Varanasi, Sep 11: Reaffirming their shared vision for peace and prosperity in the Indian Ocean Region and the Global South, Prime Minister Narendra Modi and Mauritius Prime Minister Navinchandra Ramgoolam held delegation-level talks in Varanasi on Thursday. The two leaders comprehensively reviewed the Enhanced Strategic Partnership and identified new avenues of cooperation to drive mutual growth.
Welcoming Ramgoolam to his parliamentary constituency, PM Modi said India and Mauritius are “not just partners but a family,” adding that their “dreams and destiny are one.” He highlighted the historical and cultural ties that have bound the two nations for centuries.

Announcing a Special Economic Package for Mauritius, PM Modi said the initiative will strengthen infrastructure, create jobs and improve healthcare. The package includes support for an AYUSH Centre of Excellence, a 500-bed Sir Seewoosagur Ramgoolam National Hospital, a Veterinary School and Animal Hospital, as well as projects like the Chagos Marine Protected Area, a new ATC tower at SSR International Airport, and expansion of highways and ring roads.
Calling it an “investment in our shared future,” Modi noted that the first Jan Aushadhi Kendra outside India has already been set up in Mauritius. He also congratulated Ramgoolam and the people of Mauritius on the conclusion of the Chagos Agreement, describing it as a “historic victory for the sovereignty of Mauritius,” and reaffirmed India’s support for decolonisation.
Highlighting growing educational and technological ties, Modi announced agreements between IIT Madras, the Indian Institute of Plantation Management, and the University of Mauritius to boost research, education and innovation. He also said the two countries will work toward enabling trade in local currencies, following last year’s introduction of UPI and RuPay in Mauritius.
Underscoring India’s commitment to maritime security, Modi emphasised that a “free, open, secure, stable and prosperous Indian Ocean” is a shared priority. He assured continued support for strengthening the security and maritime capacity of Mauritius’ Exclusive Economic Zone, reiterating India’s role as a first responder and net security provider in the region.
