Bangalore: Deletion of 10 Lac Bogus Job Cards Saves Rs 3.73 Crore

Bangalore, Jan 17: Deletion of as many as 10 lac bogus job cards and stricter implementation of the guidelines in impelementation of the Mahatma Gandhi National Rural Emplpoyee Guarantee Act (MNREGA) in all the Legislative Assembly Constituencies of Karnataka has helped in a saving of Rs 3.73 crore.

The IndiaGoverns Research Institute, in its report submitted to the State Government said, a sum of Rs 12.84 crore was the average amount spent in rural assembly segments in 2009-10 and it declined to Rs 9.11 crore in 2010-11 under the job scheme, thereby ensuring a savings of at least Rs 3.73 crore.

The Karnataka Rural Development and Panchayat Raj Minister Jagadish Shettar, who spoke to reporters in Banagalore on Tuesday, said the Department eliminated over 10 lac bogus job cards issued to families in rural parts of the State after close scrutiny by gram panchayat officials.

The number of cards issued declined from 62 lac in 2009-2010 to 52 lac in 2010-11.

Further, the State Government suspended and booked cases against several officials on charges of fraud in the purchase and distribution of materials under the MNREGA.

In fact, seven executive officers were suspended in Mandya district alone for indulging in irregularities during the last six months, the minister said.

Availability of higher paying jobs in other industries, plantations in the malnad region and the lack of awareness among rural poor had a telling impact on the execution of the scheme aimed at providing work for 100 days a year to each job seeker, he said.

Noting that the average assembly spending in Dakshina Kannada, Udupi and malnad districts was low on account of availability of work in other industries and low wages under the job scheme, Shettar there was no discrimination in the release of funds on party lines to Assembly constituencies.

The funds have been released to gram panchayats according to their demands and number of job cards issued.

A sum of Rs 251 crore had been spent in 2006-07, Rs 236 crore in 2007-08, Rs 357 crore in 2008-09, Rs 2216 crore in 2009-10, Rs 1860 crore in 2010-11 and Rs 1120 crore as on December 2011.

The department has set a target at Rs 2000 crore in 2011-12, Shettar added.

    In Mahatma Gandhi National Rural Emplpoyee Guarantee Act 2005(MNREGA) the job card issuing authority is gram panchyath officers means PDO/panchyath secretary. simple principle is one ration card one job card,10 lac bogus job cards means it is a great job done by the issuing authority.deletion of cards is not enough it is a temporary solution,Honorable minister find who is responsible for issuing bogus cards and take serious action against corrupt staff,this is the only way to control the system.

    Comptroller and Auditor General of India (CAG) is the auditing authority. Projects are executed with both central and state representatives' supervision. If a bureaucrat complains about a malfunction, he is immediately transferred.

    The politicians don't permit Lokpal Bill to come into force. Any small voice raised against a corrupt project is silenced by any means. Who will bell the cat ?

    Its not 3 lakh people but cards that made in the name of 3 lakh people who never existed ! All the cards will have record that a person by certain name attended work and his wages needs to be paid. The amount will be paid to these frauds who supervise works.

    The state boasts about receiving/releasing so many crores for rural development but we see progress not even 10% worth the released amount is because all the money is eaten by these ghosts !

    One Think i don't understand why only in Karnataka - 100 time id card and ration card is changing - why don't. Central or State can make smart card for all use. like other country.
    It should be one card for all the works,
    1. for Ration
    2. Voter ID
    3. Driving Lc
    4. National Id
    instead of 100 cards, why don't. u make one single card for all the works. why there is no Good Engg, Good technician, Good politician.
    instead of wasting million Rs. for grab vote better use for Smart card, there is lot of benifit is there.

    if Shettar can do this, imagine what will be the saving in the event Shobha Karandlaje is allowed to freely go ahead with her plans for eliminating bogus ration cards! Not just the money and foodgrains, there will be enormous saving even in the form of gas cylinders. The ever smiling CM should allow his few ministers who want to do some work rather than allow Yeddy chelas like Renukacharya to shoot off their mouths every now and then.

    who is responsible for this mess.Govt employees are so corrupt in karnataka and govt is not doing anything.In pretex of bogus cards thousands of genuine cards are also cancelled.If govt is serious they must appoint the new lokayukta.

    We all know about what ration government providing , We have largest agriculture based economy.What use ? Worst quality food products poor & average class people receive , If our ministers find time instead of visiting USA ,just one time visit Kuwait , here in ration Citizens receive basmathi rice , Good quality milk powders , Oil & first of the month ..& here is oil based economy !!!!
