New Delhi, Feb 19: OpenAI, the maker of ChatGPT, is set to expand its footprint in India with plans to open new offices in Bengaluru and Mumbai later this year, underlining the country’s growing importance as one of its largest and fastest-growing markets.
The upcoming offices will complement OpenAI’s existing presence in New Delhi, which was announced in August 2025 as the company’s first office in India.

The expansion is part of the company’s nationwide initiative, OpenAI for India, aimed at widening access to artificial intelligence, strengthening sovereign AI capabilities, and accelerating enterprise and workforce transformation across the country.
“India is already leading the way in AI adoption, and with its homegrown tech talent, optimism about what AI can do for the country, and strong government support, it is well placed to help shape its future and how democratic AI is adopted at scale,” OpenAI CEO Sam Altman said.
“Through OpenAI for India, we’re working together to build the infrastructure, skills, and local partnerships needed to build AI with India, for India, and in India,” he added.
The announcement comes amid the ongoing India AI Impact Summit in New Delhi, which Altman is attending along with senior OpenAI leaders, including COO Brad Lightcap, Chief Global Affairs Officer Chris Lehane, and Chief Economist Ronnie Chatterji.
Over the past year, OpenAI has significantly ramped up its India operations. The country has emerged as its second-largest market for ChatGPT, with over 100 million weekly users spanning students, developers, educators, and enterprises. Globally, ChatGPT had more than 800 million weekly users as of October 2025.
Altman has previously indicated that India could soon become ChatGPT’s largest market, given the current growth momentum.
As part of its long-term India strategy, OpenAI is partnering with the Tata Group to develop local, AI-ready data centre capacity under its global Stargate initiative. OpenAI will become the first customer of Tata Consultancy Services (TCS) HyperVault data centre business, beginning with 100 megawatts of capacity, with scope to scale up to 1 gigawatt over time.
The company said this infrastructure will enable its advanced AI models to operate securely in India, offering lower latency while meeting data residency, security and compliance requirements for mission-critical and government workloads.
In a major boost to enterprise adoption, the Tata Group plans to deploy ChatGPT Enterprise across its workforce over the coming years, starting with hundreds of thousands of TCS employees. TCS also plans to use OpenAI’s Codex to standardise AI-native software development across teams.
OpenAI has also forged partnerships with several Indian companies, including JioHotstar, Eternal (Zomato’s parent company), Pine Labs, Cars24, HCLTech, PhonePe, Cred and MakeMyTrip.
On the skilling front, OpenAI will expand its certification programmes in India, with TCS becoming the first participating organisation outside the US. These certifications aim to equip professionals with practical, job-ready AI skills across industries.
The company has also partnered with leading educational institutions such as Indian Institute of Management Ahmedabad, All India Institute of Medical Sciences New Delhi, Manipal Academy of Higher Education, the University of Petroleum and Energy Studies, and Pearl Academy.
As part of these initiatives, OpenAI will provide more than 100,000 ChatGPT Edu licences to help students gain workforce-relevant AI skills.
In October, OpenAI also offered a one-year free subscription to its entry-level tier, ChatGPT Go, for users in India, reinforcing its push to drive adoption in the world’s second-largest internet market.
