Saudi Arabia tightens tobacco rules to protect public health

Riyadh, Oct 10: Saudi Arabia has introduced comprehensive new regulations targeting tobacco sales, aiming to strengthen public health and ensure stricter control over the industry. The Ministry of Municipalities and Housing has banned tobacco shops within 500 meters of mosques and schools, and imposed detailed licensing, operational, packaging, and sales rules for all businesses dealing in tobacco products and accessories.

Under the new rules, all tobacco-selling establishments — including cigarette, shisha, and e-cigarette retailers — must secure a commercial license, comply with civil defense approvals, and meet municipal licensing requirements. Shops must operate within commercial buildings in urban areas, with a minimum floor space of 36 square meters, and follow location-specific regulations.

Retail outlets must also adhere to technical and architectural standards, such as storefront designs following urban codes, accessibility ramps, fire safety systems, and compliance with the Saudi Building Code for ventilation, lighting, and air conditioning. External signage is restricted to the business name, promotional materials are banned, and sidewalks cannot be used for business activities. CCTV systems, electronic payments, waste disposal, and hygiene measures are mandatory.

The regulations strictly prohibit sales to minors, repackaging, selling loose tobacco, using vending machines, or offering promotional incentives. Retailers must ensure all products meet Saudi Food and Drug Authority (SFDA) standards, display health warnings, and comply with approved sizes and packaging. For e-cigarettes, liquids must be sealed, and filling with tobacco is forbidden.

Local municipalities will enforce compliance, monitor licensing, impose penalties on violators, and require QR codes and warning signage in stores to educate consumers on the risks of smoking. The move reflects the Kingdom’s broader push to improve public health, urban commercial standards, and regulatory oversight across Saudi Arabia.
