being made mandatory in developed nations. in the event of an accident both the rider and the child will bear the brunt of the impact, not that the absence of the harness would save the kid. 2 wheelers are in itself a circus ride, having to balance more than one, plus a kid is worse, specially on INDIAN roads and traffic conditions, where might is right and the bigger vehicle is the safer.

    Family 3 or more can purchase a scooter where another seat is attached at the side like a small boat shape. You and your wife can sit on the scooter and children can be dumped on the side seat.

    The above appears to be dangerous, than safe, kid has been wrapped to drivers body, imagine what will happen if some one the rider or another vehicle looses Control , what will happen to scooter rider along with the kid that wrapped around to the body. , looks like transporting a Commodity, First of all children of this age should not be taken on 2 wheelers.

    A very good idea.We can all see from the picture mother is confident about her child and see that the child is safe.Safety cones first. The person who designed this belt should also deserve credit.Our children is the future.

    Glad to know finally the RTA came up with a law that benefits small children! Now please contract a quality controlled manufacturer for such safety belts or else people will tie their children with a lungi! Not implementing any law is a RTA and Police deficiency RTA should also penalize 3 to 4 people riding on a single motorcycle or a Scooty. People are well aware that the RTA personnel work from 10am to 5pm, and therefore the local irresponsible citizens flaunt all the laws enforced for their benefit.
