New Delhi, Jul 5: The Department of Consumer Affairs and the Bureau of Indian Standards (BIS) have jointly urged citizens across the country to ensure they use only BIS-certified helmets, warning against the risks posed by uncertified and substandard products.
In an official statement, the department emphasized the importance of strict action against the manufacture and sale of non-BIS-compliant helmets, which continue to be widely available, especially at roadside stalls.
BIS reported conducting over 30 search-and-seizure operations in the past financial year to crack down on the misuse of the Standard Mark. A major operation in Delhi resulted in the seizure of more than 2,500 non-compliant helmets from nine manufacturers whose licenses had either expired or been cancelled.

As of June 2025, there are 176 manufacturers in India with valid BIS licenses for producing protective helmets, the department noted.
Despite these efforts, the widespread sale of uncertified helmets remains a serious safety hazard. The department stressed that many such helmets do not meet mandatory safety standards, increasing the risk of fatalities during road accidents.
With over 21 crore two-wheelers on Indian roads, ensuring rider safety is critical. Helmet use is mandatory under the Motor Vehicles Act, 1988, and certified helmets are a key line of defense in preventing head injuries and deaths.
Consumers have been advised to always check for the BIS certification mark before purchasing helmets and to report any suspicious products or sellers to the authorities.
