Chennai, Nov 22: What began as a childhood moment of awe during the 26/11 Mumbai attacks has now become a remarkable success story. B Sivachandran, a 28-year-old from Nandanam, Chennai, and originally from Dharmapuri, secured an impressive All India Rank of 23 in the UPSC Civil Services Examination 2024 — and chose the Indian Police Service (IPS) over the IAS, despite easily qualifying for the top administrative post.
His decision was neither conventional nor expected, but rooted in purpose. As a schoolboy, he watched the bravery of commandos during the terror attacks, a moment that sparked a lifelong desire to serve in uniform. Years later, that spark turned into ambition, discipline and hard work.

A Chartered Accountant by qualification, Sivachandran completed his schooling at DAV Gopalapuram and went on to clear the CA exams before shifting his focus entirely to civil services. Beginning his UPSC preparation in 2018, he persevered through four unsuccessful attempts before cracking the exam in his fifth attempt — an achievement that stands as a testament to resilience.
His journey also reflects the growing impact of the Tamil Nadu government’s ‘Naan Mudhalvan’ scheme, which offers structured guidance to aspirants. Sivachandran was among 19 candidates from the programme who cleared UPSC CSE 2024, proving how timely support can change destinies.
Raised in a family rooted in service and professionalism — a father who is a Chartered Accountant, a mother who works as a financial advisor, and a brother serving in the Indian Army — Sivachandran found encouragement and discipline at home.
With the department of personnel and training's final allocation confirming his entry into the IPS, Sivachandran’s story is now inspiring aspirants across Tamil Nadu. It shows that success is not just about rank, but about choosing a path with purpose — and following it with conviction.
