Mangaluru City Corporation to enforce new solid waste rules from Apr 1

Mangaluru, Mar 19: The Mangaluru City Corporation (MCC) will implement its new Solid Waste Management (SWM) Rules, 2026, from April 1, aiming to create a cleaner and greener city, officials announced.

Key features of the revised rules include four-way segregation of waste, the Polluter Pays Principle, online SWM audits, smart monitoring, and a special focus on bulk waste generators (BWGs).

According to Dayanananda Anil Poojary, environmental engineer at MCC, from April 1 onwards, only inert and non-recyclable waste will be permitted in the Pachanady landfill. Under the four-way segregation system, sorting of waste at source is mandatory. Residents are required to categorise their waste into wet waste such as food and kitchen refuse, dry waste including plastics, paper and metals, sanitary waste comprising diapers and sanitary pads, and hazardous or special waste such as bulbs, paints and medicines.

MCC will pay special attention to bulk waste generators, which contribute roughly 30% of the total city waste. An entity qualifies as a BWG if it occupies an area of more than 20,000 square metres, consumes over 40,000 litres of water daily, or generates 100 kilograms of waste or more per day.

BWGs must process wet waste on-site and obtain an EBWGR certificate from MCC. They are also required to ensure safe disposal and comply with the Polluter Pays Principle, with violations attracting penalties.

MCC commissioner Ravichandra Naik appealed to residents to adhere to the new guidelines. He said, “We appeal to all citizens to follow these rules and contribute actively to a cleaner and greener Mangaluru.”

    Even if MCC creates rules, people living in independent houses are burning (dry waste, garbage) directly inside their compounds, instead of composting or giving to waste collection. Here in Kodialbail this is causing lot of pollution.

    Violation by Mangalore city Corporation: 1. No material Recovery Facilities for sorting dry waste 2. No incinerator for disposing sanitary pads 3. No dustbin kept at public places and black spots 4 No road sweeping Many more violations. Under the new rules also not much hope for improvement. All are busy in making money. Why a 75 year old should continue as health officer? God save Mangalore.

    MCC proposed a rule for residents to categorise waste into 4 different waste but did not explain and clarify how to do it. This is very pathetic and blind sightedness on MCC part. Is MCC providing residents 4 different waste disposal bins????????…….If residents do it how will the garbage collection agency know which bin is for what waste because every house hold will have thier own bins/ boxes. MCC should clarify all these knitty gritty details before declaring its decree of enforcing new rules without proper direction and solution. This is our administration and blind rule leaving everything to the people then punishing people for not complying with law with full of loop holes.

    Henceforth responsibility is more on MCC. If they don't comply with SWM Rules Commissioner has to pay penalty minimum Rs.10000 and maximum 15 lakhs. Already notice issued proposing penalty of Rs.28 lakhs for dumping dry waste at Pachanady.

    Here in Nantoor they set fire to the dried leaves and killed many shrubs and plants. Now they want to cut the tree that is shedding leaves instead of getting someone to clean it. Citizens should take turns in cleaning their surroundings.

    Many houses are setting fire to garbage & dry waste inside city to avoid giving it to waste disposal & segregation, Corporation needs to take strict action against them.
