Concession not withdrawn, clarifies Tulu Bhavan

Mangaluru, May 21: The Karnataka Tulu Sahitya Academy has clarified that no concession has been withdrawn for the use of the auditorium at Tulu Bhavan in Mangaluru. Academy president Taranath Gatti Kapikad said in a release that private organisations conducting programmes related to Tulu language, literature, and culture are still being offered the auditorium at a 50% concessional rate. Additionally, those hosting Yakshagana and drama performances are being given the hall at an even higher concession.

Programmes organised in collaboration with the academy are provided the auditorium free of cost. However, full rent is charged only for private events not related to literature and culture.

The president also clarified that issuing certificates related to examinations conducted by any organisation does not fall under the purview of the academy. The academy is not an examining authority. Certificates are only issued to participants attending training camps, workshops, or seminars conducted directly by the academy or in collaboration with other organisations.

The Tulu Mother Tongue Certificate (Tulu quota Certificate) is issued by the tahsildar of the respective taluk where the student resides. This certificate is issued across all taluks and falls under the jurisdiction of the taluk magistrates. No academy in Karnataka is an authorised body to issue language certificates to students.

To provide clarity to students and parents, a sample application form for the language certificate has been posted on the notice board of the Tulu Academy. Students can apply for the mother tongue certificate in the same way they apply for caste or income certificates. Upon submission of the application with school documents to the tahsildar’s office, the language certificate is issued. In urgent cases, it is provided on the same day.

Taranath Gatti Kapikad stated that any mother tongue certificate issued by anyone other than the tahsildar holds no legal validity.

The clarification was deemed necessary, he said, because Mangaluru South MLA Vedavyas Kamath recently issued a misleading statement due to a lack of accurate information.
