High court begins suo motu PIL on implementation of open jail system

Panaji, Apr 27: In compliance with directions issued by the Supreme Court of India, the High Court has registered a suo motu Public Interest Litigation (PIL) to review and assess the implementation of the “open jail” system across various states.

The proceedings focus on evaluating reform-oriented approaches within the criminal justice framework, particularly alternatives to conventional imprisonment. The court observed that the concept of open prisons is not merely an administrative option but a directive framework encouraged by the Supreme Court for adoption by High Courts and legal services authorities nationwide.

During the hearing, the High Court underlined the importance of moving towards reformative justice models that prioritise rehabilitation over punishment. It noted that open jail systems are designed to provide inmates with a more constructive and less restrictive environment, aiming to facilitate their reintegration into society.

The court further emphasized that this initiative aligns with broader judicial efforts to modernize correctional practices and promote humane treatment of prisoners while maintaining accountability within the justice system.
