New Delhi, Jun 28: In a bid to enhance road safety, the Ministry of Road Transport and Highways has proposed a new rule mandating two-wheeler manufacturer to provide two BIS-certified helmets at the time of vehicle purchase.
The draft notification, issued on June 23, seeks to amend the Central Motor Vehicle Rules, 1989. Once finalized, the rule will become mandatory three months after its publication in the official gazette. The new regulation aims to ensure safety for both riders and pillion passengers.

As per the proposal:
"The manufacturer of the two-wheeler shall supply two protective headgears conforming to Bureau of Indian Standards (BIS) at the time of vehicle purchase."
However, this rule will not apply to individuals exempted under Section 129 of the Motor Vehicles Act.
Additionally, the government has also proposed making Anti-lock Braking Systems (ABS) mandatory for all new L2-category two-wheelers — which include motorcycles and scooters with engine capacity above 50cc or speeds exceeding 50 km/h — from January 1, 2026. The ABS must comply with Indian Standard IS14664:2010 to reduce skidding risks during sudden braking.
The ministry is currently inviting feedback from the public and stakeholders. Comments and suggestions can be sent within 30 days to comments-morth@gov.in.
These proposals are part of the government’s continued efforts to curb road accidents and improve two-wheeler safety across India.
