Mobile phones banned in Bihar schools during class hours

Madhubani, Apr 22: District Magistrate Anand Sharma has announced a ban on the use of mobile phones during class hours in Madhubani district, warning that violators will face action under provisions of the Bharatiya Nagarik Suraksha Sanhita.

The directive comes amid a viral video showing the 2013-batch IAS officer instructing teachers to refrain from using mobile phones during school hours and to focus on teaching.

The announcement was made during a ‘Census Festival’ organised by the district administration on Tuesday, aimed at achieving “100 per cent self-enumeration” in the district, which shares a border with Nepal.

Addressing school authorities, Sharma said, “It is essential that teachers devote class hours to imparting education and shun the use of mobile phones.” He further stated that Section 163 has been imposed across the district, and any use of mobile phones during class hours would be treated as a violation of the order.

Section 163 of the Bharatiya Nagarik Suraksha Sanhita empowers district authorities to issue orders to prevent public nuisance or danger to human life.

In addition, the District Magistrate announced changes in school timings due to space constraints in several institutions. As per the new schedule, students of Classes 1 to 8 will attend school from 6:30 am to 11:30 am, while Classes 9 to 12 will be conducted from noon to 5 pm.

The move is aimed at improving classroom discipline and ensuring effective teaching, even as the administration takes steps to address infrastructure limitations in schools across the district
