New Delhi, Dec 6: Prime Minister Narendra Modi on Saturday outlined a vision of governance centered on public trust, self-reliance, and a decisive departure from colonial-era mindsets. Speaking at the Hindustan Times Leadership Summit 2025, he announced reforms aimed at reducing bureaucracy and empowering citizens.
Under the Jan Vishwas Bill provisions, self-attestation will now suffice for many official processes, and minor compliance violations will be decriminalised to ease the burden on ordinary people.

Highlighting financial inclusion, PM Modi noted that Rs 37 lakh crore has already been disbursed as guarantee-free loans to small vendors, hawkers, and economically weaker sections. “Even those demanding just Rs 1,000 are receiving loans without guarantees. This is governance that trusts its people,” he said.
On unclaimed funds, the Prime Minister revealed that Rs 78,000 crore remains idle in banks, Rs 14,000 crore with insurance companies, Rs 3,000 crore in mutual funds, and Rs 9,000 crore in dividends. Special district-level camps have been launched to help citizens reclaim their money, with thousands of crores already returned. “This is Modi searching for people to claim their hard-earned money,” he remarked, emphasizing the government’s commitment to restoring public faith.
PM Modi also issued a philosophical call to action, urging citizens to shed what he called the “Macaulay’s slavery mindset” by 2035. “I cannot do this without the support of the people of this country. We must not follow the footprints of others — we have to make our line bigger. Against all odds, we must march ahead,” he said.
His address combined economic measures with a broader message of national confidence, positioning trust between government and citizens as the cornerstone of India’s growth and progress. The Prime Minister stressed that governance should not only deliver development but also inspire a collective spirit to overcome inherited limitations and chart an independent path forward.
